PUBLICSERVICEBUILDING SAFETY COMMITTEE CHARTER

(November, 2006)

OPERATIONS

1)Authority

Oregon Administrative Rule 437-001-0765(2)(a) requires most Oregon employers (offices with 10 or more staff) to form safety committees, with the purpose of bringing workers and management together in a non-adversarial, cooperative effort to promote safety and health in the workplace, assist the employer and make recommendations for change.

2)Duties and Functions per Oregon Administrative Rule 437-001-0765(6)(a)-(g)

a. The Committee has secured innovative status through OR-OSHA on the basis that it is a joint agency committee comprised of the Department of Education and the Department of Community Colleges and Workforce Development

b.The Committee will hold monthly meetings on the 2nd Thursday of each month from 2:00 p.m. to 3:00 p.m.

c. The Committee will consist of representatives from each of the following offices located in the Public Service Building.

Department of Community Colleges and Workforce Development (CCWD)

Assessment and Information Systems (OAIS)

Education Improvement and Innovation (EII)

Finance and Administration (OFA)

Student Learning and Partnerships (SLP)

Superintendent’s Office

Analysis and Reporting (A&R)

  1. Representatives will be required to complete training in hazard identification, accident investigation, and Safety Committee operations.

e.The Committee will keep the following written records: agendas, minutes, and inspection reports. These records will be located on the collective drive of the ODE network. Additionally, minutes will be sent to ODE staff via e-mail and posted on ODE bulletin boards.

f.The Safety Committee will coordinate and conduct activities related to facilities inspections, health and safety awareness, and accident prevention and investigation.

SAFETY AND HEALTH TRAINING AND INSTRUCTION

1)Guides training, emergency response activities and accident prevention activities.

  1. Safety Committee Training requirements
  2. Designated emergency personnel training

i. Primary Floor Evacuation Coordinators ( Primary ECs)

ii. Section Evacuation Coordinators (ECs)

  1. New Employee Safety Orientation
  2. Emergency response and building evacuation (quarterly)
  3. First Aid and CPR (annual)
  4. Defensive Driving classes through SAIF.

g. Guidelines and Polices for Emergency Medical Response for ODE staff

2)Identification of PSB First Responders and CPR/First Aid certified ODE staff.

3)Tracking of First Aid Supplies and Blood Borne Pathogens Kit (location, contents and maintenance procedures)

EMERGENCY PLAN

1)Designate a Safety Committee member to function as a liaison between the committee and the building Emergency and Evacuation Coordinators. The liaison will ensure the efficient flow of information regarding upcoming activities and facilities issues between agency coordinators and building-wide coordinators.

2)Coordinate the recruitment, identification and training of designated Public Service Building emergency personnel. Adequate coverage of all ODE areas within the PublicServiceBuilding is essential.

3)Emergency Preparedness

a.Participate in periodic Public Service Building and agency-specific drills.

  1. Earthquake Drill (Earthquake preparedness in cooperation with Oregon FEMA)
  2. Announced Evacuation Drills
  3. Unannounced Evacuation Drills
  1. Post-drill review.
  1. Review drill in next meeting to determine what went right and wrong.
  2. Make recommendations for improvement.
  3. Keep a historical record of drills in committee minutes, so that improvement can be measured.

4)Ensure appropriate placement of emergency exit floor maps to assist employees and building visitors in the event of an evacuation drill or actual emergency.

5)Present ODE Safety Standards & Emergency Evacuation Procedures along with applicable resources for new staff during New Employee Orientation.

Management/Employee responsibilities for Safety Committee and Committee members

Managementresponsibilities - Management commitment/interest/good faith to safety committees must be vocal, visible, and continuous- from the top to the lowest-level supervisor.

1)Provide support from top level down to first-line supervisors in terms of time, effort, and money

2) Show some flexibility in resolving scheduling and personnel conflicts, allowing interested staff to participate in committee meetings and trainings.

3)Support training for safety committee members. (Committee member are required by OR-OSHA to take at least one class on each of the three topics: Hazard Identification, Accident Investigation, and Safety Committee Operations.)

4)Provide leadership and direction

5)Respond to recommendations in a timely manner.

6)Visit safety Committee meetings

7) “Talk up” the positive effects of safety committee activities, one–on-one or in group meetings

Employee responsibilities (to safety committees and committee members)

1)Follow procedures and practices adopted by the safety committee members.

2)Keep an open mind and a positive attitude.

3)Report all unsafe conditions and practice in accordance with the safety committee procedures.

4)Listen to safety committee members.

5)Make an effort to communicate with the safe safety committee member-active communication goes both ways.

6)Contribute or make suggestions for improving workplace safety and health.

7)Consider becoming a member.
