CLASS TITLE:SENIOR VOCATIONAL REHABILITATION COUNSELOR

ALLOCATION FACTOR(S)

This is independent professional counseling work providing vocational rehabilitation services to eligible disabled individuals to attain employment; and providing technical assistance to vocational rehabilitation counselors.

  • Provides guidance and counseling in career planning to eligible clients requiring complex rehabilitation strategies.
  • Conducts in-depth interviews with a diverse group of disabled clients to determine their eligibility for vocational rehabilitation services and the feasibility for achieving a vocational goal.
  • Assists rehabilitation counselors with the determination of rehabilitation strategies for complex and difficult cases.
  • Administers intelligence, aptitude and vocational interest tests and interprets and synthesizes test results to determine vocational objectives.
  • Provides evaluation services including medical, vocational and psychological assessment and diagnosis required for documenting disabilities and rehabilitation potential.
  • Authorizes and coordinates the purchase of medical, psychological and other special services required in the rehabilitation process in geographic locations where these services are not readily available.
  • Recruits employers and develops a list of contacts in the community to aid in the placement of rehabilitated clients.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the theories and practices in vocational rehabilitation guidance and counseling.
  • Knowledge of interviewing techniques.
  • Knowledge of medical and psychological aspects of disability groups.
  • Knowledge of the principles and techniques of effective communication.
  • Knowledge of employment resources and vocational rehabilitation resources.
  • Knowledge of methods of compiling, organizing and analyzing data.
  • Ability to compile, organize and analyze medical, vocational and psychological data.
  • Ability to administer tests and analyze results.
  • Ability to provide counseling and guidance in the area of career planning.
  • Ability to develop individual vocational rehabilitation programs and place clients in appropriate vocation.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university with a major in a social, behavioral or rehabilitative science or education and two years of professional experience in counseling or in a public vocational rehabilitation program; or
  • A master's degree from an accredited college or university in a social, behavioral or rehabilitative science or education can substitute for one year of the required experience.
