Bullyingis the use of force, threat, or coercion to abuse, intimidate, or aggressively dominate others. The behavior is often repeated and habitual.

School bullyingis a type ofbullyingthat occurs in an educational setting.Bullyingcan be physical, sexual, verbal or emotional in nature.

PROHIBITED ACTS

A safe and civil environment is needed for students to learn and attain high academic standards and to promote healthy human relationships. Bullying, like other violent or disruptive behavior, is conduct that interferes with students’ ability to learn and teachers’ ability to educate students in a safe environment. The school cannot monitor the activities of students at all times and eliminate all incidents of bullying between students, particularly when students are not under the school supervision of school personnel. However, to the extent student conduct affects the educational environment of the school and the rights and welfare of its students and is within the control of the school in its normal operations, the school intends to prevent bullying and to take action to investigate, respond to, and remediate and discipline for those acts of bullying which have not been successfully prevented.

This policy provides the framework to assist the school in its goal of preventing and responding to acts of bullying, intimidation, violence reprisal, retaliation and other similar disruptive behavior.

The anti-bullying policy shall prohibit:

  1. Retaliation against a person who reports bullying who provides information during an investigation of bullying, or who a witness is to or have reliable information about bullying.

PREVENTION PROGRAMS

  • To send a clear message to students, staff, parents, and community members that bullying will not be tolerated.
  • To train school personnel, student, and parents regarding the prevention of bullying.
  • To establish and enforce rules and policies focusing on bullying.
  • To reduce existing bullying situations through administrative and teacher-centered strategies and a comprehensive scope and sequence of age-appropriate lesson plans for each grade level.
  • To create more peaceful and safer schools and school buses.
  • To promote a sense of belonging and acceptance in all students so that they feel connected to their school.
  • To involve and empower students as bystanders to prevent and stop bullying.
  • To educate parents about bullying and to involve them in the program.
  • To involve the community in the program.
  • To create a school culture where adults are warm, positive, and trustworthy role models and viewed as authorities.
  • To significantly improve adult supervision on school property, especially in high-risk areas.
  • To restructure the school culture and social environment in a way that adults and students take action and expect immediate intervention, investigation, and confrontation of students engaged in bullying behavior.
  • To implement nonphysical and non-hostile strategies for changing the behavior of students engaged in bullying and follow through with disciplinary actions if the bullying behavior persists.
  • To provide intervention for children who are bullied and who bully.

INTERVENTION PROGRAM

At the school level:

  • a bullying survey to determine the extent of the problem.
  • a conference day to educate teachers, administrators, school staff, parents, students, and community members about bullying behaviors, response strategies, and available resources.
  • increased supervision in the cafeteria, hallways, bathrooms, and on the playground, where most bullying behavior occurs.
  • a coordinating group --, typically consisting of an administrator; a teacher from each grade level; a guidance counselor, psychologist, and/or school nurse; and parent and student representatives -- to manage the program and evaluate its success.
  • ongoing meetings between parents and school staff.
  • Discussions of bullying issues at regularly scheduled PTO meetings.

At the classroom level:

  • a curriculum that promotes kindness, communication, cooperation, and friendship and includes lessons and activities stressing empathy, anger management, and conflict resolution skills.
  • class rules against bullying. Rules should be brief and clear. Olweus suggests the following examples:

1. We will not bully other students.
2. We will try to help students who are bullied.
3. We will include students who might be left out.

  • Immediate consequences for aggressive behavior and immediate rewards for inclusive behavior. Possible sanctions include having the bully
  1. apologize;
  2. discuss the incident with the teacher, principal, and/or parents;
  3. pay for damaged belongings;
  4. spend time in the office or another classroom;
  5. Forfeit recess or other privileges.

PROCEDURES
