CLASS TITLE:REAL ESTATE DEVELOPMENT SPECIALIST

ALLOCATION FACTOR(S)

This is work conducting the state's regulatory programs for land sales, subdivided lands, condominiums, cooperatives, real estate time share developments or mobile home parks.

EXAMPLES OF WORK PERFORMED:

  • Examines and reviews documents filed with the Division of Florida Land Sales, Condominiums, and Mobile Homes to determine if they are in compliance with applicable Florida Statutes and rules.
  • Inspects properties subject to regulation by the Division of Florida Land Sales, Condominiums, and Mobile Homes.
  • Prepares reports and correspondence.
  • Conducts examinations and investigations of companies involved in land sales, and the development and management of condominiums, cooperatives, real estate time sharing or mobile home parks.
  • Analyzes data and ensures that financial statements of developers and major creditors are accurate.
  • Plans, develops and presents consumer advisory programs.
  • Develops brochures, video tapes, and media presentations.
  • Responds to inquiries and complaints from the public and industry.
  • Posts reviews construction schedules and estimates to determine adequacy of escrow funds and other financial assurances.
  • Conducts investigations of alleged illegal or fraudulent practices in land sales, mobile home park operations or the development of condominiums, cooperatives or real estate time sharing.
  • Appears as a witness in administrative or judicial proceedings.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the principles and techniques of effective communication.
  • Knowledge of one or more of the following areas: real estate principles; condominium, cooperative or time share management, development or operations; investigative techniques; basic accounting, auditing or finance principles.
  • Ability to evaluate and analyze data relating to real estate development programs.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to real estate development programs.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work independently.
  • Ability to utilize problem-solving techniques.
  • Ability to prepare reports relating to real estate development programs.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university with a major in accounting, finance, business or real estate; or
  • A juris doctorate from an accredited college or university; or
  • A bachelor's degree from an accredited college or university and one year of professional experience in real estate sales, real estate development, real estate management, real estate regulation, accounting, auditing, finance, business management or investigative work.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
