TheUniversalPrekindergarten(UPK)Programisfundedonaperpupilbasis.Adistrict’smaximumgrantpayableforthe2015‐16school yearwill becalculatedbasedonthenumberofUPKstudentsenrolledonBEDSDay(October7, 2015),upto the maximumfundedpupils thathasbeenestablishedforthatdistrict.Thedistrict’sUPK BEDSDayenrollmentwill beextractedfromtheStudentInformation RepositorySystem(SIRS)asof theJanuary 11,2016datarefresh.
Failureto reportallUPKstudentsmayresultinareductionof thedistrict’sUPKgrant.Twocircumstancesmayleadtothe reductionof a district’sUPKgrantpayablefora givenyear.
1.Ifadistrict’senrollmentonBEDSDayislessthan themaximumfundedpupils,themaximumgrantpayablewillbe proratedbased onthenumberof studentsactuallyenrolled.
2.Themaximumgrantpayablewill befurtherreducedifadistrictfailstomeetitsMaintenanceOfEffort(MOE).Suchreductionwill beproportionalto numberofchildrenlessthantheMOEthatthedistricthadenrolledonBEDSDay.
DistrictsthathaveaUPKBEDSDayenrollmentthatislowerthanitsmaximumfundedpupilsmaysubmitaUPKMid‐YearExpansion Application.ThisallowsdistrictstoenrolladditionalUPK studentsforaminimumof90days.Fundingwill beproratedbasedonthe numberof daysthatUPKserviceswill beprovidedfor suchstudents.DistrictscanaccesstheMid‐YearExpansionApplicationat
