Ellen Lakoff—Mayor
A permanent Harrington resident for 40 years, her municipal experience and record of public service is outstanding: 10 years as Mayor of Harrington and 8 years as councilor. Her abilities have also been clearly recognized beyond the borders of Harrington, where she served 4 years as a board Director of Laurentian Health and Social Services and 10 years of CLSC board work Ellen is currently President of the regional English-language health services committee, and holds current board memberships with the Rouge River Watershed Agency, the regional agricultural consulting committee, the regional public security committee, the seniors committee Parole aux Ainées, and many others. She is, and will be, a major asset for Harrington and its citizens.
Richard Francoeur — Seat 1
A Harrington resident since 1995, Richard brings business experience gained from a career in industrial chemistry and as an Investment Advisor. Richard has an excellent sense of the fiscal challenges faced by Harrington. With a history of public participation as Vice President of the Blue Lake Association, Richard is also in touch with the needs of Harrington’s citizens. His love of Harrington and his respect for its citizens drives his desire to serve in a greater capacity.
Ray Spruzenieks — Seat 2
Having made Harrington a life-long retreat, Ray now finds it’s time to give back to the community by helping Harrington move forward. He brings senior marketing and communications experience to the team, including experience in running his own business. A strong sense of public service, gained through many continuing years of Board memberships in various community organizations, keeps Ray in touch with the needs of citizens and associations in Harrington.
David Kenny — Seat 4
A West-side resident for 23 years, Dave’s experience as a senior engineering executive and university lecturer brings crucial knowledge of finance, general management, as well as group decision making processes. A regular attendee at Harrington council meetings, Dave clearly recognizes the need to elect a new council that will allow Harrington to move forward.
Frank Harris — Seat 5
As an incumbent councilor, Frank provides an extensive background in municipal council activities. He also brings science and management skills to the team derived from experience gained with the National Research Council of Canada, the Canadian Space Agency and various universities, among others. Having served as Deputy Mayor of Harrington, Frank has authored reports, chaired committees and initiated projects benefiting the citizens of Harrington. As examples, he played key roles in the development of Harrington’s Department of Public Works and Harrington Festival Day. Frank has been an East Side resident since 1988.
