Access is defined as the timely use of health services to achieve the best health outcomes. Health care access may address: gaining entry into the health care system, getting access to sites of care where consumers can receive needed services, and/or finding providers who meet the needs of individual consumers and with whom consumers can develop a relationship based on mutual communication and trust.

Quality is defined as getting the right care to the right consumer at the right time. Quality may include aspects of: safety, timeliness, effectiveness, and/or efficiencies.

Cost is defined as a combination of health care expenditures and health care waste. Health care costs may address the increasing demands for health care based on the population's overall health.
