MINUTES of theMEETINGof SILKSTONE PARISH COUNCIL held on Monday7 March 2016 at 6.45pm at Silkstone Sports Pavilion.

PUBLIC QUESTION TIME
A resident advised that he could not access the Parish Council minutes from the website. The Clerk will be asked to look into this.
A resident advised that South Yorkshire Passenger Transport Executive (SYPTE) is reducing transport across the borough by 10%. In the past the Parish Council would have received a consultation on SYPTE proposals but this time there are only questionnaires at the bus station. A discussion followed about how the Parish Council could be more informed.
A Councillor advised that some buses stop at the stop just outside Silkstone Common from the Oxspring side and some don’t. The Clerk will raise with SYPTE.
A resident advised that the stone fallen from the wall on Cone Lane is creating trip hazards. The Clerk will be asked to raise this again with Barnsley MBC Highways.
A resident asked if a dog bin could be located at Jays wood. The Chairman advised that this has come before Parish Council previously. Unfortunately, this could not be progressed due to the cost implication to the Parish Council as Barnsley MBC have advised that they do not have the funds to supply additional dog bins anywhere in the Parish.
A resident advised that a black bin bag full of dog waste had been left near the recycling bins at The Station Inn car park.
A resident advised that the water from the sewage works in Silkstone is running grey and asked who is responsible for the site. A Councillor highlighted that any overflow from the sewage works could find its way into Silkstone beck. The resident was advised that Yorkshire Water is responsible for the sewage works.
15-190 APOLOGIES
RESOLVED to accept apologies from Cllr Leech. The Parish Clerk was also unable to attend the meeting.
15-191 DECLARATIONS OF INTEREST
RESOLVED to note Cllr Browell’s declaration of an interest in the grant application from Silkstone Church.
15-192 ORCHARD WOOD CRAFT DISPLAY REQUEST
Sue Fallis gave a presentation to Council about putting a display of knitted animals in Orchard Wood during July and August this year. The Parish Council agreed to this request after confirming that the woods would be checked every day by the group to ensure all was well. The Parish Council agreed that this arrangement would be reviewed if any issues arose during the time of the display.
15-193 JAYS WOOD UPDATE
Graham Wells of CARE gave an update on the progress of works to Jays Wood and advised the works are now complete. He thanked all those who had been involved. The wood will be officially opened on 19 April 16. The options for the style of the entrance sign were discussed. It was agreed that a story board sign provided by a local resident and erected by CARE free of charge to the Parish Council would be progressed.
15-194 THE SOMME COMMEMORATION
Cllr Bell advised that he is working with the Church and local schools to organise events on 1st and 2nd July. Silkstone Church will have a display of Silkstone at war and a service will be held at the war memorial. An article will go in the summer newsletter (June) asking for any wartime memorabilia that could be used as part of the display.

RESOLVED to approve the minutesof themeeting of Silkstone Parish Councilon 1 February 16 as a true and accurate record. The Chairman signed the minutes.

RESOLVED to return ‘No comment’ on the following planning application:

15-197 GRANT APPLICATIONS
RESOLVED to pre-approve a grant of £250 for the Somme Commemoration events on 1st and 2nd July 16 to be organised between Silkstone Church, Silkstone Primary School and Silkstone Common Junior and Infant school (grant to be used to fund the ‘Only Remembered’ project).
15-198 CHILD PROTECTION POLICY
RESOLVED to defer to the April Parish Council meeting.
ENVIRONMENT
15-199 SUMMER HANGING BASKET’S SPONSORSHIP
RESOLVED to note that sponsorship has been confirmed for 4 hanging baskets. Silkstone Pre-school are to sponsor the planter at The Cross on High street which Highways has approved. It was agreed that the sponsorship of the planter be the same as the hanging baskets at £80.
15-200 A628 CROSSING
RESOLVED to note that there is no information as to the cause of the tragic fatal accident that occurred on the A628 on 22 February 16. Barnsley MBC Highways will advise the Parish Council on the findings of the Police investigation once it is completed.
RESOLVED to note that a grant application was submitted to the ward alliance on 10 February 16 following the decision to apply at the 1 February 16 Parish Council meeting for ‘dragons teeth’ on the approach to the A628 crossing. The application will be considered at their meeting on 10 March 16.
15-201 BOUNDARY STONES
RESOLVED to note that the annual inspection of the boundary stones has been completed. Parish Council will consider the cleaning/repair work to the stones at the next Parish Council meeting.
15-202 SILKSTONE RECREATION GROUND
RESOLVED to note that the Clerk is meeting with the STRI and the drainage contractor Chappelow’s on 15 March 16 along with representatives from the football and cricket club. This will be a pre-start meeting and to clarify the scope of work required to the football field.
RESOLVED to note that the football association have recently inspected the football field and facilities and are happy that the facilities comply with the requirements should the Silkstone Utd senior team be promoted next season.

15-205 CORRESPONDENCE FOR NOTE
RESOLVED to note the following correspondence to note:
HMRC letter relating to dispensation for councillors expensesRoyal Mint regarding commemorative coins for the Queens 90th birthday - Noted but no action.
15-206 PRIVATE SESSION
RESOLVEDthat due to the confidential nature of the business to be discussed, the press and public are excluded from the meeting.
RESOLVED to note a letter from a resident relating to trees on the TPT at the rear of his property. The Clerk will reply to say that the Parish Council’s position is unchanged as it is not practical for them to seek to take on responsibility for any part of the TPT as it is a national footpath and managed by Barnsley MBC where it passes through the Barnsley borough. The same letter asked for information on how to abolish a Parish Council; the Clerk will forward the relevant information to the resident.
RESOLVED to note a letter from a lady who had a fall in the recreation ground car park. In accordance with Parish Council procedures relating to accidents the letter has been forwarded to the Parish Council’s insurer along with the incident report form and the lady has been given the contact details of the Parish Council’s insurer should she wish to pursue a claim.

RESOLVED to note that the next meeting of Silkstone Parish Council will be on Monday4 April 2016 at 6.45pm at Silkstone Sports Pavilion.
