7:00 p.m. Continued hearing, NOI #84-486, 999 Adams Street, to expand existing facility construction of building and parking area and site utilities within the 100 foot buffer zone of a bordering vegetated wetland at 999 Adams Street. Russ Wheatley read letter requesting continuation to December 8th due to questions on drainage with the Planning Board. Motion to continue to December 8th made by Denis, seconded by Russ, unanimous.

Update on 275 Chestnut Street, #84-478. Elliott Paturzo and Steven Bernstein attended the meeting. They are putting a team together for conceptual design of the Buddha exhibit. Would like to move exhibit to east side of property. They submitted two plans - one addresses Order of Conditions, the other is conceptual for exhibit. Steven Bernstein - he had reviewed minutes from previous meetings and Order of Conditions. He prepared plan that may address the board's concerns. He is here for the board's input. They will plant with wetlands mix areas that have been disturbed along the bank and clear brush in that area. Around the house, they will pull back the gravel that was installed along the buffer zone, and create a parking area for seven cars and a lane to allow people to exit around the house. They will put down some additional loam so the seed mix will have a better chance of survival. They will pull back some of the boulders along the bank. He added a sign that says "no salt zone" and "no parking". He has opened the driveway. That is the extent of work to address the Order of Conditions. There will be concrete curbs there for parking. Brush pile is still there, but trash bags have been removed. Work will have to happen in the spring. Joe - why hasn't clean up been addressed before now? Doesn't want more erosion. Steve wasn't sure. Elliott - they have been putting together a team. Denis - wanted more details about what they'll plant. Steven - it will be wetlands mix and will go in the buffer zone. They aren't touching the wetlands, just buffer area.

Kathy - how far is the corner of the road where it turns to the edge of the pond? Approximately 30'. Kathy didn't like the road there. Bill - it would make more sense to have it on the other side of the house to access the parking spaces without coming around that close to the pond. Bill - also thought about contaminants in the winter. Steve - it would make sense to eliminate the driveway. Joe would like to see a replication map for the site for the shrubs to be used around the peninsula that was disturbed. Wants to see what is going back in there and where it's going to go. Steve - they aren't planning on planting any trees out there. What exactly does the board want to see? Kathy - wants to see something that would survive. She felt bushes would be better than trees. They have a wetlands person who will put something together and come back on December 8th.

Steve - submitted a plan for the May 2015 Buddha event. Statue is four tons, 8' tall, travels throughout the world. Mr. Vo plans on a May 2015 event which will be a month long fund raiser to build his temple. They would like to put it behind the house. There is a stage where the Buddha is placed and a series of other mementos that are put around the statue. There were a hundred seats at the Braintree event. People come for prayer services or just to look around. Food could be provided. Arrangements are being worked out for parking offsite and shuttling people back and forth. The event will be from May 24 to June 24. Statue is guarded 24/7.

They have talked to Building Inspector - area falls within the FPWPD, and they will have to file with the ZBA. He believes the area they are thinking of using is already clear. Site will be replicated back to original condition after exhibit. Kathy - any site change will require a NOI. A walking path was suggested. Denis - concerned with so many people disturbing wetlands during exhibit, wants to make sure wetlands are protected. Steve - they can put up temporary construction fencing. Kathy - would like to see restoration plan for site. Kathy and Denis would like to see NOI for this project. Work will be done in spring.

Request for Certificate of Compliance, #84-439, #221 (Lot 3A) Chestnut Street, Carl Djusberg. Lot is structurally complete. Has been hydro seeded, but hasn't germinated yet. He put in a slightly bigger culvert, went from 8 inch to 12 inch. House is a little smaller than what was proposed. Wetlands weren't delineated on as-built plan. Denis has been out there. Kathy - would like to see grass established before issuing certificate of compliance. Carl will submit a plan at the next meeting on December 8th to include the wetlands line.

Kathy brought up property to the right of this has re-seeded the backyard and property on the left has taken down a lot in the backyard. Board should take a look. Will do a site walk on Saturday.

DEP - site walk scheduled for 5 Dale Street on December 3rd at 10:45 a.m.

Plymouth Mosquito Control - outlining work to be done. Joe will call them - an NOI needs to be filed.

November 17, 2014 - motion to approve made by Kathy, seconded by Denis, unanimous.

Building Permits: Jerry reviewed permits.
