QUALIFICATIONS

1. CHARACTER:

Candidates shall be of good character.

2. AGE:

Candidates shall be under 65 years of age on the first day of the month in which the latest date for receipt of completed application forms for the post occurs.

3. HEALTH:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

4. EDUCATION, EXPERIENCE REQUIREMENTS ETC.:

Candidates shall:-

4.1  Have obtained at least Grade D (or a Pass), in Higher or Ordinary Level, in five subjects from the approved list of subjects in the Department of Education Established Leaving Certificate Examination, or Leaving Certificate Vocational Programme. The Department of Education has indicated that Grade B in Foundation Level Mathematics and Grade C in Foundation Level Irish will be accepted as an equivalent standard to pass at ordinary level in these subjects. A pass Leaving Certificate Applied or a Level 2 - N.C.V.A. Certificate are also acceptable

Have passed an examination of at least equivalent standard

or

Have had at least two year’s previous service in a post of Clerical Officer, Clerk/Typist (Clerical Duties), Clerk Typist (Typing and Clerical Duties) or Clerk/Typist under a Local Authority, or health board in the State.

4.2  Be qualified under 4.1 above and have a proficiency in word processing skills, particularly in the area of speed, accuracy and presentation.

POST OF CLERICAL OFFICER (WORDPROCESSING)

PARTICULARS OF POST

1. The post is wholetime and pensionable.

2.  SUPERANNUATION:

Persons who become pensionable employees of a Local Authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children).

Persons who become pensionable employees of a Local Authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 5% of their pensionable remuneration.

All persons who become pensionable employees of a Local Authority will be required in respect of the Local Government (Spouses and Childrens Contributory Pension) Scheme to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme.

3. PROBATION:

When a person who is not already a permanent employee of a Local Authority is employed to a permanent post the following provisions shall apply, that is to say -

(a)  there shall be a period after such employment takes effect during which such person shall hold such post on probation;

(b) such period shall be one year, but the Manager may at his/her discretion extend such period;

(c) such person shall cease to hold such post at the end of the period of probation unless during such period the Manager has certified that the service of such person in such post is satisfactory.

4. SALARY:

The salary shall be fully inclusive and shall be as determined from time to time. The holder of the post shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to and received by him/her by virtue of his/her post or in respect of services which he/she is required by or under any enactment to perform.

SALARY SCALE: €22,113, €23,152, €24,187, €25,225, €26,266, €27,303, €28,338, €29,371, €30,412, €31,446, €32,486, €34,446(max), €35,837 (LSI).

5. DUTIES:

The duties shall be such clerical/administrative and secretarial as may be assigned to the employee from time to time by the Local Authority and shall include the duty of deputising for other employees of the Local Authority, when required, and such duties as may be assigned to him/her in relation to the area of any other Local Authority.

6. HEALTH:

For the purposes of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is employed, to undergo at his/her expense a medical examination by a qualified medical practitioner to be nominated by the Local Authority. On taking up employment, the expense of the medical examination will be refunded to the candidate.

7. RETIREMENT AGE:

The person employed will, on reaching the age of 65, cease to hold post.

8. RESIDENCE:

The holder of the post shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof.

9. RECRUITMENT:

Selection of candidates for employment shall be by means of:-

- an examination to assess word processing skills,

- an optional language test, and

- a competitive interview.

9.1 Competitive Interview:

The competitive interview shall be conducted by or on behalf of the Local Authority.

The merits of candidates shall, be assessed by reference to their suitability for employment, general knowledge and intelligence, educational qualifications, word processing skills and experience of value, if any.

Candidates will be required to sit an examination in word processing to assess skills in speed, accuracy and presentation.

9.1.1 Optional Language Test:

Candidates who indicate on their application forms that they wish to have their knowledge of both the Irish language and the English language taken into consideration for the purposes of the competition shall have their knowledge of the language in which the competitive interview is conducted assessed at interview itself. Knowledge of the other language may be assessed by means of a separate language test or, at the discretion of the Local Authority, at the interview. A language test shall consist of conversation on ordinary topics and, to the extent that this may be appropriate, on matters relating to the duties of the office. Knowledge of unusual technical terms shall not be required.

Candidates who satisfy the Local Authority that their knowledge of both the Irish language and the English language is such that they can communicate effectively in both shall be awarded extra marks in respect of such knowledge.

9.2 SHORTLISTING:

A Local Authority may decide, by reason of the number of persons seeking admission to a competition, to carry out a shortlisting procedure. The number of persons to be invited, in these circumstances, to interview, optional language test shall be determined by the Local Authority from time to time having regard to the likely number of vacancies to be filled.

9.3 PANELS:

Panels may be formed on the basis of the interviews and optional language tests and word processing tests. Candidates whose names are on a panel and who satisfy the Local Authority that they possess the qualifications declared for the post and that they are otherwise suitable for employment may within the life of the panels concerned be employed as appropriate vacancies arise:– permanent/temporary.

9.4 REFERENCES/DOCUMENTARY EVIDENCE:

Each candidate may be required to submit as references the names and addresses of two responsible persons to whom he/she is well known but not related. Candidates may be required to submit documentary evidence to the Local Authority in support of their application.

Applicants are reminded that any attempt by themselves or by any persons acting on their behalf directly or indirectly by means of written communication or otherwise to canvass or otherwise influence in the candidate's favour any officer of the County Council or persons nominated by the County Manager to interview or examine applicants, will automatically disqualify the applicant for the position they are seeking.
