1.Background

1.1 General

The distributor, as one of the aircraft parts provision loops, shall have an established quality system to assure the parts are acceptable for installation on civil aircrafts. The quality system shall address source control of aircraft parts, management of aircraft material certificate, proper storage and shipping of aircraft material and providing eligible material to the customer.

Civil Aviation Maintenance Association of China (herein referred as CAMAC), the civil aircraft parts accreditation and managerial organization accepted by Civil Aviation Administration of China (herein referred as CAAC), is responsible for evaluating the distributor’s quality system to assure CAAC regulatory requirements are complied with in aircraft material source control, material certificate management , material storage and shipping.

The distributor may establish quality system in accordance with this standard and make an application to CAMAC as per this procedure. CAMAC will organize qualified auditor to conduct evaluation, issue civil aircraft parts distributor certificate for the eligible distributor as well as publish related information. Air operators and maintenance organizations may purchase aircraft materials from the accredited distributors without further evaluation.

1.2 Related Reference Material

The information contained in this standard and procedure complements the documents listed below: CCAR 121.363, CCAR 145.22, AC121-58, CAAC document [2009] 19 <Comments on the questions of aircraft material management special action> and CAAC document [2010] 162 <Reply to the issues about civil aircraft parts distributor accreditation>.

1.3 Application

This standard and procedure are applicable to domestic and foreign/regional civil aircraft parts distributors who provide civil aircraft parts to air operators registered in China and maintenance organizations.

1.4  Definitions

(1)  Civil Aircraft Parts Distributor: Any person engaged in purchasing civil aircraft parts from civil aircraft manufacturer or parts manufacturer thereof, certificated maintenance organizations or other distributors, storing the material and then sale or lease the whole or partial material purchased to air operators. The maintenance organization will be considered as distributors in case he sales or leases civil aircraft parts to air operators.

(2)  Certified True Copy: An accurate duplication of a document that is certified as such by the distributor. The distributor certifies the duplication is an accurate and true copy by issuing the certified document (e.g. sign off or stamp on the copy)

(3)  Original Certified Statement: The statement received by the distributor from the party that provided the material to the distributor in accordance with Appendix 1---Aircraft Parts Certified Documentation and Identification Matrix, to certify the parts are eligible as requested by the authority.

(4)  Civil Aircraft Parts Distributor Quality System: The total network of administrative and technical data and detailed procedures required to maintain the product and parts thereof to specified airworthiness standards. In addition, refers to the distributor’s total network of administrative and detailed procedures implemented to ensure that the parts sold by the distributor satisfy the customer’s aviation quality requirements and, in particular, that the parts documentation accurately reflects the criteria identified in the purchase order.

(5)  Traceability: The ability via documentation or electronic means to track parts, and materials to the original manufacturer, other acceptable source requirements of the installer or acceptable source requirements outlined in Appendix 1.

1.5 Accreditation Principle

(1) Foreign or regional distributor shall be accredited and hold the certificate issued or accepted by the national/regional Civil Aviation Administration, for example, accredited as per the quality system standards outlined in FAA AC 00-56 or equivalent accreditation approved or accepted by the national/regional civil aviation authorities. CAMAC will perform document review of the distributor’s quality manual, accreditation certificate, business scope and related documents, arrange on-site evaluation where necessary and issue civil aircraft parts distributor certificate upon finding that the distributor complies with this standard.

(2)  For domestic distributors, CAMAC will perform document review of its quality manual, related documents and on-site evaluation, issue civil aircraft parts distributor certificate upon finding that the distributor complies with this standard.

1.6 Administrative Department

Civil Aircraft Parts Distributor Administration Office of CAMAC is responsible for editing and revising this standard and procedure, auditor administration, acceptance for application, organizing evaluation, issuance of certificate and information publication. Contact information is as following:

1.7 Accreditation period

Civil aircraft parts distributor accreditation period is not to exceed 24 months.

1.8 Auditor composition

The auditor composition is constituted by the quality auditors from air operators, maintenance organizations, civil aircraft parts administration staff and technical expert with airworthiness auditing experience employed by CAMAC.

