Reading Camp Information -Part I and II

The Law

The law states “Reading camp means an additional educational program outside of the instructional calendar provided by the local school administrative unit to (i) any third grade student who does not demonstrate reading proficiency and (ii) any first or second grade student who demonstrates reading comprehension below grade level as identified through administration of formative and diagnostic assessments in accordance with G.S. 115C-83.6.”G.S. 115C-83.6 refers to the formative, diagnostic assessment system that the State Board of Education provides to the LEAs which is mCLASS Reading 3D.

Camp Information

  1. All Third Grade Read to Achieve Camps will be held after the EOG for all students. Invitations will go out to parents/guardians after EOG. Students who have not demonstrated proficiency on the Reading EOG or Read to Achieve Test or qualified for a Good Cause Exemption are invited to camp. It is up to the parent/guardian on whether or not their child attends camp.
  2. All First and Second grade students will be invited to attend Reading Camp based on MOYDIBELS composite proficiency:

First Grade - Students with a DIBELS composite score of below or well below (red and yellow)

Second Grade - Students with a DIBELS composite score of below or well below (red and yellow)

For all tracks, students will be invited based on the Middle-of-Year DIBELS Composite score. First and second graders will attend camp together as we are redesigning a grades 1/2 combination camp. This is to maximize our teacher/student ratio in each classroom due to space and limited funding. First and second graders will attend camp during a different window of time than third graders due to building capacity.

Hiring Camp Teachers

  • The position will be posted centrally for each multi-track year round school by January 2017. Please let your HR Administrator know when all camp teachers are hired so the posting can be closed.
  • The job description can be found on the Principal Wiki. The position title is Teacher-Read to Achieve Reading Camp Teacher.
  • When hiring teachers for 1st/2nd grade camp, please consider the teachers experience with teaching foundational reading skills and working with beginning readers. Based on the law, teachers of camp should have demonstrated student outcomes in reading proficiency or an improvement of difficulties with reading development.
  • The dates for Read to Achieve Teachers can be listed as March 1-October 6 - the inclusive dates for training and all camp sessions- to give you and your teachers as much flexibility for coverage as possible.
  • Hiring current WCPSS teachers:

●Complete Read to Achieve HR Spreadsheet (posted on Principal Wiki under Read to Achieve) for your school’s RTA teachers. Please follow directions on spreadsheet.

●The spreadsheet needs to be emailed to Carole Daley (cdaley) when completed by the Principal or Assistant Principal (which will verify the school administrator’s approval).

●Each school will keep a copy of their own spreadsheet and HR will keep a copy.

●Additional spreadsheets only need to be submitted if there is a staffing change (deletion/addition to RTA staff) at your school. Once a teacher’s name has been submitted, it will remain active for all track out camps.

●YR Principals who plan to employ current teachers to teach the 1st/2nd grade camps, should complete the Read to Achieve Spreadsheet by the dates indicated below:

●February 9-Track 2

●March 13-Track 1

●The names of the teachers are required earlier than normal, because 1st/2nd grade camp dates fall on designated annual leave days for teachers. Academics will submit a waiver to HR on behalf of the teachers. Waivers will be submitted based on the hiring spreadsheet that principals submit to HR. The annual leave days will be moved to the teacher’s prior track out, which for tracks 3 & 4 fall in January.

2.Hiring teachers based on students confirmed to attend camp per track:

1 teacher for 1-20 students

2 teachers for 24-41 students

3 teachers for 44-60 students

4 teachers for 64-80 students

3.Camp teachers will need to keep timesheets. The principal will need to sign and give to the school’s Lead Secretary to key in on time following the Payroll Timesheet Dates. Funding will not be available in October and you will have to pay out of your school funds if the deadline is not met.

When Needing a Sub for a Camp Teacher

When you need to a sub to cover Read to Achieve camp, the camp teacher can go thru Aesop to get a sub but must say that it is for Read to Achieve Reading Camp. It will be responsibility of the IRT to provide the substitute with the link to the Read to Achieve Reading Camp Curriculum website. The sub will be paid as a substitute so they will not complete a timesheet. Please make sure the hired camp teacher does not include the day on their timesheet.

Camp Trainings for First/Second Grade Camp Teachers

Teachers may sign up in e-schools. We will have sub forms for WCPSS teachers at the training. Other hirers (retirees, substitutes) will add the training date to their timesheet to get paid for attending the half-day training. All camp teachers will receive a paid ½ day for planning.

OASIS PLUS

First/Second Grade Students.

From the drop down list, select the student that has confirmed attendance to camp and Add Student to Camp List. Most of the cells will be populated with student information including mCLASS data. At this time, someone with Oasis access must enter in student specific information including transportation method to camp. A copy of the completed student information form will need to be printed for camp teachers so that camp teachers will have student reading data and contact information.

If the student has a current IEP please document the requested information within the spreadsheet including exceptionality and whether the student is assigned to a regional program or has a BIP, special transportation, ESY, or a Special Assignment TA. You must contact SES if a translator, braillist, nurse, or other special support is required for the student to access instruction. District level departments, such as Transportation, Special Education Services, etc. will be planning for camp using the information from the spreadsheets. It is critical that the spreadsheets be updated and accurate.

Third Grade Students

All students who are invited to camp need to be documented within the 3rd Grade Good Cause Exemption Spreadsheet available in OASIS. Schools will be responsible for populating the Good Cause Exemption Spreadsheet. Student information should be ongoing and current. This is designed to help you keep track of what is happening with the current 3rd grade students and to identify which students to invite to camp. In addition, if the student has a current IEP please document the requested information within the spreadsheet including exceptionality and whether the student is assigned to a regional program or has a BIP, special transportation, ESY, or a Special Assignment TA. Tracking Student Attendance

The total number of days each student attended camp will need to be entered into OASIS.

Transportation

Transportation will be provided to the campers as is typically provided during school days.

Meals

1. Breakfast and lunch will be provided free for all campers.

2. Students will need to eat as a group and provide their name along with “Read to Achieve Camp”.

3. They will not use their own lunch number during the camp.

4. Students may bring a lunch from home or purchase extra items with cash during camp.

5. We will provide CNS the confirmed campers from Oasis spreadsheet two weeks prior to the start of each camp.

Camp Schedule

1. Students need Lunch and Recess each day.

2. If it fits into your school’s schedule to have the students join a special, then that will be fine just not a requirement or expectation.

Medical Plans

Ensure staff is prepared to provide medical interventions/medication to students attending camp. Please work with the school nurse to implement the plan. School administration should identify 4-5 staff members in case one or two are tracked out during camp (this would provide a minimum of 2 staff members trained).

Special Education

Special Education Services will not be providing RtA Special Education Support Teachers as they have in the past. SES is working on a plan for district support for Reading Camp Teachers similar to the support provided previously.

Portfolio Passages

Discuss with the IRT a plan for continuing the 3rd grade portfolio passages with those invited to camp that are still building a portfolio. It would be best if the camp teacher did not have to keep up with the passages. There is time scheduled in the camp day for the passages to be administered.
