  1. Situation overview and agency activities

OXFAM

  • Oxfam is mainly active in WASH, but wants to keep track of the developments related to shelter.

Especially the need for resettlement of people that are currently living in the Evacuation Centres. Suitable alternatives need to be found on the shortest term possible.

Habitat for Humanity

  • HfH has provided Sanitation facilities in EC’s in partnership with Safe the Children.
  • 100 home repair kits have been distributed in Marakina, B’gay: Nanka, Marakai (Marikina)

Secours Islamique – Gawad Kalina

  • SI is focusing its area of operation around Pangasinan. Currently in the process of identifying lands for (re)construction.
  • Plan is to build relatively high standard housing (85.000)
  • Waiting for funding fromt the flash appels. Other funds are coming in from Secours Islamique network

UNICEF

  • Mainly active in Wash activities.

3. Meeting DSWD

Dromic

-The shelter cluster has visited the DROMIC Information Management section from DSWD. The amount of information they process (before sending it to NDCC) is impressive!

-DSWD currently collects information about the damaged houses, numbers affected and serverd and the distributed relief goods. They do currently not collect information about the families that are still at home

  1. PDNA (Past Disaster Needs Assessment)
  • PDNA is short timeframe is 1 year + medium term 3 years, and gives input to the recovery framework
  • The PDNA report is planned to be presented around the 25th of Novemebr
  • The shelter cluster has been asked to give input to this process.
  • The ER cluster monitors the process and is the link towards the IASC clusters
  1. ESC strategy revision

SC will call the SAG team early next week.

  • We are gradually entering the reconstruction phase.
  • We need to include the government plans into the response
  • We need to be aware that we also include the private sector into the response, they are a big player!
  • We need creative thinking because there is not too much money available.
  1. Government Counterparts / partners

-We have good contacts with DSWD

-We have written letters MGB, HUDCC and NHA to represent persons to the ESC meetings or to organize an information sharing meeting together. Agenda is under development with DSWD.

-Other players within the government are:

  • MGB, they specialize in Hazards, and have a lot of maps. SC will request for these maps.
  • LLDA (lake laguna development authority)
  • MMDA (metro manila development authority)

-A TWIG meeting will be organized to define the minimum specification of the Transitional shelter
