CITY COUNCIL MEETING MINUTES
Regular Meeting – December 11, 2013 – 6:30 p.m.

REPORTS:
Mayor: Olita Johnston
.Mayor Johnston explained Councilmember Ray’s term of office is actually two years rather than four years since he is completing Gary Mallon’s term. The County Elections office misdirected the City during the election process. The State Elections authority said the City can correct the error with a motion to correct the stated four year term to a two year term. Councilmember Lindsay moved to correct B. Ray’s term of office to two years. Councilmember Hatfield seconded the motion. Roll call: Ray, aye; Lindsay, aye; Hatfield, aye. Motion carried. The City Clerk will contact the county with the term of office change from four years to two years.

.Mayor Johnston said she had received a letter of resignation from Councilmember Lefebvre dated December 1, 2013 and received by the City on December 10, 2013. The effective date of the resignation is December 1,2013. See attached. Councilmember Lindsay moved to acceptMr. Lefebvre’s letter of resignation. Councilmember Hatfield seconded the motion. Roll call: B. Ray, aye; Lindsay, aye; Hatfield, aye. Motion carried. The term of office for a replacement council member would be two years.
Treasurer: Ryan Miller
Treasurer’s Report and Disbursements
.Miller asked council to think about putting undesignated bank account funds into a CD. He said it is a legal way to handle them.
.Treasurer’s Report and Disbursements are basically unremarkable. Councilmember Hatfield moved to approve the Treasurer’s Report and Disbursements. Councilmember Lindsay seconded the motion. Roll call: B. Ray, aye; Lindsay, aye; Hatfield, aye. Motion carried.
Attorney: William Appleton
.Hauser Rod and Gun Club: There are two gun club matters. A Gun Club Appeal has been received. The brief from the City is due by 12/30/13 and Appleton said he is working on it.
The “status conference” is scheduled for today. A trial date will be set in two weeks. Councilmember B. Ray asked if the ACI agreement is amended to a new agreement, won’t the requested fees still be on the books. Appleton responded that the lawsuit itself is difficult to grasp, and the County thinks it is moot. Further explanations ensued.
Councilmembers:
Claire Hatfield, Panhandle Area Council – RC&D Liaison
.RC&D is now housed in the PAC building. G. Cook is the acting director for the next six months at no salary. RC&D can get out of its lease in December rather than next June.
.Regarding the Waterford Trail Agreement, Hatfield reported that the attorney has not responded to her call.
.PAC Fees will go up in 2014.
Rodney Lindsay, City Hall Buildings and Grounds
.The outside security light was inadvertently hooked to the sprinkler timer so Lindsay said he would contact the sprinkler company to correct the situation.
Bill Ray, Public Works: Streets and Roads
.B. Ray said he had nothing to report. Mayor Johnston said she would like to have a stronger light placed at Hwy 53 and Hauser Lake Road and have the pole on the lake side of the road rather than across Hwy. 53.
Code Administration/Enforcement & Hauser Rinse Station: Cindy Espe
.Espe reminded Council that there is no Hauser Daze Chair yet. She asked that if there are any suggestions for the position to let her know as soon as possible.
COUNCIL COMMENTS:
.Hatfield asked the City to barricade the Codding road because it is becoming a “lover’s lane”. Espe said she would contact Brad Ziel to see about red tag possibilities, or call the sheriff.
.Mayor Johnston asked Espe if there were any P&Z member prospects. Espe said the word is out and the current members are in the recruiting mode.
.Mayor Johnston said she had received a letter from Kootenai County asking if the City of Hauser wanted to take over the management of the park. Councilmember B. Ray and R. Lindsay said they would do some research on the possibilities.
.Mayor Johnston said that at the 5/8/13 council meeting, council decided on a “capital reserve fund.” Miller said he would check with the Auditor regarding requirements to do this.
PUBLIC COMMENTS:
