Foreword

On behalf of the Learning and Development Board, I am pleased to commend this Development and Learning brochure to you.
This brochure will enable you to check out the opportunities that will contribute to the evidence you need for your portfolio
of Continuous Professional Development. The Directorate is committed to your personal professional development as part of our drive to provide the best possible services to our service users and carers. / You should discuss your development needs with your line manager at your performance appraisal and out of this discussion formulate your personal development plan.
Our role in local government is changing so I would particularly encourage you to use these development opportunities to update your skills and knowledge.
The solution to your development need may not be a taught training course. As well as the growing part that ELearning is playing in the learning experience you and yourmanager should also identify opportunities within your work to develop existing skills and gain new ones. This may mean shadowing someone; asking to be observed and getting feed back; taking time to read up latest relevant literature or do some elearning.
If you or your team have a development need but do not see an appropriate opportunity here, then let us know as we may be able to tailor an event to meet your needs. / I am sure you will find the courses and learning activities interesting and stimulating and that you will take the valuable learning back into your everyday work. Your contribution and participation are vital to ensuring that Haringey Council and its partners achieve the objective of delivering excellent services which will improve the quality of life for the people of Haringey.

Adults Social Care Development and Learning Opportunities

Introduction
The Adult Social Care Development and Learning Opportunities 2011-2012 brochure details learning and development opportunities available to staff working across the social care sector in Haringey.
The Continuing Professional Development (CPD) of social care practitioners beyond induction and initial training is crucially important for service providers, the workforce, and for people using the services.
We will therefore update the availability and range of courses, learning events and eLearning as appropriate throughout the year.
All the courses are designed in accordance with the National Minimum Standards implemented by the Care Standards Act 2000, and where possible linked to the Qualification Credit Framework.
Other courses are available in the Open Access programme and these are also accessible via / Selecting a course
Use supervision with your manager to select the appropriate courses for your training needs. You can apply for any taught course that is relevant to your job role, providing that your manager authorises your attendance.

Remember that the most important partof the process takes place before you apply for acourse and after you come back from it.Beforehand, you should discuss with your managerwhy you want to attend the course and what youhope to gain from it.
After the training you should discuss with yourmanager how you will apply what you have learnt towork effectively to help you and your team achieveits overall objectives to improve services to Haringeyresidents.
At the end of each course you will be asked to fillin a feedback form, and we may also contact youlater, to find out more about what you thought ofthe course and how useful you found it.   1. Your manager will receive an automated email asking to approve of your application. Your place is only allocated when your manager approves the application. Only at this time will you be notified of acceptance via email and not again before the course.

Continuing Professional Development (PQ) for Social Workers
For registered social workers with at least one year post-qualifying experience in a position as a registered social worker in the Children and Young People’s Services or the Adult and Housing Services there is the opportunity to apply for approved programmes. These are circulated as the opportunities arise. Funding is limited and will be determined at the time of advertisement.
AMHP Refresher
Approved Mental Health Professionals are supported by AMHP refreshers on 15-17 December 2011 and 25-27 January 2012. Book online at / Learning contract
Remember that learning is a process and more than attending a course or workshop. We want you to make the most of the opportunities you are given– so please:
  • Beforehand, discuss with your manager why you want to attend the course and what you hope to gain from it.
  • Undertake any course pre-requirements.
  • Arrive on time (usually 9:15) for a taught course and attend the entire session.
  • Help to create a positive learning environment for yourself and others
  • Give us your feedback via the evaluation form which will be emailed to you – we use this information to make improvements to the range and content of the courses weoffer.
  • After the training you should discuss with your Manager how you will apply what you have learnt to help you and your team achieve its overall objectives to improve services to Haringey residents.

Safeguarding Adults at Risk
Safeguarding Adults at Risk is everyone’s business.
We are committed to providing high quality multi agency training that supports staff in carrying out their duties and to ensure compliance against Skills for Care CQC requirements - Essential Standards of Quality and Safety, Outcome 7 safeguarding people who use services from abuse.
We are committed to the new National Competence Framework which is designed to provide a baseline of standards of competence required of those who work to safeguard adults across the range of sectors.
Therefore courses are now mapped in staff groups A – D against the National Competence Framework for Safeguarding Adults.
All newly appointed staff should be assessed as competent against their relevant competencies within the first 6 months of entering their post.
To maintain skills and knowledge, a refresher should be undertaken a minimum of every three years. / Staff Group A
Group A staff have a responsibility to contribute to safeguarding Adults, but do not have specific organisational responsibility or statutory authority to intervene.
Examples include, but not limited to
  • Care/ support staff
  • Drivers, transport staff
  • Day services staff
  • All support staff in health and social care settings
  • Health and Social care professionals
  • HR staff
  • Admin staff
  • Domestic and ancillary staff

Staff Group B
Group B staff have considerable professional and organisation responsibility for safeguarding Adults and has to be able to act on concerns and contribute appropriately to safeguarding procedures. They need to work within an inter- or multi-agency context.

