DRAFT MINUTES of theMEETINGof SILKSTONE PARISH COUNCIL held on Monday1 February 2016 at 6.45pm at Silkstone Sports Pavilion.

In attendance: 7 residents, Ward Councillor J Wilson, Barnsley Chronicle reporter and the Clerk.

PUBLIC QUESTION TIME

Since there were no residents questions it was agreed to bring forward an item of correspondence from a resident of Nether Royd view regarding the trees on the Trans Pennine Trail (TPT) that back on to his property. 6 of the residents present were neighbours and all have issues relating to the height of the trees on their properties’ boundary with the TPT.
It was noted that the TPT national footpath is a registered charity but managed in our area by Barnsley MBC as the principal authority. There is also a TPT steering group who run volunteer days to maintain the trail. Since the land is not owned by the Parish Council they cannot get involved with the maintenance of trees on the trail. It was agreed that Ward Councillor Wilson would meet with residents to facilitate a way forward.

6 residents left the meeting.

Cllr Stier reported that the gully next to LP 22 Cone lane is blocked. The Clerk will advise Barnsley MBC Highways.

Cllr Stier also advised about a number of complaints regarding dog mess on Moorend Lane/Ben Bank Road on the walking route to the primary school. Cllr Wilson agreed to look into the Parish Council having a stencil from the dog warden for the most affected areas in the Parish (the request has previously been denied by Barnsley MBC officers).

Cllr Stier advised that the Post box on Knabbs lane in Silkstone Common is still closed. The Clerk will contact the area engineer again to ask when this will be opened.

Members asked to note that Cone Lane will be closed on Monday 8 February.

15-168MINUTES

Silkstone Parish Council
RESOLVED to approve the minutesof themeeting of Silkstone Parish Councilon 4 January 16 as a true and accurate record. The Chairman signed the minutes.

Silkstone Playing Fields Committee
RESOLVED to note the minutes of the meeting of Silkstone Playing Fields Committee on 25 January 16.

It was noted that due to the saturated condition of the cricket outfield, the Harrier’s race planned for 27 February may have to be cancelled or re-routed to avoid damage to the outfield.

PLANNING

15-169 PLANNING APPLICATIONS FROM BARNSLEY METROPOLITAN BOROUGH COUNCIL
RESOLVED to note that no planning applications have been received.

15-170 NEIGHBOURHOOD PLANNING

RESOLVED to note Cllr Mrs D Smith’s report on the first meeting of the Neighbourhood Planning Feasibility working party. It was agreed that the group would hold a further meeting and invite the Neighbourhood planning officer of Barnsley MBC to attend the meeting. The group will report back to the next Parish Council meeting regarding a proposed designated area for the Neighbourhood Plan and proposals regarding the scope of the plan, funding and publicity.

POLICY

15-171 GRANT APPLICATION FROM CARE/SILKSTONE IN BLOOM

RESOLVED to note a declaration of interest from Cllr Barkworth who is secretary of the CARE group.

RESOLVED to approve a grant payment of £227.10 to pay for the insurance cover for volunteers working with CARE and Silkstone in Bloom.

15-172 RESERVES POLICY

RESOLVED to approve the reserves policy.

15-173 BANKING

RESOLVED to note that it is now banking policy that all members of a Parish Council (whether or not they are cheque signatories) are required to provide some personal details to the bank; since all members of the Council are jointly responsible for financial decisions taken by the Council.

RESOLVED to note Cllr Mrs M Liddell’s objection to having to supply personal details to a bank with which she has no personal dealings when she is not a cheque signatory to the Parish Council’s banking. Cllr D Liddell will raise this issue with NALC.

FURTHER RESOLVED to note that Cllr A Browell and Cllr Mrs D Smith are now cheque signatories.

15-174 RECORDING POLICY

RESOLVED to approve the recording policy.

15-175 CHILD PROTECTION POLICY

RESOLVED to defer this item to the March meeting since clarification is required regarding whom the Parish Council should appoint as the child protection officer and what training is involved before this appointment can take place.

15-176 GRANTS AWARDING POLICY

RESOLVED to approve the grants awarding policy.

ENVIRONMENT

15-177 SUMMER HANGING BASKET’S SPONSORSHIP

RESOLVED that following a vote the sponsorship for a hanging basket be set at £80. The Clerk will forward the sponsorship form to local businesses. Depending on the level of interest from businesses the sponsorship opportunity will be opened up to residents through an article in the March newsletter.

15-178 A628 CROSSING

RESOLVED to note the updated options report from Barnsley MBC. Members agreed that regardless of the Barnsley MBC officer’s view something must be done to improve the crossing and to slow down traffic on the approach to the crossing. It was agreed that ‘dragons teeth’ may be the best option. The Clerk will progress a grant application towards the cost of dragons teeth to the Area Council who have road safety as a priority. Members also agreed to consider the costs of a permanent speed indicator device (SID) at the next PC meeting.

15-179 SILKSTONE RECREATION GROUND

a. Sport England grant application update
RESOLVED to note that the scheme is currently out to tender. The solicitor has confirmed that all legal issues have been resolved.

15-180 COMMUNITY FACILITIES HUB PROJECT

RESOLVED to note that ex Cllr Pat Smith has agreed to draw a plan layout of the scheme to be sent with grant applications. This will also be forwarded to local groups along with the vision document to request letters of support.

RESOLVED that Cllrs R Leech and R Stier will join Cllr Fletcher on the Community Facilities Hub working party. A meeting will be arranged in due course.

RESOLVED to defer the remaining information to be reported under this item to private session.

15-181 SILKSTONE WAR MEMORIAL
RESOLVED that the Clerk will progress an application to list the Silkstone War Memorial as a ‘listed memorial’ with English Heritage.

FINANCE

15-182 BANK RECONCILIATION

RESOLVED to approve the bank reconciliation for the period 1 October 15 to 31 December 15.

FURTHER RESOLVED that the responsible finance officer will continue to provide quarterly Bank Reconciliation’s to Parish Council.

15-183 BUDGET MONITOR

RESOLVED to approve the budget monitor for the period 1 October 15 to 31 December 15.

15-184 2016/2017 PRECEPT & BUDGET

RESOLVED to approve the budget build up for the 2016/2017 financial year.

RESOLVED to set the 2016/2017 precept for the Silkstone parish at £73,500, the Clerk will send the precept notice to Barnsley MBC.

Tuesday knitting group – Cllr Barkworth advised that Sue Fallis from the group would like to attend a PC meeting to discuss the idea of displaying woollen animals in Orchard wood. It was agreed that she would be invited to the March meeting.
Letter from resident of Silkstone Common requesting grant funding. An agenda item will be included in March to consider this application (the applicant is to be asked to complete a grant application form for Council’s consideration).

15-188 PRIVATE SESSION

RESOLVEDthat due to the confidential nature of the business to be discussed, the press and public are excluded from the meeting.

RESOLVED to note that a recent grant application has been successful. The details of the grant cannot be made public at present in accordance with the grant funder’s terms of the grant award. The grant will be subject to a public vote at the end of this month so full press details will be available from the funder just before the public vote when the information will be uploaded to the Parish Council’s website and also on social media.

15-189 DATE OF NEXT MEETING

RESOLVED to note that the next meeting of Silkstone Parish Council will be on Monday7 March 2016 at 6.45pm at Silkstone Sports Pavilion.
