Mike Hutcherson presented a proposal for a builders risk insurance policy for the project. The low quote was from Great American Insurance Co. for $33,833 for the period November 11, 2002 to May 1, 2004. Representative Puritz moved for approval. Seconded, Wells. Total: 5; Ayes: 5; Absent: 3 – Dubben, Feldstein, Swiderski. Motion carried.

Jeff Sinclair gave an update of the project. The foundations for all four pods have been started and are at various levels of completion. The structural steel is starting to arrive on site, and erection should begin on December 2, 2002. The water tank has been erected. The sitework is on hold because of the muddy conditions.

John Ceresoli said that the county has three options in regards to the exterior brickwork. The existing plans for bricks can be left as is, the bricks can be replaced with panelized bricks, or a portion of the bricks can be left as is and a portion, such as the rear of the building, can be replaced with panelized bricks. The concrete work has been installed with a shelf to accommodate the bricks. Following discussion, Carl Higgins asked for John Ceresoli and Jeff Sinclair to provide the cost for using bricks as designed, the cost for replacing the bricks with the panelized bricks and redesigning the plans, and the cost for replacing the bricks with split blocks and redesigning the plans. John Ceresoli said that SHPO may have to agree to any changes to the exterior material.

John Ceresoli said that a presentation will be ready for the committee to review color schemes at the December committee meeting.

Walt McLaughlin asked if anything was going to be done about increasing parking spots. Presently, the plans call for 103 spots, which are what exist at the present facility and are not enough. Jeff Sinclair said that the cost to add the smaller parking lot with 26-27 spots would be $38,700 for the sitework and the electric.

Robbie Puritz asked if the county had new figures for securitizing the tobacco funds. Dora Moore said that she had some new numbers. Robbie Puritz asked that they be distributed to the CountyBoard at the next budget session.

Robbie Puritz said that BassettHospital needs to know by the end of the year if the county is going to do anything about a child care center. Bassett is willing to commit to a certain number of slots, if the county proceeds with it. Discussion followed on where a county child care center could be located, the costs and the revenues. Carl Higgins said that the county needs to continue getting additional information.

Carl Higgins asked the committee what to do about a new name. Cathy Rothenberger moved to rename the facility as “Otsego Manor Skilled Nursing and Rehabilitation Facility”. Seconded, Puritz. Total: 5; Ayes: 5; Absent: Dubben, Feldstein, Swiderski. Motion carried.

Carl Higgins asked what the status of the NYSERDA grant was. Walt McLaughlin said that the chiller needs to be upgraded to qualify. Representative Henderson moved to get a quote for the upgrade. Seconded, Wells. Total: 5; Ayes: 5; Absent: Dubben, Feldstein, Swiderski. Motion carried.

Carl Higgins said he got a memo from Dennis Smith asking if the electric conduit was large enough to include data wiring for the new patient care software package. It was reported that electric and data wires should not be run in the same conduit. John Ceresoli said that he would contact Dennis Smith to get more information so that he could get an estimate for the cost of installing conduit to each resident room.

Laura Child asked if the committee wanted to do anything about a proposed new sign for the construction site. The committee decided to do nothing, if there was a county cost involved. Jeff Sinclair said that he would check to see if the sign is included in the general construction contract.

There being no further business to discuss, the committee adjourned until Wednesday, December 11, 2002 at 1:00 pm.