  • Social workers, Health and Social Care professionals
  • Nurses
  • Frontline Managers
  • Integrated team Managers
  • Head of Drivers, transport staff
  • Health and Social care Provider service managers
  • ABE Trained investigating officers
/ Staff Group C
Group C staff ensure the management and delivery of Safeguarding Adult services is effective and efficient.
They will have oversight of the development of systems and policies to facilitate good working partnership with allied agencies to ensure consistency in approach and quality of service

  • Heads of Assessment & Care management
  • Service Managers
Staff Group D
Group D staff are responsible to ensuring that the organisation is committed to Safeguarding Adults and have in place appropriate systems and resources

  • Learn how to support individuals to manage risks and benefits when organising or receiving adult social care
  • Learn how assessments and the FACS help practitioners manage risks
  • Recognise the various procedures for alerting, intervening and referring should abuse arise
  • Understand what an investigation involves
  • Explain the safeguarding coordinator's role
  • Understand the current situation with the ISA and VBS
  • Recognise the importance of sharing information

Safeguarding of Adults at Risk – Managing Decisions and Outcomes - Level 2 / Safeguarding of Adults at Risk- Investigations - Level 3
Course aims
To ensure that staff investigating cases have the competencies to carry out the tasks. / Course aims
Identify own particular style of decision making and analyse how they can they can become more effective. Understanding vulnerability and the criteria for investigation
Learning outcomes
  • Develop knowledge of the process of investigating possible abuse
  • Develop knowledge of specific procedures and the law related to the investigation
  • Develop interviewing skills
  • Develop risk assessment/skills
  • Evaluating information gained through interviews
  • To develop managers understanding of their safeguarding responsibilities in relation to the investigation, recording and monitoring of outcomes.

  • Identify the factors which would influence the need for a large scale investigative approach with multi agencies.
  • Know the difference between a strategy meeting and a case conference.
  • Linking the safeguarding process with other related procedures such as the Mental Capacity Act 2005, the deprivation of liberty, Human Rights Act, information-sharing protocols, confidentiality, domestic violence, child protection.
  • Identify roles and responsibilities of self and other in the process, supervision, peer group review, champion.
  • Identify risk for organisation and self.
  • Debriefing of staff at the conclusion of serious cases of investigations.

Financial & Material Abuse / Financial & Material Abuse - Advanced
Course aims
This course is aimed at professionals who wish to develop their abilities in dealing with concerns/allegations of financial or material abuse. Participants should have a good knowledge of safeguarding procedures due to the complex nature of this type of abuse. / Course aims
This second stage course is aimed at professionals who are likely to have a deeper involvement in an investigation, both criminal non-criminal which require a deeper understanding of the complex processes and legislation involved within their professional role.
Learning outcomes
  • Identify & respond appropriately to Financial/Material Abuse concerns
  • Understand the principles and terminology that applies to issues of capacity, consent and competency with the Mental Capacity Act and other relevant legislation
  • Have explored and understood the causes and factors relating to Financial/Material abuse
  • Be confident in the use of the safeguarding adult policy at risk, particularly when investigating financial/material abuse concerns and/or allegations
/ Learning outcomes
  • Be able to competently identify where appropriate legislation and procedures can be utilized to respond appropriately to financial/material abuse concerns
  • Explore in more depth the use of the mental capacity legislation in respect of capacity, consent and competency with a multi-agency investigation
  • Have explored and understood ways to investigate financial/material abuse to a more satisfactory conclusion and to feel more empowered and confident when investigating financial/material abuse concerns and/or allegations

Mental Capacity Act and Deprivation of Liberty Safeguards– Awareness / Deprivation of Liberty Safeguards (DoLS) / Mental Capacity Act
Course aims
To build delegates knowledge and skills on Mental Capacity Act 2005 and the Deprivation of Liberty Safeguards (DoLS). / Course aims

This module is designed for social care and health staff and providers who are likely to come into contact with individuals who lack mental capacity or have fluctuating capacity.
Learning outcomes
  • Learn how to assess mental capacity and understand the safeguards that assessment seek to achieve.
  • Review key elements and scenarios of when mental capacity assessment is needed.
  • Review definitions and case law of restraint or deprivation of liberty.
  • Understand DoLS and their relationship to mental capacity.

  • Recognise what the DoLS are and understand background and context
  • Identify key stages in the DoLS authorisation and assessment process
  • Describe the consequences to settings of non-compliance
  • Describe how the DoLS will be monitored and implemented in work settings.
