A RESOLUTION SUPPORTING THE CALIFORNIA DEPARTMENT OF CORRECTIONS AND REHABILITATION’S USE OF PROPERTY LOCATED IN [NAME OF CITY] TO SITE A SECURE COMMUNITY REENTRY FACILITY

WHEREAS, the Public Safety and Offender Rehabilitation Services Act of 2007, added by Chapter 7, Statutes of 2007 as amended (AB 900), authorizes the California Department of Corrections and Rehabilitation (CDCR) to construct, establish, and operate Secure Community Reentry Facilities (SCRF) throughout the State that will house up to a total of 16,000 inmates within one year of their release or rerelease from custody; and,

WHEREAS, AB 900 requires that such facilities shall be secure facilities accommodating up to 500 beds each; and,

WHEREAS, AB 900 requires that SCRFs provide programs for inmate and parole violators that are tailored to the specific problems faced by this population when reintegrating into society; and,

WHEREAS, Penal Code, Section 6271(b) mandates that SCRFs shall only be established in jurisdictions where a reentry program facility is requested; and,

WHEREAS, the City of [NAME], has a positive working relationship with the CDCR and recognizes the need to establish structured programs to streamline and facilitate the parolee reintegration process;

THEREFORE BE IT RESOLVED by the City Council of the City of [NAME] that the City hereby supports and will fully cooperate in facilitating CDCR’s location of a Secure Community Reentry Facility, as described in AB 900 within its city limits, including the possible location of a Secure Community Reentry Facility at [IDENTIFY SITE].

THEREFORE BE IT FURTHER RESOLVED that the City understands and acknowledges that: (i) there may be other possible locations for the proposed Secure Community Reentry Facility within the boundaries of the City, (ii) CDCR will actively and thoroughly evaluate the advantages and disadvantages of all such possible locations (including, but not limited to possible environmental impacts) before making any decision about the location of the Secure Community Reentry Facility, and (iii) City will fully cooperate in facilitating CDCR’s evaluation of the [IDENTIFY SITE] and other possible locations for the Secure Community Reentry Facility.
