Fred Bailey Memorial Shield – presented for the best kept front garden in Coningsby

Sadly Mrs Mary Bailey passed away this year; her son Colin is keen to continue the tradition of presenting the shield but was unable to attend this year.

Judging this year was kindly carried out by Mrs. Angela Maxwell; the winners Mr. & Mrs. Barnard of 8 School Lane are on holiday their son Robert accepted the shield on their behalf, photographs will be taken in the garden when Mr Colin Bailey will be able to attend, two runners up Mr. & Mrs. Cottingham 12 Fairfield (winners two years running 08 & 09) & B Lovett & L Parnham, Balladoole, Old fen Lane. It is good to see two new gardens amongst the winners all received certificates to keep.

89. Mayor Cllr Mrs. Ruth Sharples opened the formal meeting of Council.

90. Apologies and reasons for absence – were heard and accepted from Councillor Dick Johnson.

91. Declarations of Interest – Cllr Martin Rickard, member of Community Hall Committee.

92. Draft Notes - meeting held 19 August previously circulated – council resolved to adopt as true record all voted in favour. Minutes were signed and dated by Mayor.

93. Casual Vacancy – No request for an election received, vacancy has been advertised, Mr Glyn Olive applied for the seat on Council, Councillor Ray Curtis proposed Council invite Mr Olive to join the Council, seconded Cllr Martin Foster all voted in favour, Mr Glyn Olive was invited to sign a declaration of acceptance of office agreeing to abide by the code of conduct for local councils. Clerk to inform East Lindsey district Council. Cllr Glyn Olive joined the table.

94. Police Report – Apologies from PCSO Ali Evans, due to shift changes she was unable to attend, a report was read out by Mayor Cllr Mrs Ruth Sharples; 45 incidents have been reported in Coningsby, speed indicators used by the council have spurred on the police to carry out spot checks in various areas of the village warning letters have been sent out to a number of drivers.

95. Youth Report – Matthew Fido reported the Youth worx group have secured funding from ELDC “Sports Unlimited” totalling £1000.

96. Planning – Tesco appeal meeting 10am Wednesday Councillors reminded. Full planning permission – The Beeches High Street- S/035/01352/10 erection of new entrance gates and replacement of the old metal gates with wooden electronically operated gates.

97. Civic Service – Penny Bowen has been awarded the catering contract for the buffet, content of this will be decided according to numbers; around 60 acceptances have been received to date closing date of 4th October. Youth groups have all been invited and refreshments will be served in the Church by the Church wardens.

98. Cemetery – Records and maps have been produced from the old very fragile maps by Mr Roger Wilson and Cllr Mrs Marlene Wilson, this has been an arduous task and the results are superb, the data is now easy accessible enabling searches to be done, the work has revealed several spaces in the old section of the Cemetery the first of which was sold last week recovering £700 for the Council; The Mayor proposed an official vote of thanks be recorded to Mr & Mrs Wilson for there work, which is still ongoing as they are now working on the current section and ashes plots.

Cllr Wilson proposed a book be purchased purely for the records of Ashes section and ashes that are buried within grave spaces, the records already held would need to be transposed into this book, at the moment the ashes plots are all recorded but not in any chronological order; seconded Cllr Mrs M Walker all voted in favour.

Tenders are to be sent out for the cutting of the boundary hedges and removal of the central section of hedge into the new area as yet unused; there are a few graves quite close to this hedge these areas need to be dealt with very carefully possibly cutting down and treating the roots to be removed at a later date; several trees at the front need some care and attention, all works to be quoted for, tenders to be in by 25th Oct for discussion meeting on 28th.

99. Remembrance Service wreaths – Resolution to purchase wreaths at the same donation as 2009/10 £80, seconded all voted in favour.

100. Council meeting venue 2011/12 – Proposal heard to stay for all meetings at Community Hall, seconded,

Councillor Mrs Mary Walker Proposed the meetings be held at the Allan Barker Pavilion this would be saving the public money, the, Cllr Walker felt strongly that this should be the way forward, Community Hall costs £18 per meeting.

Vote taken on proposal to move to Pavilion for meetings – 1 for and 8 against.

