SNV is client-driven and therefore is a flexible organisation willing to meet client needs as quickly and as efficiently as possible providing these needs fall under one of our four Practice Areas.

Korca SNV Office; Eight staff including; 1 Portfolio Coordinator/Senior Advisor (foreign), 4 Albanian Advisors, 1 Albanian Administrator, 1 Albanian Logistics Assistant (Driver) and 1 Albanian Office Assistant/Cleaner.

2006 Budget: SNV Korca – 270,000 Euros, SNV Albania – 1.5 million Euros and SNV Balkans – 4.6 million Euros. SNV is not a funding donor agency. Its focus is providing expertise toward Capacity Strengthening.

Full Korca Office commenced operation on September 1, 2005 with an indefinite timeline at this point.

  1. Status; achievements to date (availability of product; documents, procedures, etc.)

Collaborative Forest Management (ongoing for over a year); Advisor able to get the various partners in the Korca Region Forest Area to work together toward conserving, protecting, enhancing and utilizing the communal forest resource. Also working toward fast-tracking the Property Rights transfer process through a SNV-initiated seminar with relevant national agencies, municipalities and communes.

Local Governance (ongoing for over a year); Advisor worked with the Regional Council assisting it in the development and implementation of its Regional Strategic Plan which included setting up a training unit and training trainers to assist the Korca Region municipalities and communes to better govern themselves. She also worked with the Regional Prefect in developing a regional tourism guide portraying attractions and services. The Advisor also provides on-going advice to both regional clients as required.

  1. New initiatives being considered in 2006

Collaborative Forest Management; Become involved in Protected Areas/National Parks (specifically Prespa National Park) to further protect the forestry and natural environment through the involvement of the local population in tourism development.

Local Governance; Assist the Korca Regional Council in monitoring the implementation of its Strategic Plan Objectives. Assist the Municipalities of Korca and Erseka in; the implementation of their strategic plans, the updating and revising of their urban land use plans and the involvement of the Public in municipal decision-making. Facilitate the improvement of the Municipality of Korca’s tax collection/management processes. Civil Society; Assist Korca and Pogradec women’s groups in achieving gender equality and becoming more involved in government/society. Assist Mjaft! Korca to become more sophisticated and involved in ensuring citizens have a voice in local/regional governance.

Tourism; Assist Erseka Area in the development of a Tourism Action Plan (possibly the Prespa Area may also commence a plan this year). Continue to advise/assist the Ministry of Tourism, Culture, Youth and Sports on various tourism initiatives such as; working through the World Tourism Organisation and other relevant donors toward the updating of the National Tourism Legislation, the development of a National Tourism Guide and development of Tourism at the local/regional levels.

Market Access for the Poor; Use the ‘value-chain’ process to assist private sector associations develop markets for their products (e.g. Erseka Honey Association).
