Levels of Teaching Authorized

Regular teachers must prepare for one or more student levels in addition to satisfying the standards in OAR 584-060-0040. The teacher must know, understand, and apply developmental psychology and learning theory appropriate to student age and grade within cultural and community contexts, and apply an articulated philosophy of education capable of ensuring that students at a particular level will learn to think critically and integrate knowledge across disciplines. A first regular license, whether transitional or initial, is authorized for level on the basis of professional education, experience, previous licensure, and specialized academic course work.

(1) Early intervention authorization is valid for birth through early childhood as defined below. Teachers preparing for early intervention must obtain authorization at the early childhood level, obtain specialty endorsement for early childhood special education, and pass a test of subject mastery in special education for pre-school and early childhood.

(2) Early childhood authorization is valid for any teaching assignment, except specialization requiring endorsement under OAR 584-060-0071, at or below grade four in a school designated as a pre-primary school, a primary school, or an elementary school. This level requires passing the PRAXIS Multiple Subjects Assessment for Teachers test or a successor test approved by the commission, together with completion of student teaching or an internship with students in one or more age groups or grades between age three and grade four.

(3) Elementary authorization is valid for any teaching assignment, except specialization requiring endorsement under OAR 584-060-0071, at or above third grade in a school designated as a self-contained elementary school or in a 5th or 6th grade self-contained classroom in a middle school. This level requires passing the PRAXIS Multiple Subjects Assessment for Teachers test or a successor test approved by the commission, together with completion of student teaching or an internship with students in one or more grades between three and eight in a self-contained elementary classroom or in a 5th or 6th grade self-contained classroom in a middle school.

(4) Middle level authorization is valid for any teaching assignment, except specialization requiring endorsement under OAR 584-060-0071, in grades five through nine of a school designated as an elementary, middle, or junior high school. This level requires passing the PRAXIS Multiple Subjects Assessment for Teachers test or a successor test approved by the commission, together with completion of student teaching or an internship with students in one or more grades between five and ten. The authorization also requires qualification in at least one specialty appropriate to the middle level by completing a college major, or passing the corresponding test of subject mastery approved by the commission, or presenting evidence satisfactory to the commission of specialized education equivalent to one academic year of college study. Actual endorsement on the license requires passing the subject mastery test.

(5) High school authorization is valid for teaching one or more integrated or departmentalized subjects, with which the license must be endorsed unless a misassignment is approved by the commission, in grades seven through twelve of a school designated as a high school. This level requires qualification for at least one specialty endorsement appropriate to secondary schools by passing the corresponding test of subject mastery approved by the commission, together with completion of student teaching or an internship with students in one or more grades between nine and twelve.

(6) New authorization levels can be added to adjoin those on a transitional, initial, or continuing license. A new level adjoining one already authorized will be added upon completion of two requirements:

(a) Academic course work of four semester hours or six quarter hours in human development and teaching methods appropriate to the new level, in an Oregon institution approved to prepare teachers for that level; and

(b) Either a practicum of two semester hours or three quarter hours to include one work sample, at the new level, in an Oregon institution approved to prepare for that level, or one academic year at the new level on an approved conditional assignment.
