The Affordable Care Act (ACA) creates new competitive private health insurance markets – called Marketplaces – that provide millions of Americans and small businesses access to affordable coverage and the same insurance choices as members of Congress. The Marketplaces help individuals and small employers shop for, select, and enroll in high quality, affordable private health plans that fit their needs at competitive prices.

Coordinate testing integration efforts for the Federally Funded Marketplace (FFM) including assisting with test planning and execution for the Insurance community. Coordinate Web Service Integration activities for the FFM’s Agile based software development program. Provide guidance on numerous enterprises architecture related activities including configuration management, defect tracking and software integration testing. Lead activities related to Response Code Testing/exception handling across FFM’s integrated products such as the Data Service Hubs (DSH) and the FFM User Interface. Support integration of these products by working with Senior Executive teams. Provide support to the Senior Technical Advisors of CMS working with the insurance community by assisting with nationwide webinars. Worked as the project manager for the Nationwide Health Information Network (NHIN) AEGIS testing team. Completed an alternatives analysis for the Health Workforce Data Systems (HWDS) for HRSA. This included gathering requirements for a transactional system for individual workforce data as well as aggregate data for a data warehouse, analyzing Business Intelligence (BI) tools for the Workforce data warehouse, and assessing the feasibility of using the current HRSA data warehouse and the National Practitioners Data Bank (BPDB). Facilitated the implementation of emerging technologies for the New Reactors Office (NRO). This includes developing outreach programs for numerous offices and promoting Enterprise Architecture and Integration efforts. Managed numerous Webworld projects including Segment Architecture development, Microsoft SharePoint development, an enterprise integration using Microsoft BizTalk. In support of the development of the NRC’s Enterprise Architecture, performed numerous tasks associated with the Federal Enterprise Architecture Framework (FEAF). Working with the NRC Enterprise Architect, supported the creation and maintenance of the OMB models including the: Business Reference Model (BRM), Performance Reference Model (PRM), Service Reference Model (SRM) and Technical Reference Model (TRM). Provided support to the NRC Enterprise Architect in the implementation of an Enterprise Service Bus (ESB) and the development of a Service Orientated Architecture (SOA) development methodology to streamline the integration efforts of multiple NRC application systems.

Project Manager, NIAID – Master Contract for Preclinical Development

As Project Manager coordinated the installation, configuration, and validation of the IBM Solution for Compliance in a Regulatory Environment (SCORE). This system allows for management of the preclinical documentation that comprises an Investigational New Drug (IND). SCORE can easily support data for 100 to 200 compounds at a time. SCORE comprises an Oracle RDBMS, Documentum Doc Bases, and IBM Webshpere. As part of the implementation IBM performed a Gap Analysis on the ABL IT infrastructure so that SCORE can be validated. Other responsibilities included: client interface and negotiations, creation of Project Change Requests (PCRs), financial management and estimates for labor, hardware and software. As project manager, reviewed and finalized technical architecture specifications working with ABL and NIAID. This included validation of all system components for compliance with 21 CFR Part 11.

Higlas Project Management Support, Center for Medicaid and Medicare (CMS), Linthicum MD

Provided support to the Higlas Management team in the areas of project planning for maintenance and enhancements to the Oracle Financials application. Provided support for the data architecture team and assisted in the creation of a plan for data architecture using Oracle Designer/2000 for custom database development and configuration management of custom objects.

The Navy Cost database is a data warehouse consisting of numerous data marts for the collection and reporting of Navy costs from ships, aircraft, shipboard systems, shipyards and depots. Performed requirements definition for numerous data marts which comprise the Navy Cost Database and designed STAR schemas to reflect costs across Navy systems. The warehouse was designed using Oracle Designer/2000.

  • Integrated Weapons Systems (IWSDB), Naval Air Command (NAVAIR), Arlington, VA

Led team effort in the development of the Integrated Weapons System Database (IWSDB) application for 5 Oracle Consultants. All development efforts were conducted using Designer 2000 with fully generated Data Definition Language (DDL), Forms 4.5 and Reports 2.5.

Produced a study which included testing the CASE*Generators, including the SQL DDL Generator, the Forms 4 Generator, and the Reports 2 Generator. Analyzed the creation of new security features for client server development supported by Oracle CASE 5.1 for developing Version 7.0 RDBMS’s.

The Assignment Management System provides a method for coordinating and tracking the distributed manufacturing of Maps and Map products. Participated in the development of functional/data requirements and systems design using Oracle CASE Version 5.0.
