Background / The Department of Health (Health) provides policy advice, analysis and other services to the Australian Government. Health is responsible for achieving the Government’s priorities for population health, access to pharmaceutical medical and dental services, acute care, primary health care, private health, health infrastructure regulation, safety and quality, health workforce capacity, biosecurity and emergency response, mental health, and sport and recreation.
The agency is currently undertaking significant ICT related projects across a range of areas.
The National Diabetes Services Scheme (NDSS) aims to enhance the capacity of people with diabetes to understand and self-manage their life with diabetes. The scheme provides support for people with diabetes by providing timely, reliable and affordable access to the NDSS support services and products.
The NDSS Enhancement (NDSSE) project will deliver a range of enhancements to the NDSS to address current and emerging business and technical requirements. It will include an alignment with recent broader Departmental policy initiatives to place a greater focus on supporting NDSS Registrants and delivering improved data analytics to inform evidence based policy. The project will deliver a CRM for capturing registrant services data, improved reporting and BI, integrate national helpline, and provide portals for a range of stakeholders.
Services/work required / Services include, but are not limited to, the following:
We are seeking a Senior Business Analyst to support a large-scale IT-enabled project, including corporate projects and projects impacting the Australian community. The Senior Business Analyst will support their project manager and business sponsors to ensure that the project meets the needs of the clients. This role will include liaising across a broad range of stakeholders such as business subject matter experts, senior executives, IT technical teams and external stakeholders.

  • Monthly timesheet completion;

Essential Criteria must be met to progress in the evaluation, where the Weighted Criteria is scored. *** / Essential Criteria:
  1. Demonstrated experience in a senior business analyst role in complex IT enabled projects including:
  • At least five years of experience in senior business analyst roles.
  • Working in large-scale IT projects.
  • Gathering high level and detailed business requirements, use cases and user stories.
  • Assisting with reviewing documents during the SDLC.
  • Assisting business areas and testing services as required during UAT
  1. Demonstrated experience engaging with key stakeholders including:
  • Collaborating to foster a common understanding to develop agreed high level and detailed requirements.
  • Planning and facilitating user research workshops.
  1. Demonstrated strong communication skills including :
  • Producing business analyst artefacts including business process models, use cases and wire-frames
  • Documenting high level and detailed requirements
  1. Experience working in an agile scrum framework
  • Participate and contribute to daily scrum stand-ups, sprint planning and sprint retrospectives
  • Writing user stories
Desirable Skills & Experience:
  • Knowledge of DTA Digital Service Standards
  • Experience with Microsoft Dynamics 365
  • Experience using agile delivery tools such as ALM Octane
  • Experience using Visio or EA SPARX
  • Experience with data migration and integration

Timeframe for required Services / The following timeframes apply:
  • The contract period is expected to go until 31 December 2018.
  • The specified personnel must be available full-time to the department and be available for an immediate start.
  • The expected hours of work may vary but for the most part, are expected to be consistent with business hours.
Contract Extension Option:
  • The contract period may be extended for up to two (2) periods of 6months, at the discretion of the Commonwealth, to the successful service provider on the same terms and conditions, by giving written notice to the service provider.

Limitation of liability cap / $10 million (clause 15 of the Standard Contract Terms)
Fee structure / Hourly rates including both GST inclusive and exclusive rates, and quoted in either half or full dollars.
Please note these rates are not to exceed the capped rates in the Deed of Standing Offer.
Other requirements / All roles will be located in Health offices at Woden ACT unless otherwise indicated.
