Job Description

Title:Community Led Affordable Housing Facilitator

Salary:£30,000

Hours:37 hours / Week – The post holder will be expected on occasions to work unsociable hours and undertake travelling to various meetings elsewhere in the UK.

Contract:Initially three years subject to performance.External funding has been secured for a three-year period; the aim is to move towards achieving long-term sustainability of the post during this period.

Purpose of the Role:To encourage, support and strengthen community-led affordable housing development across the East Midlands Region, predominantly in the south and west of the region.

Key Responsibilities:

  • Awareness raising, publicity and marketing

-To work within the team and autonomously to raise awareness and improve the profile of community led housing.

-Contribute to the ongoing development and delivery of marketing and publicity strategies designed to increase the profile of community-led affordable housing development.

-Develop, implement and test methods and practices for raising awareness and support for community-led affordable housing.

  • Develop a supportive environment for community-led housing

-Attract, engage and nurture strategic partners in the statutory, voluntary, charitable and third sectors to support community-led affordable housing development.

-Build and maintain a panel of professionals and consultants that can support community-led affordable housing development across the region.

  • Providing direct support to communities and community organisations seeking to develop affordable housing; including but not limited to:

-Enabling/brokerage at a local neighbourhood/village level

-Initial business planning

-Advice on legal formats and governance

-Site identification and acquisition

-Support through planning

-Securing finance at each stage of the project

-Identification and management of risks

-Brokering appropriate delivery partnerships

-Advice on tenure and housing management options

  • Contribute to evaluation and reporting to the Board

-Evaluate and report on differing approaches to awareness raising/publicity and initial support across different geographies and housing markets.

-Produce and contribute to regular written and verbal reports on outcomes to the EMCLH Board, project funder and stakeholders.

  • General

-Take responsibility for your own Health & Safety at work and that of others persons who may be affected by your actions.

-Contribute to the overall work of the organisation to include attendance at team meetings and Board meetings.

East Midlands Community Led Housing (EMCLH) is the new name for Lincolnshire Community Land Trust. EMCLH is a non-profit Community Interest Company registered with Companies House and the CIC Regulator (Registration No. 7952697).

Established in 2012 we have established a reputation for delivering high quality support, advice and assistance to communities seeking to deliver community led housing. To reflect the dynamic nature of the community led housing sector and in response to demand for services beyond Lincolnshire, we changed ourname in [January 2018].

With our support six Community Land Trusts have now been formed in Lincolnshire and Derbyshire, with a pipeline of CLT Steering Groups following on. We also support other forms of community led housing as well as CLTs, this has included redevelopment of church land and support to Parish Councils wishing to develop housing.

Our Registered Office is at the headquarters of Lincolnshire Co-Op in central Lincoln. We enjoy back office support from Lincolnshire Co-Op but are, in every way, independent of them.

Eight experienced voluntary Board members govern the organisation, led by the Chairman Rt Rev Dr Tim Ellis. Across the Board there is a wide range of skills and experience which staff can draw upon.

If you are successful in being selected for the interview, you will be invited to attend an interview on 16th April 2018. We will write to you to confirm the time and location of the interview accordingly, however interviews will be held in central Leicester. It is with regret that we cannot interview everyone who applies for employment with EMCLH.

Candidates invited for an interview will be required to undertake a research project (options below) for presentation to the Interview panel. Your presentation should be a maximum of 10 minutes and there will be a further five minutes for the panel to ask questions of you.

Research Project & Presentation

Candidates invited for an interview will be required to undertake a research project and present the findings to the Interview panel on one of the following:

  1. What do you see as the significant key stages in the development of community led housing?

OR

  1. Produce a presentation to a community group on the benefits of community led housing to their community?

The format of the presentation is for the candidate to decide. A laptop, projector and flipchart will be available if needed.

Outline Terms and Conditions of Appointment

Salary

The salary for the successful candidate is £30,000 annually.

Hours

37 hours per week. Core working hours will be between 9.00 a.m. to 5.00 p.m. Monday to Friday, or by agreement with the Senior Facilitator after consideration of operational efficiency. As illustrated within the Job Description the 37-hour week will require flexibility.

Duration of contract

Up to three years subject to performance.

Location

The post is based in central Leicester, in shared office workspace within Voluntary Action Leicester. It is anticipated that there will be considerable travel throughout the region.

Annual Leave

The annual leave year commences on 1 April and ends on 31 March. The entitlement per full year is 25 days plus bank holidays. Staff appointed during the leave year will receive a pro-rata entitlement based on the number of completed month’s service in the current leave year.

Sick Leave

Entitlement will be detailed in the contract of employment, which will be provided to the successful candidate.

Pension Scheme

The Trust will provide a ‘Pensions Trust’ defined contribution occupational pension scheme called the Flexible Retirement Plan, or FRP. EMCLH will match employee contributions up to a maximum of 5% of salary.

Business Travel & Mileage

The post holder is required to have a well-maintained vehicle for business use for which a rate of 45p per mile is paid.

Pre-employment checks

Any offer of appointment will be subject to the following pre-employment checks:

  • 2 satisfactory references, one of which must be from your current or most recent employer;
  • Proof of eligibility to work in the UK usually provided through production of a passport; shortlisted candidates are required to bring appropriate documentation with them to their interview.

Eligibility to work checks/ National Insurance Number

Before employment can commence, the successful candidate must provide their National Insurance Number; this will usually be through your current P45 or documents from a previous employer, the Benefits Agency, the Contributions Agency, the Employment Service or Inland Revenue. If a National Insurance Number cannot be provided start dates may be delayed.

Probationary Period

This post is subject to a three-month probationary period.
