village in Sonepat, Haryana.
  1. Robbers again spotted but managed to flee after jumping
from IInd floor.
  1. Police officials also jumped and followed but accused
managed to flee in darkness.

South West district police of P.S.Kapas Hera, recovered a robbed Innova Vehicle and identified the accused after a long chase in an operation which lasted for hours on NH-1 in Delhi and in the villages adjoining Sonepat District after responding to a distress PCR call within minutes of its receipt.

INCIDENT

On 24.11.11 at 12.50 am a PCR call regarding looting of an Innova Vehicle was received at P.S.Kapas Hera from the driver employed by Saya Tours and Travels. The caller further informed that looted vehicle is GPS equipped. Upon receipt of this information, the SHO Kapas Hera along with his team swung into action. The owner of the vehicle was contacted for further details and the executives of the Call Centre handling the GPS data were also consulted for getting updates regarding the location of the vehicle in real time. Thereafter the police team got into a hot pursuit of the robbed vehicle.

Meanwhile the IO of the case contacted the driver of the vehicle Sh. Ranjit Singh, who informed that after dropping the staff of a Gurgaon based office at Shahadra he followed the route via India Gate, AIIMS, Andheria More and picked up paid passengers from the Andheria X-ing in order to earn some extra money. Three persons posing as passengers got into the vehicle and soon began threatening him and took the charge of the vehicle upon reaching near Kapas Hera Xing. Thereafter the driver was forced to sit with two boys in the vehicle while the IIIrd person started driving the vehicle. Soon after, they reached Mahipal Pur X-ing where another person started following the vehicle. Finally, upon reaching near ChawlaVillage they pushed the driver out of the vehicle after robbing his phone and purse etc. and fled away taking the vehicle. The driver somehow managed to inform the owner of the vehicle and Police Control Room was finally informed.

By then, the location of the vehicle was tracked near MungeshPurVillage near Narela. Based upon this incident, the Kapas Hera Police registered a case under appropriate section of law, however police action had already started well before registration of the case.

POLICE RESPONSE/ACTION/INVESTIGATION

Inspector Som Nath Paruthi, SHO/ Kapas Hera Police Station who was on patrolling duty in the area of PS at night time, immediately after getting the information, responded to the PCR call, telephonically contacted the owner of the vehicle who informed that the vehicle was GPS equipped and at the time of PCR call, the location of the vehicle was traced near Mungesh Pur Village near Narela. Sensing the speed with which the vehicle had gone from Kapas Hera to Chawla village and to Narela side, immediate response and chase was the only option before the police. Assessing the need of prompt response, the SHO alongwith other staff started chasing the vehicle. Simultaneously the Call Centre was put on high alert to provide minute to minute position of the vehicle.

Keeping in view the information being received from the call centre, the PCR of Police Headquarters also swang into action and flashed the message to all districts in Delhi and adjoining area including Sonepat etc. But in the meantime, the vehicle had crossed Delhi and entered into some remote village of Haryana. The dedicated team of police officials kept up the search despite ignorance of the terrain and non-availability of public to guide them as it was late in the night. After marathon efforts, the vehicle was ultimately spotted near TDI Kundli (Sonepat) Flats which are under construction.

The police party cautiously approached the parked vehicle as it was difficult to ascertain whether the robbers had abandoned the vehicle or they were sitting inside. However, as the police team stopped near the vehicle, the parked Innova immediately sped off. Without loss of time, the police officials jumped back into their vehicle and the chase again started. Within minutes the Innova approached the NH-1 and started moving towards Delhi but due to presence of heavy vehicular traffic, the Innova disappeared and the GPS of the vehicle also got disabled. It appeared that some deliberate attempts were made by the occupants to hide the location of the vehicle. However, search by the police party continued but due to presence of heavy fog, the task at hand became rather difficult.

After sometime, the movement of the vehicle was again spotted by the GPS company and the police party reached near RasoiVillage in Sonepat. Help of the the Sonepat Police was taken by the police party to block the entry-exit of the village and ultimately, the Innova was found abandoned in a Gali.

Meanwhile, the police vehicle also reached there from the rear side of village and saw that people had gathered at a place and were engaged in an animated conversation. Later it was learnt that few thieves had entered in the village and the villagers had gathered to apprehend them. Just then someone informed that some outsiders had entered into a nearby house. The police officials quickly moved into the house . Sensing police presence, the outsiders rushed upstairs with the police party on their pursuit. Finding no alternative two persons jumped from the second floor to the ground. SI Bijendar of PS Kapshera also jumped. Due to darkness both of them managed to flee. However, few of the young boy of village identified one of them as Minni of Village Mungesh Pur Delhi and the house from where they had jumped was found to be of his relative.

The looted vehicle, which was recovered within few hours of the incident, has been brought to Delhi. Search of the identified accused and his associates have been taken up. The promptness with which the officials of PS Kapas Hera acted, the brave attempt of SI Bijendar of PS Kapas Hera to nab the criminals and the whole hearted assistance provided by the Sonepat Police, resulted in the successful working out of the case

Eye-opener

The incident highlights the need for precautions to be taken while hiring drivers and the risks involved in randomly picking up paid passengers by the driver. The investment made by the owner on GPS and the utility of such modern electronic devices has also been exhibited in this incident and makes a strong case for affixing such gadgets in all commercial vehicles plying as taxis.
