CLASS TITLE:ENVIRONMENTAL SUPERVISOR I - SES

ALLOCATION FACTOR(S)

This is work supervising employees in professional environmental work. The employee(s) in this class may also perform advanced studies, research, application/project reviews, site inspections or surveys; conduct project and program evaluations and coordinate with the department and other state, or federal agencies or interstate groups; assist in the development and implementation of a statewide environmental program; assist in the accomplishment of the transportation environmental program in a division/district; or perform other comparable environmental work including data entry and analysis, training, laboratory work, ecosystem management, report writing or preparation of correspondence. The primary duty of the employee(s) in the positions(s) allocated to this class is to spend a major portion of the time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions.

  • Motivates employees to improve the quality and quantity of work performed.
  • Plans work loads, work flows, deadlines, work objectives and time utilization with employees.
  • Evaluates employees through establishing evaluation criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met.
  • Trains employees in methods for performing an effective and efficient job.
  • Communicates on a regular basis with employees both individually and in staff meetings.
  • Directs the work of employees to ensure best use of time and resources.
  • Prepares work schedules and conducts briefings.
  • Prepares permit conditions for environmental resource permitting projects.
  • Develops and/or implements management plans, programs and grants for public lands and environmental resources.
  • Prepares standard operating procedures for use in the operation of field and laboratory monitoring and support equipment.
  • Reviews permit applications; identifies environmental impacts associated with proposed activities; assists in the resolution of environmental issues; drafts proposed agency action.
  • Performs site inspections of regulated facilities to ensure compliance of regulations.
  • Initiates enforcement actions by drafting non-compliance and warning letters and assisting with other enforcement documents.
  • Makes recommendations on environmental aspects related to the design of transportation systems.
  • Coordinates transportation environmental research.
  • Coordinates with environmental agencies on matters relating to transportation projects.
  • Reviews federal and state environmental laws and regulations for their impact on transportation.
  • Prepares highway environmental permit application requests.
  • Obtains environmental permits for transportation projects.
  • Reviews designs of proposed facilities to determine compliance with the department rules and regulations.
  • Coordinates the department review and evaluation of proposed projects, activities and land use plans for consistency with department laws, regulations and ecosystem management goals; develops departmental position on these actions in consultation with appropriate offices and management.
  • Represents the department in meetings and negotiations with other state agencies, federal agencies, the Governor's Office, the State Clearinghouse, and other parties to resolve the departmental concerns with proposed activities, projects and land use plans.
  • Performs related work as required.
