City of Colman Board of Equalization MeetingMarch 18, 2013

City of Colman equalization board meeting was called to order by Mayor Gloria Van Duyn at 6:00 pm on Monday, March 18, 2013 at ColmanCity Hall. Council members present: Bill Thompson, Dan Doyle, Scott Shafer, Bob Rolfson, Jeff Fritz, and Russ May. Also present: Finance Officer, Michael Hauglid. Those present for all or some of the meeting: Dave Burwitz from Clark Engineering, Darold Rounds representing the school board, Jim Thompson, Sr., and City Attorney Jay Liebel.

0006 – Lot 2 EXC W-270’ Block 2, Parcel No. 22.06.02.03 Robert Clark, property value was too high considering the building. Discussion held. The Equalization board declined to reassess the property due to lack of differences between similar properties.

0020 15 Lots 15-16, Parcel No. 22.20.01.15C1. James & Rosemary Thompson, property value was too high considering other houses in the city. Discussion was held. A motion was made by Rolfson and seconded by Shafer to lower Thompson’s home and land assessed value to $310,000. Motion carried.

No other valuation requests were given.

A motion was made by Fritz and seconded by Rolfson to adjourn the equalization meeting at 6:56 pm.

The City of Colman special meeting was called to order by Mayor Gloria Van Duyn at 6:56 pm.

The bid date for the water meter replacement project was discussed. A motion was made by Fritz and seconded by Shafer to publish on March 27th and April 3rd and set the bid date for Thursday, April 18, 2013 at 11:00 AM for the water meter replacement project. Motion carried.

Food service certification for Sunrise Ridge Golf Course was discussed. Fritz informed the council that the city will have food certification for 5 years and its $140 to take the class and Fritz would attend the class. A motion was made by May and seconded by Shafer to have Fritz take the class on March 27th in Brookings. Thompson, Doyle, May, Shafer, and Rolfson voted “yay”. Fritz abstained. Motion carried.

A motion was made by Shafer and seconded by Thompson to go into executive session at 7:35 pm to discuss legal matters. Motion carried.

Regular session resumed at 8:25 pm.

The Rescue Church Egg Drop was discussed.

Putting out bids for the ballfield concession stand was discussed. Bids will be published in the paper and accepted at city hall.

The court date regarding Rod Keller’s nuisance property at 116 S Main will take place on March 25th.

DENR’s meeting on March 27th in Pierre regarding Phase II & III of the water-sewer project was discussed.

A motion was made by Doyle and seconded by Fritz to adjourn at 8:49 pm. Motion carried.
