Operations Manager

Main work base: Curtain Road, Old Street

Hours of work: Full time

Line manager: Operations Director

Salary: 32-38k per annum dependent on experience

Main Purpose

The post holder will be responsible for the management of all Contracts (primarily SFA), Grant Agreements across the Organisation and operational management of our HQ functions. This will include being responsible for:

  • Managing contract performance
  • Relationship management of funders, partners and employers
  • Contract Reporting and risk management
  • Management of staff
  • Project management of special projects

Main Responsibilities

Managing Contract Performance

  • Monitoring performance against targets, profiles and deliverables for all contracts and grants. Including performance of any sub-contracting partners.
  • Financial tracking and monitoring of contract and grant income.
  • Ensuring contractual and regulatory (funding) compliance.
  • Assess the impact of statutory contract performance against organisational budgets.
  • Reporting contract performance trends and issues to service delivery managers and senior management.
  • Financial modelling / forecasting of statutory contract income for budgeting.
  • Responsible for set-up and oversight of all new large contracts secured including sub-contractor management, contract compliance and profile negotiations.
  • Work with teams and managers across City Gateway to set-up, monitor and problem-solve smaller funding contracts and grants.
  • Responsible for management of external Funding Audits.

Relationship Management

  • Maintain relationships with all external Funders.
  • Maintain existing and develop new relationships with employers.
  • Manage relationships with partners and increase portfolio of partnership working across London.
  • Line management of HQ support staff.

Reporting

Responsible for ensuring all funder data submissions and returns are accurate and made in a timely manner, including:

  • Monthly data submissions for statutory contracts – ILR Funding Returns
  • Management / administration of external funder information systems
  • Production of Monthly Contracts Management report for internal senior management decision making
  • Ad hoc reporting as requested by funders

Other responsibilities

  • Keeping up to date with changes to funding regulations and the external funding environment. Summarising and disseminating this information to the key stakeholders in the organisation.
  • Advising senior management team of impact of funding regulations and guidance on decision making.
  • Responsible for Employer Contracts for Apprenticeship Employers: production and wording negotiations.
  • Assist business development by producing business cases for growth of existing funding contracts and fostering on-going discussion for securing new areas of funding.
  • Assist fundraising with EOI’s and Tenders.

Proven Experience /
  • Working knowledge of work based learning, SFA and EFA funding (contracts, funding regulations and data systems / submissions)
  • Experience of managing significant statutory contracts (£500k+)
  • Experience in management of sub-contracts
  • Experience of contractual performance management
  • Experience of handling large quantities of data
  • Experience of analysis and presentation of numerical information, including financials (contract income)
  • Experience of project planning

Proven Ability /
  • Competent in use of Microsoft Excel to intermediate user level
  • Excellent communication skills – verbal and written
  • Able to build relationships with internal and external stakeholders
  • Able to matrix manage across the organisation as necessary
  • Able to represent CG professionally to external stakeholders
  • High level of accuracy and attention to detail