Meetings to continue at the Coningsby Community Hall

101. Retirement Canon Reverend John Moore – Clerk to liaise with Church wardens and Margaret Done, Council would like to do something to show appreciation of services to community and ideas were suggested.

Council resolved to invite Rev Moore to switch on the Christmas tree lights this year on Sunday 5th December at the annual Carol service. The tree will be collected from Rookery kennels as previous two years and erected on Wednesday 1st December; Clerk to inform Barkers, also check on new lights as they were ordering additional lengths for this year.

102. Knights School – the group have applied to ELDC for a community grant, they have requested letters of support from Council also copies of presentations made to Council over the past two years as evidence for the application. Cllr John Ranshaw suggested that they also contact the Rotary club to see if they could help with funding.

103. Allan Barker – 1. Proposal to ask Mr Fred Gillard to work alongside Caretaker as stand in when needed to clean or and unlock, seconded all voted in favour.

2. Coningsby FC have made several requests to Council regarding grass cutting, cleaning on Saturday evenings when there is a Sunday match, access on to field by disabled persons and emergency services.

After discussion – proposal to write to Coningsby FC thus, the cleaning is extra to contract this will be done and invoiced separately annually, grass cutting is done on a 10 day cycle throughout the growing season, any extra cuts required must be requested at least 1 week in advance and these will be invoiced to the football club.

The disabled access is unlocked at all times and the access is ample to get an ambulance or the like through, keys for the larger gates onto the field are in the pavilion clearly marked. Any issues must be reported to the clerk at the office as soon as possible, Council cannot respond if they have not been notified.

3. Late night car parking has been reported to Clerk – vehicles playing loud music between 11pm and 4am; Police have been informed.

104. Accounts - Resolution to pay accounts as listed also approve the employees overtime for the month of August/ September; all voted in favour.

105. District Councillors Report – Councillor Ray Curtis – Nigel Howells the Chief Executive of ELDC has had his operation and is now recuperating at home.

Southern Area Committee has a meeting on 12th October at Sibsey Village Hall all are invited to attend.

Consultation on the Wind Turbines is high on the agenda at ELDC at the moment, there are none planned for this area at this time.

106. Clerks Report & Correspondence – Zurich Municipal have inspected the BMX track for Insurance purposes no defects apparent, only issue is the raised manhole cover on site, recommended soil be placed around to avoid trip hazard.

LCC – Free trees scheme has been reviewed; trees will be placed along side main highways this year focusing on the A17 from Sleaford & Sutton Bridge.

Halifax Building society – closure, response, Quote “Halifax decision to withdraw services ahs not been taken lightly, a new agreement has been made with the Post Office, customers will be able to deposit cash and Cheques in Halifax bank accounts, customers need to call 0800 028 8419 to get started; a similar service is also available at Lloyds TSB.

LCC are dealing with the reports of overgrown hedges and trees in and around the village.

Invite from Sibsey Memorial Trust 3rd October – all councillors have a copy.

Claim for seat at Pingle is with Insurance Company.

War Memorial Trust – payment pending 50% cost of refurbishment.

Council resolved to move into closed session to discuss the allocation of contract for the Multi Use Games Area, funding, and allocation of decorating work at Allan Barker Pavilion.

Members of the public left the meeting.

LCC have made an offer of £50,000 from Council funds towards the MUGA, this is to be accepted, also inform them of the shortfall in funds, the matter of the £25,000 gap to be discussed at October meeting.

Councillor Betty Harvey, for her hard work securing these funds,

Youth Works, without their original funding bid Council would not have had the £75,000 to fight for.

Smith Construction Heckington awarding the contract for the works, and arranging a meeting to finalise the details.

Copies of the issue of contract letter to Lou Henderson RAF communities officer, this is to be passed onto the RAF Benevolent Fund to enable release of the £75,000 funding secured from them.

Decorating at the Pavilion – two quotes received both were much higher than expected both will be informed they are unsuccessful.

Proposal to appoint Mr Fred Gillard to decorate the conference room & kitchen, purchasing goods required from Goodwin’s hardware or other local sources and for him to bill Council at the agreed rate of £6.50 per hour.