1.9 Revision and issue

This standard and procedure are edited and revised by Distributor Administration Office of CAMAC and taken into effect after being approved by the Secretary General of CAMAC and reviewed by CAAC.

This standard and procedure are distributed by Distributor Administration Office of CAMAC.

2.Civil Aircraft Parts Distributor Accreditation Programs

2.1 Applicant

(1) The applicant shall be the corporate body, familiar with this standard and complies with the related stipulations in this standard.

(2) Foreign or regional distributor shall obtain valid international quality accreditation certificates (e.g. accredited as per the quality system standards outlined in FAA AC 00-56)

2.2 The distributor shall submit the following application documents:

(1) <Application for Issue of Civil Aircraft Parts Distributor Certificate> (see Attachment 1)

(2) Copies of valid business registration document and business license issued by national/regional government administrative agency (copies with company stamp)

(3) Company broche, including organization chart, personnel, business location, contact information, material storage location and facility, approval or accreditation, brief introduction of business scope

(4) Company current quality manual, see paragraph 3.1 for details

(5) Foreign or regional distributor shall obtain valid international quality accreditation certificates (e.g accredited as per the quality system standards outlined in FAA AC 00-56) (copies with company stamp)

(6) It is recommended providing Material Provision Capability List, which includes material nomenclature, part number, material type, applicable aircraft type, major supplier and major customer etc.

(7) Other documents required by CAMAC as required.

2.3 Application acceptance department

2.4 Acceptance

Notification of acceptance for application> will be issued to applicant after CAMAC has received the complete application documents provided by the applicant and found acceptable.

2.5 Organizing evaluation

(1) The evaluation group is organized by Distributor Administration Office, which is composed of qualified auditors;

(2) The evaluation group establishes evaluation plan and conducts evaluation in accordance with evaluation criteria;

(3) After evaluation, evaluation group submits auditing documents and auditing conclusion to the Distributor Administration Office;

(4) Distributor Administration Office reviews evaluation documents

2.6 Certificate issue and information publication

CAMAC will issue Civil Aircraft Parts Distributor Certificate for eligible distributors and publish the evaluation result.

2.7 Distributor material provision capability introduction

It is recommended that distributor provide his own <Material Provision Capability List> (including material nomenclature, part number, material type, applicable aircraft type, major supplier and major customer etc.), so that the customer could fully identify distributor’s material provision capability and enquiry related material information. CAMAC will publish distributor list for those distributors with <Civil Aircraft Parts Distributor Certificate>, as well as publish <Material Provision Capability List>. This capability list shall be edited and updated by individual distributor himself.

2.8 Duration of certificate

Civil Aircraft Parts Distributor Certificate remains valid for two years. The distributor shall apply for renewal to CAMAC three months before the certificate is due.

2.9 Changing application by the distributor

The changing application shall be made by the distributor to CAMAC in written form 60 days before changing corporation, distributor’s name, address, business scope, housing/facility, major management personnel, organization structure and quality manual. The written documents for changing shall include: application form, changing documents and supportive material showing compliance. CAMAC reviews the application, verifies the effectiveness of <Civil Aircraft Parts Distributor Certificate>, organizes evaluation where necessary, changes distributor’s certificate and publishes information.

2.10 Suspension and revoking of distributor’s certificate

If the following circumstances occur for the accredited distributors, CAMAC will suspend or revoke on condition the distributor’s certificate and publish the result.

(1)  CAMAC will suspend distributor’s certificate upon finding that type of parts sold to the customer falls beyond the type of parts identified in Civil Aircraft Parts Distributor Certificate;

(2)  CAMAC will suspend distributor’s certificate upon finding that significant changes have been taken in the distributor’s name, accountable manager, address, storage environment and location, but the application for changing has not been made as prescribed in this standard;

(3)  CAMAC will suspend distributor’s certificate upon finding that paragraph 3.3 is not followed by the distributor---material storage condition is seriously against civil aircraft parts storage requirements;

(4)  CAMAC will suspend distributor’s certificate upon finding that paragraph 3.4 is not followed by the distributor---unauthorized personnel performs material receiving inspection and shipping inspection;

