How the Development Review Process Works

The Development Review Committee (DRC) is made up of professional architects chaired by the Deputy Zoning Administrator, who review proposed large and small planning applications. The DRC reviews proposed projects to determine whether they are in accordance with the General Plan, specific plans, the Zoning Ordinance and other City Code requirements and will be compatible with the site and surrounding developments to ensure the orderly and harmonious growth of the City.

In reviewing projects to determine whether they are compatible with the site, the DRC evaluates existing site conditions including, but not limited to, the location of existing trees and structures and environmental conditions such as the existence of wildlife habitat, toxics, etc., to determine how best to site a project. To determine if a project will be compatible with surrounding developments, the DRC evaluates the siting of the project as it relates to the character of the neighborhood context and the street, the massing of the building structure, and the architectural style and detailing. The DRC takes a proactive, handson approach to find appropriate design solutions to create the best possible project for the site.

Formal Development Review

The DRC is the approval body for most applications, and for those requiring a Conditional Use Permit, Variance, Planned Unit Development or Planned Community Permit, the Committee makes recommendations to the Zoning Administrator regarding the site plan and architecture of the proposed projects.

At the hearing, the applicant will be asked to make a brief presentation on the proposal. Comments from the public shall be heard after the architect's presentation and prior to the Committee taking action or making a recommendation. The decisions of the Committee are final unless appealed to the City Council by filing an appeal with the City Clerk within 10calendar days of the date of findings. No building permits shall be issued during this 10day appeal period.

Informal Development Review

The purpose of the informal Development Review is to provide applicants direction regarding the site plan and architectural design of preliminary proposals prior to formal submittal to help expedite the formal review process. However, proposals are not reviewed in detail for code compliance or distributed to other departments for their comment, which could affect the final design of the project. Preliminary proposals may be prepared on trace and should be submitted one week prior to the scheduled Development Review meeting date. Informal items are generally reviewed between 12:00noon and 2:00p.m., and no formal action is taken at this meeting.

Site Plan and Architectural Design of new 250,000square foot medical facility for the Palo Alto Medical Foundation/Camino Medical Group. The proposed use would include office and exam rooms and urgent care center, laboratory and radiology services and outpatient surgery center, pharmacy, administrative offices, conference facilities and staff food services. The project site is 9.66acres and is the location of the vacant Emporium building. The property is located at the southwest corner of El Camino Real East and The Americana in the Americana Precise Plan area.

Request Site Plan and Architectural Review of a 12unit apartment complex on a 25,529square foot lot. A single-family residence and duplex exist on the site. The property is located on the west side of Tyrella Avenue, north of Gladys Avenue and south of East Middlefield Road, in the Multi-Family Residential (R31)Zoning District.

Request for Zoning Administrator and Development Review approval for the following permits: (1)a Variance permit to demolish an existing 570square foot (34'wide by 5'deep) porch that encroaches 10'6"to 16"into an irregular-shaped front yard area and construct a 66square foot (10'11"wide by 5'deep) porch that would encroach 12'to 14'where an architectural projection of 6'into a front yard setback area is allowed. The existing single-family residence encroaches 5'6"to 11'(approximately 276square feet) into the front yard area; (2)a Minor Floor Area Ratio Exception Permit to construct an additional 75square feet as part of a 1,138square foot addition to an existing 1,284square foot residence for a total of 2,422square feet where 2,346.75square feet is allowed; and (3)a Side Yard Setback Encroachment Permit to allow a 15square foot encroachment into a required second-floor side yard setback. Request for Development Review approval and a Heritage Tree Removal Permit to demolish an existing 51,000square foot, two-story office building and construct six new one-story office condominium buildings totaling 45,324square feet on a 2.97acre lot and remove three Heritage trees. The property is located on the east side of Clyde Avenue, between Maude Avenue and Fairchild Drive, in the Limited Industrial (ML)Zoning District.
