CLASS TITLE:COMMUNITY ASSISTANCE SPECIALIST II

ALLOCATION FACTOR(S)

This is independent work providing coordination and technical assistance to local governments and community action agencies in the development and implementation of a wide range of human resource development, community development, housing, building construction, and energy conservation programs.

  • Coordinates the administration of state and federally funded grants.
  • Assesses local community development needs.
  • Provides technical assistance to local governments and coordinates the development and implementation of community development, comprehensive planning, financial management, and grants administration.
  • Designs training materials and programs.
  • Assists local agencies in developing grants for program funds.
  • Plans, participates, and coordinates conferences, workshops and seminars related to housing, community development, comprehensive planning, financial management, grants administration and community services.
  • Develops publications.
  • Evaluates housing construction proposals.
  • Serves on local and statewide committees to improve community development.
  • Inspects housing units.
  • Shares interpretations of state and federal rules, regulations, and policies relating to comprehensive planning and community programs.
  • Researches building codes.
  • Recommends approval of construction plans for manufacture.
  • Develops program strategies and coordinates work assignments of staff.
  • Maintains updated knowledge of recent development in human resource management, financial management and program development.
  • Coordinates and directs work of other employees.
  • Performs related work as required.

  • Knowledge of community development, building inspection, housing programs or social service work.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university and two years of professional experience in community or economic development or planning, building code administration or inspection, business or public administration or in social or community service work.
  • A master's degree from an accredited college or university in sociology, economics, community planning, social work, psychology, government, building or industrial construction, engineering or business or public administration can substitute for one year of the required experience.
  • Professional or paraprofessional experience as described above can substitute on a year-for-year basis for the required college education.
