I.  Project Description

A. Purpose

International Outdoor, Inc. is inviting qualified traffic engineering consultants and multi-disciplinary teams to respond to this Request for Proposals for the purpose of performing a traffic study of I-75 between 8 Mile Road and Crooks Road in Oakland County, MI.

International Outdoor Inc. is seeking expressions of interest from consulting engineering firms for a limited term contract for professional traffic engineering consultant services who wish to be considered to provide professional traffic engineering services for a traffic safety study, analysis, and to provide technical support and engineering recommendation on traffic safety issues as they pertain to the construction of a new billboard in the City of Troy.

B. Background

International Outdoor seeks to build on the countless other traffic safety studies pertaining to viewing both static and digital billboards on a major freeway.

This will be accomplished by incorporating the traffic data that exists for this stretch of I-75 plus the traffic reports that pertain to the issue of highway safety and billboards.

Billboards are an important media and have the ability to reach and draw consumers to businesses located in and around where they live. Furthermore, International Outdoor wants to build on the foundation of community, by encouraging locally owned business initiatives, fostering small business development and providing guidance to the community through public service announcements, city information, traffic updates and amber alerts that support the City’s vision for prosperous residents and businesses.

With respect to billboards, International Outdoor has stated it seeks to:

·  Establish objective statistics pertaining to driver safety while viewing billboards on a limited access freeway.

·  Based on the statistics, determine if billboards are “Safety Neutral” on a limited access freeway.

·  Report accident data and determine if there are any statistical relationship between vehicular accidents and billboards.

·  Determine if there is a statistically significant link between vehicular accidents and the installation of a conventional or digital billboard.

·  Create a report that may be used to present the study outcomes to the City of Troy.

C. Scope of Work

International Outdoor seeks to achieve the following objectives, which must be incorporated into the work plan provided by the respondents, these include:

Traffic, Safety, and Operational Studies

This work may involve the collection/review of crash data and/or speed data; traffic volume data; vehicle probe data, roadway/asset inventory, alignment and design data; and the performance of operational and safety analyses. The consultant should be able to perform and utilize methodologies in the Highway Capacity and Highway Safety Manuals and related analysis and design software. This effort may include field investigations, research, analysis, summarization and/or recommendations regarding the specific issue(s) being reviewed and studied.

The Consultant may be requested to give a formal presentation of the results to the City of Troy’s Zoning Board of Appeals and/or the City Building Code of Appeals. These may include or be related to, but not limited to, the following:

  1. Roadway safety analysis, assessments, evaluation and research
  2. Accident/crash data analysis
  3. Billboard viewing from I-75 would be “Safety Neutral”

D. Information Available from the International Outdoor

Information available for use in the development of a traffic study includes:

1. Existing Traffic Reports from around the county

2. Some Crash Data already accumulated for this area

3. Troy’s Master Plan and Zoning Ordinances

4. Additional data about the Cities is available through the South East Michigan Council of Governments (SEMCOG).

E. Minimal Deliverables/Final Products

The products to be provided under this proposal are to include the following:

1. Five (5) bound copies of the Draft shall be provided and up to ten (10) bound copies of the Final Report.

2. The Final Report shall also be provided in PDF on a CD as well as copies of all computer text (Microsoft Word), graphic (TIFF & PDF) and GIS materials (ArcReader).

II. Proposal Review and Selection Process

A. Evaluation Criteria

Once proposals are received, International Outdoor staff will review the proposals and select a consultant based on the following evaluation criteria:

1. Relevant experience of the firm with the preparation of similar plans.

2. Qualification of key personnel, including but not limited to the project manager and key project staff if applicable.

3. Quality of Work Plan including the rationale of the overall methodology in accomplishing the project objectives and the manner in which the objectives and Scope of Work are incorporated.

4. Timeliness and ability of the consultant to complete work tasks specified in this RFP in a timely fashion.

5. Team compatibility between the consultant and the International Outdoor staff.

6. Reasonable cost in services and deliverables to be provided by the consultant.

B. Consultant Interviews

International Outdoor reserves the right to invite up to three (3) consultants to make brief presentations to the selection committee and answer any questions that may exist concerning the proposal.

C. Right of Refusal

International Outdoor reserves the right to reject any and all proposals.

D. Contract Award

All proposals and quotations received shall be subject to evaluation by the President of International Outdoor. Services will be secured through a service agreement.

III. General Instruction & Requirements

A. Instructions

Qualified consulting firms are invited to submit proposals to International Outdoor for the preparation of products described in this RFP. International Outdoor reserves the right to reject any or all proposals and to make any award which it considers to be in the best interest of International Outdoor.

B. Proposal Submission

For the proposal to provide consulting services to be considered by International Outdoor, three (3) hard copies of the complete proposal must be received no later than 12:00 noon, May 30, 2014. Proposals shall be addressed to:

Submitted proposals become the property of International Outdoor and will not be returned. Faxed and electronic files will not be accepted.

C. Late Proposals

Any late proposal received by International Outdoor will not be considered unless evidence is provided that the proposal was sent via registered or certified mail and postmarked no later than the deadline specified in the Instructions section of this document.

D. Withdrawal of Proposals

Proposals may be withdrawn by written notice received at any time prior to award. An officer or his/her authorized representative may withdraw the proposal in writing, prior to award.

E. Proposal Format and General Requirements

The proposal shall include at a minimum, the following:

1. Work Plan describing the proposed approach and activities to be accomplished under the objectives listed above. The work plan and resulting cost proposal shall be structured accordingly.

2. Identify the project manager responsible for assuring that all work tasks are completed on schedule. Describe relevant qualifications of personnel to be assigned to the project and proposed work task responsibilities.

3. Cost proposal shall identify the cost for completing work tasks put forth in the proposal, including but not limited to direct and indirect costs, billable rates for each staff member and rate structure.

4. Qualifications of firm and project team members must include the firms experience with comparable projects. Please provide resumes for all principal personnel to be assigned to this project.

5. Proposals should be prepared simply and economically, providing straightforward and concise description of the consultant’s ability to meet the requirements of this RFP.

6. The consultant who is selected will be required to assume responsibility for all services offered in the proposal, regardless of who produces them. The selected consultant shall be the sole point of contact with regard to contractual matters, including payment of any charges resulting for the contract.

7. All costs incurred for proposal preparation, presentation or contract negotiation is the responsibility of the consulting firm. International Outdoor will not pay for the cost of any information solicited or received.

8. The contents of the proposal of the selected consultant may become contractual obligations if a contract is issued. Failure of the selected consultant to accept these obligations may result in cancellation of the award.
