SPECIAL CITY COUNCIL MEETING

WEDNESDAY, AUGUST 7, 2013 9:00 P.M.

CALL TO ORDER

Vice Mayor Gaylord called the meeting to order at 9:00 P.M.

ROLL CALL

Members present: Councilmembers Gaylord, Huisman, Erichsrud and Brod were present Mayor Scholtes, Councilmembers Haase and Gartzke were excused. Staff members present: City Administrator Kathy Bailey.

DETERMINATION OF A QUORUM

Quorum present.

NEW BUSINESS

City Administrator Kathy Bailey presented the information with regard to the General Obligations Bonds, Series 2013B and Resolution 13-25 accepting the proposed sale of those bonds. Bailey explained that each councilmember also received a copy of the 5 different bidders who bid on our bonds.

The low bidder was at 2.9743% interest is Piper Jaffrey and Company. The actual bond payment sheets were provided with the actual principal and interest payment schedule. Bailey explained that the second part of the financing was for the equipment and playground equipment.

Huisman asked if one resolution covers both parts of the bond. Bailey responded “Yes” both the issuance under one sale. Huisman questioned when under Piper Jaffrey it’s divided up into the different years why are all the years listed. Bailey explained that is how Piper Jaffrey plans to sell those segments to their investors. The year 2025 is where we would be able to buy out the bonds early. Huisman asked if the 2.9743 is an average percentage. Bailey responded “Yes” but if we were to buy out the bonds early in 2025 the highest would be 3%.

Motion by Huisman, second by Erichsrud adopting Resolution 13-27 authorizing the issuance and awarding the sale of $1,800,000.00 General Obligation Bonds, Series 2013B providing for the issuance and pledging the security thereof for the special assessments and the levying of taxes. Roll call vote was taken;