(5)  CAMAC will suspend distributor’s certificate upon finding that paragraph 3.5 is not followed by the distributor---relevant certificates of the parts purchased are not traceable and the non-conforming material are not adequately segregated;

(6)  CAMAC will suspend distributor’s certificate upon finding that paragraph 3.7 and 3.13 are not followed to perform inspection in accordance with receiving inspection procedure and shipping inspection procedure;

(7)  CAMAC will suspend distributor’s certificate upon finding that paragraph 3.10 is not followed to effectively control life-limited parts and scrapped parts;

(8)  CAMAC will suspend distributor’s certificate upon finding that paragraph 3.11 is not followed by the distributor to purchase and sold the material without certificates or with invalid certificates;

(9)  CAMAC will revoke distributor’s certificate upon finding that the distributor still have business and advertisement under the certificate’s privilege in case the distributor’s certificate has been suspended;

(10)  CAMAC will revoke distributor’s certificate upon finding that the distributor has falsification operation or engaged in aviation material distribution activities under the circumstance that clearly understand this standard could not be fulfilled.

The distributor may take corrective actions to the discrepancies against this standard during suspension period and submit the corrective actions to CAMAC, the distributor’s certificate may be relieved upon finding that those actions are acceptable. CAMAC will revoke the distributor’s certificate if distributor fails to take corrective actions to the discrepancies or corrective actions have not been submitted to CAMAC after the suspension period is due.

2.11 Evaluation fees

The applicant shall deposit the evaluation fee to the designated bank account within 10 days after receiving <Notification of acceptance for application> (Attachment 2). CAMAC will organize evaluation group to evaluate the applicant after receiving evaluation fee. 3. Distributor Accreditation Evaluation Standard

3.1 Quality System and Quality Manual

(1) The distributor shall have an established quality system adequate to assure a quality product that complies with regulatory requirements and customer specification, such a quality system shall cover all quality elements required in this standard. CAMAC accredited distributors must address each and every element of this standard in its quality manual. The quality manual shall detail all relevant administrative stipulations and operational procedures.

(2) The quality manual and related documents should be kept current and readily available to employees, customers and authorities.

(3) Domestic distributor’s quality manual shall be prepared at least in Chinese, foreign or regional distributors may adopt Chinese or English in their quality manuals.

(4) The distributor should revise its quality manual and related supporting documents to accurately reflect any significant change in tis quality system. The distributor shall notify CAMAC, in writing, of any significant changes to its quality system and receive written notification of the acceptance of the change prior to implementation.

(5) The quality manual shall include, but not limited to a detailed description of:

1) An organizational chart, in which should show the relationship of quality control department to the rest departments,

2) Description of personnel duties and responsibilities,

3) The distribution and revision control system for quality manual, related supporting documents and other technical data,

4) The record keeping system,

5) Personnel qualification, training requirements and authorization,

6) How shelf life-limited parts and products will be controlled (if applicable),

7) How incoming discrepant parts will be controlled (if applicable),

8) Receiving inspection procedures,

9) Tool and test equipment calibration program (if applicable),

10) The storage facilities and applicable specifications,

11) The parts identification and identification administrative system,

12) The environmental controls used (as appropriate),

13) The system employed to control inspection stamps (if applicable),

14) Technical data management,

15) Quality system self-audit/evaluation program,

16) Supplier evaluation and management, including supplier list.

3.2 Quality system self-audit/evaluation programs

(1) The distributor shall have in place a self-audit/evaluation program to insure that the Standard has been implemented and that the quality system as adopted continues to meet regulatory and customer’s requirements. The self-audit/evaluation shall be conducted as per established procedure and checklist, as well as be conducted, at a minimum, on an annual basis. The program shall provide close-loop feedback for continuous quality improvement. The distributor shall perform the self-audit/evaluation in accordance with written procedures and checklists that determine the effectiveness of the quality system. Audit program shall be documented, including the frequency of the audit, audit criteria and audit records (including auditor, audit date and corrective actions to the discrepancies).
