PRCUD Kaohsiung Report

The PRCUD Kaohsiung Report is now ready for distribution. This document is significant for a number of reasons. First, it is full of insights on the development opportunities and challenges facing Kaohsiung today and tomorrow. Second, it is the outcome of a remarkable collaborative process involving dozens of urban development professionals from throughout the Pacific region. Third, it marks the successful transition of the PRCUD annual event from a conference to a round table format. But most importantly, the PRCUDKaohsiung Report is significant because of the dialogue that it encapsulates. For the better part of three days, a remarkably diverse and accomplished group of individuals held forth on a wide range of issues pertaining to Kaohsiung’s future development prospects. That dialogue was mutually enriching and informative, and this Report is a tangible representation of that fact.

Thank you to all who made this possible! The production of the PRCUD Kaohsiung Report is the result of a transnational production process. The Report’s Managing Editor, Jeanette Barbieri, flew in from Beijing to assist in the process. Ms. Barbieri is a former Administrative Assistant to PRCUD and is currently pursuing her doctorate in political science at the University of Southern California, where she specializes in Chinese politics. Above all, it is to Jeanette Barbieri’s impressive linguistic, managerial, analytical and diplomatic skills that the Report’s cogency and completeness can be attributed. She worked closely with the six PRCUD session chairs and each of the presenters to ensure that all of the presentation and discussion materials are well integrated into the report.

Further editing and processing took place in Los Angeles at the PRCUD Secretariat with skillful guidance from the Copy Editor, Ms. Alicia Kitsuse, a graduate student of urban planning at the University of Southern California. PRCUD Administrative Assistant Emel Yucekus, a doctoral student in urban planning at USC, managed transactions to ensure that the right version of the document was in the right hands at all times. After the draft Report was disseminated to the various contributors via email and fax for final revisions and review, the completed Report was then sent electronically to Singapore, for final production care of PRCUD President Lan-Yuan Lim, who is Head of the School for Building and Estate Management at the National University of Singapore. Our Singapore Office has sent the Report to us in two batches. The first batch has now arrived and is being distributed to those who participated in the PRCUD Kaohsiung event. The remaining copies will be distributed the moment we receive them from Singapore. We envision producing a companion PRCUD Long Beach Report this year, and we invite all members of PRCUD to register their interest in participating as session chairs for that event.

Preparations Underway for the 1999 Forum and Professional Visit (by Richard Watson, President of the Southern California Chapter)

On 3 October 1999 at approximately 18:00 the Council will convene at 34 degrees, 46 minutes north latitude and 118 degrees, 12 minutes west longitude to begin the 1999 PRCUD Forum and Professional Visit. Local Council members and others in the Southern California Chapter are busy arranging venues and programs for the Forum.

We will meet in Long Beach, California which is just a few miles southeast of Los Angeles International Airport (LAX). Long Beach is a port city with a population of approximately 425,000. It is the second largest city in Los Angeles County and the fifth largest city in California. Long Beach is a city remaking itself.

Our theme this year is “Repositioning Pacific Rim Cities,” and Long Beach is the perfect location to examine the various aspects of repositioning a city and to examine the processes of doing so. As the second city of Los Angeles County, it was steadily declining until local leaders initiated an aggressive program to reposition the city by focusing on the key factors of tourism, trade, technology and transportation. Our three days will focus on how these factors have been expressed in 1) Retailing and Entertainment, 2) Transportation and 3) Economic and Community Development.

Our base of operations (and hotel) will be the Queen Mary which is itself a grand example of repositioning.The once grand ocean liner is now a major tourist attraction and meeting place in Long Beach Harbor. The staterooms are currently being refurbished to replicate the elegance of the Queen Mary’s glory years.

The Basin Forum in Vancouver and PRCUD

Michael Harcourt, the Honorary Chairman of PRCUD (also former British Columbia Premier and Vancouver Mayor), recently launched an interdisciplinary Forum by which PRCUD may enhance its global reach and impact. The Forum took place in Vancouver, Canada, from May 27th until May 29th in the format of a workshop, and it focused on Actions for a Sustainable Basin, geared specifically to the Georgia Basin and Puget Sound. The Forum addressed various themes including transportation, human health, water quality, wildlife and habitat, economic transition, population, and implementation.

The Basin Forum in Vancouver featured leading speakers, facilitators, and participants representing government, business, civil society, media and academe. The Forum also contributed to defining effective decision making processes and action plans for more sustainable cities and regions in Canada as well as in other parts of the world.

PRCUD Members from Los Angeles participated in the event with a view to incorporating this experience in the design of future PRCUD events. The interlude between the Vancouver Forum and the PRCUD Forum in October is an excellent opportunity to lay the groundwork for coordinated implementation of parallel efforts throughout the Pacific Rim. It is now widely accepted that the ecological, economic, and social contexts for environmental problems in the Pacific Rim transcend national boundaries, and so a coordinated, cooperative, and mutually supportive course of action is called for. PRCUD is well positioned to respond to this call.

PRCUD Website Update (by Emel Yucekus, PRCUD Administrative Assistant)

The PRCUD website is designed to provide useful information about

urban development and planning as well as to encourage a global dialogue and knowledge sharing in the Pacific Rim. To that end, our website not only introduces the PRCUD Council to others but also provides profiles of Council members (including Patron, Institutional and Individual Members) and keeps members up-to-date on urban development issues through Newsmemos and Reports. In addition, it includes various links to websites featuring cities in the Pacific Rim and to institutions related to urban development issues around the world.

For PRCUD's website we have recently improved the section on major cities in the Pacific Rim. Now you can easily find the maps and photos of Bangkok, Hong Kong, Beijing, Shanghai, Hanoi or Los Angeles, San Francisco, Vancouver. Or you can go to the websites of city councils, departments and ministries in Melbourne, Sydney, Brisbane, Kuala Lumpur, Kaohsiung, Seoul, Manila or Santiago, Singapore, Taipei, Tokyo.
