Council Meeting – May 21, 2015

Mayor Thomas L. Hardesty called the regular meeting to order at 6:30 p.m. with the following council members present: Bobby Andriot, Mike Zoeller, Donna Eaton, Shane Suttor, Jon Swindler, and Frank Page.

City Employees Present: Judy Smith, Jennifer Herrell, Kevin Baker, Inez Harris, and Austin Sasser.

City Attorney: Steven Gregory

Invocation: Chris Platt, Lead Pastor, Highland Baptist Church

All present pledged allegiance to the flag.

Minutes/May 7, 2015

Councilmember Suttor moved to approve the minutes of the May 7, 2015 meeting as read by council members prior to the meeting. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried.

Presentation – Sherry Jelsma, Historic District Commission

Sherry Jelsma, Chair of the Historic District Commission, first presented Ben and Melinda Hardin with a Certificate of Excellence for the work they are doing on 514, 518, and 525 Main Street. This is the first certificate the Historic District has given out in a while. The Hardin’s are doing great work in the downtown on their buildings. They also operate Harvest Café. This is farm to table food that has been written up in the Courier Journal.

The second Certificate of Excellence went to Torrey Smith for his work on a contemporary look in the downtown. Torrey will move his offices to his new building when work is finished.

Both businesses are giving our downtown new life.

Ordinance No. 2015-05-21 – Adopting the City of Shelbyville Annual Budget for the Fiscal Year July 1, 2015 – June 30, 2016 – 2nd Reading – Judith Smith

Judith Smith, Office Administrator read an ordinance of the City of Shelbyville estimating revenues and expenditures for the July 1, 2015 – June 30, 2016 fiscal year.

It was introduced for second reading by Councilmember Andriot. Seconded by Councilmember Page.

Upon roll call, the following councilmembers voted “aye”: Andriot, Zoeller, Eaton, Suttor, Swindler, and Page.

Ordinance No. 2015-05-21(A) – Amending the Position Description of Fire Chief – 2nd Reading – Steven Gregory

Steven Gregory, City Attorney, read the summary of an ordinance of the City of Shelbyville amending the position description of Fire Chief. This ordinance has been updated to include changes made by the Kentucky Board of Emergency Medical Services and requirements made by the Kentucky Fire Commission.

It was introduced for second reading by Councilmember Suttor. Seconded by Councilmember Page.

Upon roll call, the following councilmembers voted “aye”: Andriot, Zoeller, Eaton, Suttor, Swindler, and Page.

Ordinance No. 2015-5-21(B) – Amending the Position Description of Assistant Fire Chief – 2nd Reading – Steven Gregory

Steven Gregory, City Attorney, read the summary of an ordinance of the City of Shelbyville amending the position description of Assistant Fire Chief. This position has been updated to include the duties of Administrative Chief Officer and to include changes made by the Kentucky Board of Emergency Medical Services and requirements made by the Kentucky Fire Commission.

It was introduced for second reading by Councilmember Suttor. Seconded by Councilmember Page.

Ordinance No. 2015-5-21(C) – Amending the Position Description of Fire Captain – 2nd Reading – Steven Gregory

Steven Gregory, City Attorney, read the summary of an ordinance of the City of Shelbyville amending the position description of Fire Captain. This position is the First Line Supervisor of the Platoon or shift personnel, part-time and volunteer firefighters, including public relations, emergency and non-emergency calls for service. This includes changes made by the Kentucky Board of Emergency Medical Services and requirements made by the Kentucky Fire Commission.

It was introduced for second reading by Councilmember Suttor. Seconded by Councilmember Page.

Ordinance No. 2015-05-21(D) – Amending the Position Description of Fire Sergeant – 2nd Reading – Steven Gregory

Steven Gregory, City Attorney, read the summary of an ordinance of the City of Shelbyville amending the position of Fire Sergeant. This position assumes the responsibility for the proper operation of all fire apparatus along with supervising shifts in the absence of Captain or higher authority. This includes changes made by the Kentucky Board of Emergency Medical Services and requirements made by the Kentucky Fire Commission.

It was introduced for second reading by Councilmember Suttor. Seconded by Councilmember Page.

Ordinance No. 2015-05-21(E) – Amending the Position Description of Fire Fighter I – 2nd Reading – Steven Gregory

Steven Gregory, City Attorney, read the summary of an ordinance of the City of Shelbyville amending the position description of Fire Fighter I. This position is responsible for the proper operation of all fire apparatus and must be able to use all communication equipment assigned to the department. This includes certification made by the Kentucky Fire Commission, Certified EMT or Kentucky Board of Emergency Medical Services and must possess a valid CPAT card as certified by the Kentucky Fire Commission.

Ordinance No. 2015-05-21(F) – Creating the Position of Part-Time Firefighter – 2nd Reading – Steven Gregory

Steven Gregory, City Attorney, read the summary of an ordinance of the City of Shelbyville creating the position of part-time Firefighter. This position is responsible for proper operation of all fire apparatus, transport of personnel and equipment to fires. This includes all other related duties associated with fire disasters. This includes certification by the Kentucky Fire Commission, Certified EMT or Kentucky Board of Emergency Medical Services and must possess a valid CPAT card as certified by the Kentucky Fire Commission.

It was introduced for second reading by Councilmember Suttor. Seconded by Councilmember Page.

Resolution – PNC Equipment Finance LLC Lease #189106000 in the amount of $248,625 to lease golf carts

Councilmember Zoeller moved to allow Mayor Hardesty to sign a lease with PNC Equipment Finance for 65 new 2015 EZ Go Electric Golf Carts. The amount of the 4 year lease is $248,625.

Seconded by Councilmember Page.

All voted “aye” and motion carried.

Department Reports

Judy Smith, Office Administrator, reported 2 new employees started this week. Julee Snyder is the new Receptionist/AP Clerk and Chris Brown is the new Code Enforcement Officer.

Jennifer Herrell, Public Works Director/City Engineer, reported the city has been approved for the Household Hazard Waste Grant. Staff is working on the No. 16 Green at Weissinger Hills Golf Course. She has applied for the KLC Safety Grant. The Tree Board will remove some trees in the downtown area and trim some at Weissinger Hills.

Fire Chief Kevin Baker thanked Public Works for the repair of the bridge at Station 1. Next on the agenda is to fix the roof. A new recruit class of 7 has started. Two interns from Eastern Kentucky University will be working with the department and earning college credits. We are gearing up for the Crusade for Children collection the first weekend in June.

Mayor’s Report

Mayor Hardesty advised council members working Project Graduation to be at Shelby County High School at 10:30. City Hall will be closed on Memorial Day. Fred Rogers’ band will be playing at the Guist Creek Marina.

Council Reports

Councilmember Andriot attended the SDC meeting and saw a lot of excitement for the town. He also attended the Historic District Commission meeting. He would like to see the replanting of Dogwood trees on Main Street. Work is progressing on the Blue Gables buildings.

Mayor Hardesty appointed Councilmember Zoeller to work with the Tree Board on a solution to install Dogwood trees in the downtown.

Councilmember Page moved to adjourn at 7:10 p.m. Seconded by Councilmember Zoeller.
