1. JOB PURPOSE
a)To act as the main professional advisor and coordinator for Health, Safety and Wellbeing issues, working closely with the Director of Estates and Infrastructure,in developing the strategic direction and related objectives, to support and enable the College strategic planning. To be responsible for ensuring policies and procedures are compliant with legislation.
b)To lead and develop the Health and Safety team to deliver the College Health Safety and Wellbeing agenda. To provide an effective and efficient service to all College users and to positively influence the Health Safety and Wellbeing across the whole College provision.
c)To be responsible for continually reviewing and assessing Health and Safety performance across the College provision, auditing, making recommendations where appropriate, advising and implementing changes to practice as may be required to ensure legal compliance and professional best practice.
d)Take a lead role in developing a strong, credible and robust Health and Safety culture with high level of performance.
e)To prepare the Annual Health Safety and Wellbeing Report for Governance
2.PRINCIPAL ACCOUNTABILITIES
a)To be professionally responsible for leading Health and Safety and Health Safety team across the College provision.
b)design and implement a safety management system that meets the requirements and ethos of HSE guidance and in particular HSG 65.
c)To manage health & safety and fire safety within the College by creating and maintaining close working relationships with the key stakeholders in the organisation. To provide technical leadership for the College's health, safety and fire safety responsibilities covering staff, students and visitors, defining the direction and prioritising the key areas for improvement.
d)write clear operating policies, procedures and guidance, training materials, manuals and other documentation, which are fully comprehensible to a range of staff, support the College's needs and meet legislative requirements.
e)manage and monitor all health, safety and environmental standards identifying areas for improvement and appropriate solutions. Assist in promoting environmental and sustainable issues and play an active part in committees.
f)follow up areas of non-compliance and ensure that they are resolved effectively.
g)work with line managers to improve safety performance; and where appropriate assist in developing and implementing new safety practices and procedures.
h)advise the Strategic Leadership Team and appropriate managers on legislative changes, interpreting the changes and update policies and guidance as appropriate; ensuring these are delivered into working practice so that the organisation is compliant with the current legislation.
i)Plan and coordinate inspections and audits across all areas of provision and business support, including contractor or service provider activities; to ensure compliance with college policy, legal and best practice.
j)develop and undertake risk assessments, monitor and advise others on risk assessments, maintain a database of risk records and ensure as far is reasonably practicable College compliance to risk assess.
k)Liaise with Strategic Leaders to identify those managers who need to produce Health and Safety Action Plans and agree the relevant content. Ensure that progress according to the agreed timescale is being monitored.
l)write reports on accidents and incidents as required; commission reports and ensure reports are produced; coordinate investigations, compile reports, documentation and analyse statistics; maintain a database of accidents and incidents as required
m)appropriate and timely liaison with the HSE, Fire and Rescue Service and other relevant statutory and/or enforcing authorities, insurance officers and legal advisors Actively develop a close working relationship with these statutory and advisory authorities.
n)Drive H & S initiatives throughout the organisation to increase knowledge and awareness.
o)Achieve and maintain a good working relationship with local TradesUnion H& S representatives and undertake collaborative working. Coordinate Health and Safety Committee meetings termly and compliance with
p)The production and maintenance of Fire Risk Assessments for all College occupied premises.
q)The co-ordination and monitoring of the First aid provision within the College.
r)identify and provide training as required on health and safety matters and in conjunction with the Director of Human Resources and Organisational Development.
s)work with the Director of Human Resources and Organisational Development to develop and implement H & S competencies for all levels of staff across the College; assisting Workforce Development in the maintenance of central training records
t)The identification of staff requiring Occupational Health surveillance and, in conjunction with the Director of Human Resources and Organisational Development arrange for its implementation
u)ensure that continuing professional development is maintained commensurate to the post and relevant to the training delivery requirements within the role.
v)Reflect critically and professionally on your achievements and performance at a bi-annual review and where further improvement or development would benefit the position in line with College policy and procedure..
w)undertake such other duties as may reasonably be required of you commensurate with your general level of responsibility at your initial place of work or at another of the College’s sites.

3.GENERAL
The Health and Safety Manager is the appointed Competent Person under Regulation 7(1) of the Management of Health an safety at Work Regulations 1999 (as amended).
The Health and Safety Manager is the either the Competent Person or manages the Competent Person as required under Regulation 18(1) of theRegulatory Reform (Fire Safety) Order 2005.

4.SPECIAL CONDITIONS
This job entails extensive travel throughout the City Of Bristol and South Gloucestershire, and some college sites, partnership locations and community venues are poorly serviced by public transport, therefore in order to carry out your work in a timely and efficient fashion you are required to have access to a motor vehicle and possess a valid driving licence.
Will need to attend college during evenings for meetings, carry out inspections or emergency drills and as part of the Duty Manager rota.
Must have/obtain enhanced DBS Clearance.
