DDTC Program / CargoPoint UI Guidance

This document is offered as a guideline for the proper completion of ACE/PGA transactions that include tariff numbers requiring the submission of data to the Department of State’s Bureau of Political-Military Affairs, Directorate of Defense Trade Controls (DDTC) via ACE/ITDS and its proprietary EDI messaging.

DOS has supplied the trade community with a document that includes message-set requirements for the filings required for ITAR-related commodities.

This guidance document will supply the following for each of DDTC’s 2 filing scenarios – 1) license and registration and 2) exemptions:

·  A general description of the “business case” involved.

·  A sample message set provided for each of the scenarios.

·  Screen-shots of the CargoPoint applications User Interface (UI) which demonstrate completeness and compliance for each scenario.

We believe that the Customs Broker’s familiarity with DDTC’s ACE Filing Instructions document, with its examples and list of official and valid Transaction Type and Exemption Codes, will go a long way toward making this document and the UI functions that it depicts very accessible and clear. Wherever possible, we designed the UI to guide the user by enabling required fields and disabling superfluous fields – for the specific scenario at hand. Field-level, sectional and screen validations also provide insurance that data is appropriate, properly formatted and complete in order to insure the highest level of success in submissions to both CBP and DDTC.


License and Registration Message Requirements:

An aircraft is being imported on a temporary basis (perhaps for an air show) on 1/1/2018. It is included within the United States Munitions List (USML) and requires both a DDTC-issued license number for the commodity itself and a DDTC-issued registration number for its manufacturer.

Exemption Message Requirements:

An aircraft is being imported on a temporary basis (perhaps for an air show) on 1/1/2018. It is included within the United States Munitions List (USML) but, in this instance, carries an official DDTC exemption code. Neither the DDTC license number for the commodity nor DDTC registration number for its manufacturer is required. The registration code for the manufacturer may be provided (optionally), if known.
