POSITION VACANCY: DEPUTY TREASURER

GENERAL DESCRIPTION OF CLASS

This position is responsible for directing the activities of treasury accounting functions to ensure compliance with State statutes and regulations. This position is also responsible for directing the distribution of tax collections, fees, fines and special funds; maintaining debt service records; administering the release of information utilized for the issuance of bonds and assisting the treasurer with the investment of funds. This position is responsible for liaison between the Treasury and Finance Departments.

Annually reviews general ledger accounts, makes corrections, determines prior year balances and reports tax and debt service information to millage agencies and municipalities. Prepares abstract and annual settlement reports for Comptroller General's office. Coordinates with budget manager and auditor in revenue forecasting, carry over projections and millage calculations for the county operating budget. Annually assists the outside auditors with year end general ledger reports and other accounting reports relevant to the annual audit. Assists in the transfer of general ledger information to the Finance general ledger.

This position reports to the County Treasurer under general supervision. Reporting to this position is an Accounts Receivable Supervisor, Cash Coordinator, Special Collections Coordinator and several Account Specialists. This position regularly interacts with other department directors, supervisors and staff, outside agencies, the general public and co-workers. This position may be required to perform special projects as assigned by immediate supervisors or other management personnel.

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.

Regularly responsible for directing and monitoring the accounting functions of the treasurer's office to ensure that governmentally approved accounting standards are followed.

Regularly monitors investments to insure investment policies and State statutes are being followed and assists the treasurer in investing funds to include debt service, bond proceeds and other monies.

Regularly prepares and presents documentation for the issuance of debt for agencies and schools to ensure that proper documentation and State statues are observed and followed.

Regularly manages unclaimed funds/tax sale excess and after five years the escheatment of these monies to the proper accounts to insure that County assets are accounted for per Federal/State statutes.

Regularly remits fees to the Department of Public Safety and tracks and maintains files on fee-in-lieu companies to account for and preserve monies/revenues given to the County.

Monthly apportions taxes as specified by Federal/State/County statues and pays agencies with these funds to maintain the ability of these agencies to perform

EDUCATION:

This position requires a bachelor's Degree in Accounting or closely related field with 4 to 6 years accounting experience, preferably in the governmental area. A master’s degree or CPA is strongly preferred.

COMPENSATION

$65,000 or more based on qualifications and experience.
