Served as supervisor for three attorney staff. Provided a variety of legal services. Planned, supervised, assigned, coordinated and evaluated the work of attorney and non-attorney staff. Responsible for the preparation of trial and argument of cases before federal and state courts and administrative forums. Provided training to all ranks of officers. Prepared, and provided, comments on, bills to be introduced in General Assembly. Served on inter and intra agency committees. Represented the Commissioner, as directed, during meetings of various state boards and commissions. Reviewed and made recommendations on agreements and other actions involving agency. Drafted and reviewed proposed administrative regulations and policies. Reviews contracts, official orders and other documents for form and legality. Provided legal advice to agency personnel. INTERIM DEPUTY DIRECTOR, APPALACHIA HIGH INTENSITY DRUG TRAFFICKING AREA (HIDTA). January - July, 1998.

Selected by Executive Committee to assist Interim Director with the start-up of 11.5 million dollar HIDTA. Primary duties centered on design and implementation of administrative and budgetary components. Responsible for drafting strategy, threat assessment, and budget for submission to ONDCP. Worked with Executive Committee to ensure creation and timely submission of originating documentation. Oversaw selection of Director, three Deputy Directors, and administrative staff. Supervised work of Program Manager and two Research Assistants.

Instructed various criminal justice courses including criminal investigation, criminal law, criminal procedure, policing, crime, courts, and criminal deviance. Assisted the Staff Judge Advocate with the supervision and daytoday operation of a fiveattorney office. Supervised the prosecution of military crimes committed at Pease AFB. Served as trial counsel in courtsmartial cases. Provided legal advice to commanders and senior staff officers on military justice and personnel matters. Instructed military law in the University of New Hampshire's Air Force ROTC program. Conducted military law training for security police personnel.
