5. CORRESPONDENCE

We have received notification that Deeping St Nicholas are through to the next round of the Best Kept Village Competition.

Letter received from a resident of Banks Drove commenting on the following:

·  The state of the grass verge to the front of his property

·  Mention of excessive speed of vehicles along the road.

·  Concern regarding the turning of all vehicles pulling out of Banks Drove to join the A1175

·  Reported loose stones on road during resurfacing during 2012. Some stones were

Catapaulted into his garden.

Letter received from an Oil Club, asking for our support to publicise their syndicate. Clerk to advise them to contact Sue Titcombe and raise their profile by using the Village News.

6. PLAYING FIELD – RENT REVIEW

Lincolnshire County Council are requesting an increase on the rent of Hop Pole Playing Field from £78.00 to £100 per annum which equates to a 28.2% increase. Clerk to write and ask them to justify how they can implement such a high increase of 28.2% increase on a traditional allotment tenancy.

7. HIGWAY MATTERS

Letter received from Lincolnshire County Council advising that there are no major highways schemes scheduled during 2014/20145 within the parish.

Email from Highways advising that over the past three years they have carried out various minor improvements to North Drove Bank and that they are intending to carry out more minor works as and when budgets allow. The section of North Drove Bank from Iron Barn Drove to the elevated bend has been prepared for surfacing dressing expected to be carried out during August/September 2914.

Information received regarding change of speed limits along Littleworth Drove following completion of their speed limit review of the county. Parts of the road from the old A1073 roundabout will either be 50 mph/60 mph/40mph/30mph. Various data was used to carry out these assessments. Clerk to email all the relevant speed limits to all councillors.

Members raised concern regarding residents being disadvantaged with the Littleworth Crossing being closed at the same time as the Deeping St James Crossing closure, as this route is a good local diversion.

Coun. W. Branton advised that Network Rail were erecting fencing to the front of Campains Lane Playing Field to discourage any children running off the field on to the rail track to fetch a ball. As the current crossing gates are to be changed in the near future, it would make access too easy for children and this length of fencing would hopefully give children time to think before arriving at the rail track. Trains along this length of track currently travelling at 10/20 miles per hour, but when all works complete it is expected that trains will travel at 70/75 miles per hour.

North Drove Bank towardsGrays Farm, there are some holes in the road and they are ridiculously deep and towards Cradge Farm there is a large enough hole to remove the sump of a car.

Tongue End Road, towards Bank House Farm, there is severe subsidence and people are struggling to drive on parts of the road and are resorting to driving on the wrong side of the road to avoid lumps and bumps.

8. UPDATE RELATING TO RE-SITING OF FORMER SIGNAL BOX – LITTLEWORTH

CROSSING

Network Rail are unable to secure the former signal box with the controls and fixings in situ. Currently, unless there is a reprieve at the eleventh hour, the signal box and works to be demolished.

9. BUS SHELTER – LITTLEWORTH DROVE/A1175 – UPDATE

Clerk advised that she was now in receipt of a License from Lincolnshire County Council for the new bus shelter. The builder is all set to go ready for the works during the school summer holidays. Clerk did comment that she was concerned regarding some of the paperwork that Lincolnshire County Council were requesting relating to the building contractor.

10. DEEPING ST NICHOLAS VILLAGE NEWS – FUNDING REQUEST

A letter, together with a spreadsheet outlining finances of the Village News, was received from Mrs. Sue Titcombe requesting a donation from the Parish Council towards the village news. It was proposed by Coun. W. Branton and seconded by Coun. I. McDonald that a donation of £500 be paid annually to the Deeping St Nicholas Village News, until further notice.

11. RAIL FREIGHT INTERCHANGE – UPDATE

District Coun. B. Alcock advised that the Rail Freight Interchange was definitely included in the Local Plan. To-date there is no planning application lodged with South Holland District Council for this currently.

12. PETERBOROUGH & SPALDING TRANSPORT FORUM UPDATE

Unfortunately, Coun. Mrs. L. McGuinness had been unable to attend, due to the proposed Littleworth Crossing closure and therefore there was no information available.

13. SKATE PARK DETAILS

Information furnished to councillors received from Maverick Skate Park Ltd. Maverick advised that it would not be possible to purchase a decent skate park for less than £75,000. Maverick intend during the next couple of weeks to travel and take a look at the Littleworth Playing Field. It is also hoped that a team will come from Maverick to do a user consultation with the young people, to gauge what their aspirations are. Clerk advised that it was hoped that this consultation exercise would take place during the summer holidays and that the Village News would advertise the details in the next edition of the magazine.

15. QUESTIONS WITHOUT DISCUSSION

Tongue End playing field looks a mess and it is a disgrace.

The following planning applications were recommended for approval

H03-0399-14 – Mrs. A. Tyson, St Nicholas House – Internal alterations

H03-0528-14 – A. C. Motors (UK) Ltd., Littleworth Drove – 2.4 metre high fence - Retrospective

H03-0543-14 – Mr. K. Brown, 14 Wren Close – Two-storey single garage

The following planning application was recommended for refusal on the grounds of environmental issues, excessive traffic and fire hazard:

H03-0553-14 - Mr. R. Turner, Barr Farm – Proposed Anaerobic Digestion Plant

OPEN FORUM

1. Car parked on pavement outside New Road, Picks Cottage, on just down the road from the new bus shelter site

2. More cars parking on Haywain Drive towards Chappell Road

3. 6 Willow Tree Farm Cottages, (Rowell), leaving bags out all week

4. School playground side of road, the hedges are very bad

5. Get the vegetation moved round the school playground side of the road

6. Overgrown hedge on the Old New Road – this thorny hedge, Nicholas will cut it back

7. Gas tank to the rear of the community triangular piece of land, requires to be trimmed back

8. Weeds near Chappell Road at front of entrance, near the dyke

9. Collection of water down towards East Reach Farm, before Mr. Foster’s bungalow

10. Ovegrown weeds on side of kerbs, but Coun. W. Branton thinks they may have already been sprayed along the road sides.
