Call to Order
Mr. West called the meeting to order at 9:49 a.m.
Review and Approval of Minutes
The Council reviewed the minutes for the September 18, 2007 meeting. Mr. Witt made a motion, seconded by Mr. Huston to approve the minutes for the September 18, 2007 meeting as submitted. The motion was unanimously carried.
Unfinished Business
Proposed Changes to the Rules and Regulations
Item 3.1.1 was stricken from the agenda as the Council determined that their adoption of the segmented approach would and there is no need for a drop dead date.
Final Order of Disciplinary Hearing – Charles W. Cobb, Jr.
The Council Members signed the board order from the September 18th, 2007 disciplinary hearing of Mr. Charles W. Cobb, Jr. Mr. Cobb will be sent a copy of the Council’s decision along with his appeal rights.

The Council tabled this item until their next meeting.

Complaint 19-12-07 assigned to Mr. West and complaint 19-13-07 assigned to Mr. Huston.
Review of Licensed Real Property Appraiser Applications
The Council reviewed the applications of Stacey W. Horsey, Wayne W. Kersey, Timothy D. Layton, Evelyn Nicole Abegglen, Andree Stansky and Brian M. Graham to sit for the Licensed Appraiser Examination. A motion was made by Mr. West, seconded by Mr. Huston to approve all the applicant’s noted above to sit for the examination. The motion was unanimously carried.
Review of Reciprocity Licensed Real Property Appraiser Applications
The Council reviewed the reciprocity licensure application of Janet M. Powers. A motion was made by Mr. Huston, seconded by Mr. Scott to approve Ms. Powers for licensure as a Licensed Real Property Appraiser. The motion was unanimously carried.
Review of Reciprocity Certified Residential Real Property Appraiser Applications:
The Council reviewed the reciprocity certified residential real property appraiser applications of Steven J. McAdams, Richard Foley, Carrie L. Brown, and Michael Avara. A motion was made by Mr. Witt, seconded by Mr. Huston to approve all the applicants for licensure. The motion was unanimously carried.
Review of Certified Residential Real Property Appraiser Applications:
The Council reviewed the exam results for Brook J. White and Rafael P. Delgado. A motion was made by Mr. Huston, seconded by Mr. Cahall to approve Mr. White and Mr. Delgado for licensure as Certified Residential Real Property Appraisers. The motion was unanimously carried.
The Council reviewed the applications of Cathy Olenderski, Verna M. Weeks, Judith J. Magann, William H. Thomas, Robyn D. Booth, Honor C. Smith, Doria K. Milsom, W. Gayle Parker, Cecil W. Bond III, Allison L. Tatman and Joseph J. Gardner to sit for the Certified Residential Real Property Appraisers Examination. A motion was made by Mr. Bauermeister, seconded by
Mr. Huston to approve all of the applicants to sit for the examination. The motion was unanimously carried.
Mr. Huston advised the Council that Ms. Honor Smith’s experience log reflected completion of the 2500 experience hours, first dated 9/26/06 but did not meet the 24 month time requirement therefore she can not be licensed until after 24 months at least since her first appraisal completed on 9/26/06. The earliest Ms. Smith could obtain her license would be 9/26/08.
Review of Reciprocity Certified General Real Property Appraiser Applications:
The Council reviewed the applications of Michael B. Edwards and Susan M. Ator. A motion was made by Mr. West, seconded by Mr. Huston to approve applicants for licensure as Certified General Real Property Appraisers. The motion was unanimously carried.
Review of Certified General Real Property Appraiser Applications
The Council reviewed the applications of Brendon Murray and F. Lee Gosnell to sit for the Certified General Real Property Appraiser’s examination. A motion was made by Mr. West, seconded by Mr. Witt to approve Mr. Murray and Mr. Gosnell for examination. The motion was unanimously carried.
The Council reviewed the licensure application of David R. Aglira as a Certified General Real Property Appraiser by reciprocity. A motion was made by Mr. West, seconded by Mr. Witt to approve Mr. Aglira for licensure. The motion was unanimously carried.
Review of Appraiser Trainee Applications
The Council reviewed the appraiser trainee applications of Betty L. Sharp, Joseph J. Sisson, Neil J. Brazitis, Jason G. Pinder and Olivia A. Ciacci. A motion was made by Mr. Huston, seconded by Mr. Fantini to approve all of the applicants as Appraiser Trainees. The motion was unanimously carried.
Review of Temporary Permit Applications (for discussion only)
The Council reviewed the temporary practice permit applications of Gregory J. Becker and Tommy L. Messer. A motion was made by Mr. Huston, seconded by Mr. Fantini to approve all of the applicants for the temporary practice permits. The motion was unanimously carried.
Review of Request for Inactive Status
The Council reviewed the requests of Marilyn S. Davis, Mary J. Spiridopolous, Bernadette Summers and Richard Davis for inactive status. A motion was made by Mr. West to approve the request of Marilyn Davis for inactive status. The motion was unanimously carried. A motion was made by Mr. West to table the applications of Mary J. Spiridopolous, Bernadette Summers and Richard Davis as the request letters did not state and confirm acknowledgement of Section 2.2.4 of the Rules and Regulations. The motion was unanimously carried.
Review of Renewal Applications
The Council reviewed the renewal applications for William H. Thomas and John S. Pietuszka as Mr. Thomas had a discipline since his last renewal and Mr. Pietuszka’s current license is under investigation. A motion was made by Mr. West, seconded by Mr. Scott to approve the renewal applications for both licensees. The motion was unanimously carried.
Review of Continuing Education Activities
Mr. Huston made a motion, seconded by Mr. Bauermeister to approve the courses listed below for the designated continuing education credit. The motion as unanimously carried.

National USPAP Update – 7 CE hrs
The Cost Approach – 8 CE hrs
Appraisal Trends – 8 CE hrs
Appraising FHA Today – 8 CE hrs

Re-approval to sit for the Certified Residential Exam Debra Mullens
Ms. Williams requested the Council amended the agenda to add Debra Mullen’s request to being re-approved to sit for the Certified Residential Exam under New Business. A motion was made by Mr. West, seconded by Mr. Witt to amend the agenda. The motion was unanimously carried.
The Council reviewed the request of Ms. Debra Mullens to be re-approved to sit for the Certified Residential exam. Mr. West made a motion, seconded by Mr. Witt to approve Debra Mullens to sit for the Certified Residential exam contingent upon receipt of an updated application. The motion was unanimously carried. Upon receipt of her passing test scores by the board office, Ms. Mullens will be issued her license.

The Council tabled this topic until the next meeting.
Broker’s Price Opinions (BPO’s) – Mr. Huston
Mr. Huston advised the Council that he believes Mr. Witt should draft a letter to go out to all the Real Estate Commission Board members in regards to a real estate broker’s use of Broker’s Price Opinions, BPO’s. Mr. West agreed to draft the letter and will have a proposed draft for the Council’s review at their November meeting.

There being no further business, Mr. West made a motion, seconded by Mr. Witt to adjourn the meeting at 11:35 p.m. The motion was unanimously carried.
