Grade:Salary PO8 - PO10 (£34,746 – £39,267)

(Dependant on qualifications and experience)

Hours:37 hours per week (Full year)

Responsible to:Headteacher

Job Purpose

  • The Business Manager is a member of the Senior Leadership team, contributing to the implementation of the implementation of whole school priorities as outlined in the school Self Evaluation.
  • The Business Manager promotes the highest standards of business ethos within the administrative function of the school, providing professional leadership and management to associate staff and strategically ensuring the most effective use of resources in support of the schools development priorities.
  • The Business Manager is responsible for the Financial Resource Management, Administration Management, Human Resource Management, Facility and Property Management, Governance, Health and Safety Management , Exams and Policy oversight,

Duties:

Leadership and Strategy

  • Attendance at Senior Leadership team and Governing Body meetings
  • Lead and Manage Associate Staff in line with the management structure

Financial Resource Management

  • Evaluate information and consult with the Senior Leadership Team and Governors to prepare a realistic budget
  • Submit the proposed budget to the Headteacher and governors for approval.
  • Use the agreed budget to actively monitor and control procurement to achieve value for money
  • Indentify and inform the Headteacher and Governors of the causes of significant variations and take prompt corrective action
  • Seek and make use of specialist financial advice where necessary
  • Maximise income through lettings or other activities
  • Provide ongoing budgetary information to relevant people
  • Maintain a Strategic Financial plan that will indicate the requirements of the school against future year budgets
  • Present timely and fully costed proposals, recommendations or bids.
  • Negotiate and put into place contracts
  • Ensure that financial regulations are adhered to, making changes to the school’s finance manual and informing staff
  • Responsibility for Financial Management in Schools and any other Audits required
  • Work with other stakeholders to ensure that resources, support and training are available to enable staff to make the best use of ICT across all the functions of the school.

Administration Management

  • Lead the whole school administrative function and line manage senior associate staff in line with the management structure
  • Ensure that Personal and Professional Development reviews are in place for all associate staff.
  • Lead and source training for associate staff in line with priorities in the school development plan.
  • Develop and implement structures and process within the administrative function that enable value for money decisions that deliver outcomes based on the school’s aims and goals.
  • Benchmark systems and information to assess trends and make appropriate recommendations.
  • Prepare information for publications and returns to central and local government and other agencies and stakeholders within statutory guidelines.

Policy Oversight

  • Oversight of statutory policies ensuring that they are approved by the relevant body in line with the agreed schedule and current and future legal requirements
  • Responsibility for allocated policies in areas of responsibility
  • Communicate the strategy and relevant policies

Human Resource Management

  • Ensure that all recruitment, appraisal, staff development, grievance, disciplinary and redundancy policies and procedures comply with legal and regulatory requirements and that staff and governors have a clear understanding of the policies and the importance of putting them into practice.
  • Seek and make use of specialist expertise in relation to HR issues.
  • Evaluate the school’s strategic objectives to obtain information for workforce planning

Facility and Property Management

  • Oversee the supervision of relevant planning and construction processes in line with contractual and health and safety obligations
  • Oversee the safe maintenance and security of the school premises
  • Follow sound practices in estate management and grounds maintenance.
  • Monitor, assess and review contractual obligations for outsourced school services
  • Ensure a safe environment for the stakeholders of the schools to provide a secure environment fit forpurpose
  • Ensure that catering and cleaning are monitored and managed effectively.
  • Oversee the letting of school premises to external organisations for the development of extended services and local community requirements
  • Seek professional advice on insurance and licences ensuring that the school has adequate cover, managing such schemes effectively

Health and Safety

  • Ensure that the school’s Health and Safety policy is clearly communicated and available
  • Ensure that the Health and Safety Policy is implemented at all times and subject to regular review and assessment with changes implemented and communicated as necessary
  • Ensure systems are in place to enable the identification of hazards and risk assessments
  • Ensure systems are in place for effective monitoring, measuring and reporting of Health and Safety issues to The Senior Leadership Team, Governors, the Local Authority and the Health and Safety Executive where appropriate
  • Ensure the maximum level of security is consistent with the ethos of the school and safeguarding requirements
  • Complete the annual Audit and act on any recommendations required

Governing Body

  • Act as Clerk to the Governing Body
  • Ensure that the legal and regulatory requirements of Governors are met, giving advice where appropriate
  • Act as returning officer for any governor elections.
  • Attend termly briefings
  • Support governors in assessing their impact

General Duties and Responsibilities

  • Support, encourage and uphold the school’s ethos, objectives and policies as agreed by the governing body.
  • Uphold the school’s policies in relation to safeguarding and equal opportunities
  • Recognise own strengths and areas of expertise and participate in ongoing training, taking responsibility to keep pace with relevant developments, both internal and external.
  • Take part in other duties that may be required at an appropriate level
