E.01.Report of Disposal of Reserve Land Pursuant to Section 674 and 675 of the Municipal Government Act (as amended) North of 107 Avenue, West of 182 Street.

There were no persons present to speak to the passing of the Resolution.

L.BYLAWS

Deputy Mayor Mason asked whether there was any objection to Bylaw Nos. 11150 and 11151 being dealt with together. No one objected.

L.1.a.Bylaw No. 11150 - To Amend Bylaw No. 5739, as amended, being the Edmonton North Area Structure Plan, through an amendment to the Belle Rive Neighbourhood Structure Plan; for a site located south of 160 Avenue and east of 84 Street, Belle Rive.

PURPOSE

To redesignate a 1.39 ha parcel of land from medium-density residential development to low-density residential development.

L.1.b.Bylaw No. 11151 - To Amend the Land Use Bylaw from RF5 (Row Housing) District RPL (Planned Lot Residential) District; for a site located south of 160 Avenue and east of 84 Street, Belle Rive.

PURPOSE

To allow the development of single-detached residential dwellings on small lots.

J. Andrew, representing the I.D. Group Inc., was in attendance to speak in favour of the passing of Bylaw Nos. 11150 and 11151.

L.1.c.Bylaw No. 11171 - To Amend the Land Use Bylaw from IM (Medium Industrial) District to DC5 (Site Specific Development Control) District; located at 12011 - 111 Avenue, Queen Mary Park.

PURPOSE

To allow industrial business uses on the site with the addition of Funeral Services as a use, with site specific development controls.

C. McNutt, representing IMC Consulting Group Inc., was in attendance to speak in favour of the passing of Bylaw No. 11171.

L.1.d.Bylaw No. 11182 - To Amend the Land Use Bylaw from CSC (Shopping Centre) District to DC5 (Site Specific Development Control) District; for a site located at 4404 - 66 Street, Michael's Park, Mill Woods.

PURPOSE

To allow general business uses as well as a Vehicle Body Repair and Paint Shop, which is accessory to an Automotive and Minor Recreational Vehicle Sales/Rentals use on the site, with site specific development controls.

S. Inglis, representing Henderson Inglis Architects, was in attendance to speak in favour of the passing of Bylaw No. 11182.

L.1.e.Bylaw No. 11187 - To Amend the Land Use Bylaw from CNC (Neighbourhood Convenience Commercial) District to CB1 (Low Intensity Business) District; for a site located at 10664 - 156 Street, Britannia Youngstown.

PURPOSE

To expand the variety and scope of commercial uses on the site and thereby allow the applicant the opportunity to develop a minor alcohol sales outlet.

J. Tang and A. Morgulis were in attendance to speak in favour of the passing of Bylaw No. 11187.

L.1.f.Bylaw No. 11189 - To Amend the Land Use Bylaw from IM (Medium Industrial) District to CB2 (General Business) District; for Lots B and D, Block 195, Plan 1276 HW and Lot G, Block 195, Plan 2970 HW; for a site located at 11635 -120 Street, Prince Rupert.

PURPOSE

To allow a wide range of commercial uses on the site, including the opportunity for the stated intent of the applicant to develop a Major Amusement Establishment (Casino), a permitted use in the CB2 District.

J.A. Bryan, representing Kasian Kennedy Architecture Interior Design and Planning Incorporated, was in attendance to speak in favour of the passing of Bylaw No. 11189.

Members of Council requested that Bylaw Nos. 11150, 11151, 11182 and 11189 be exempted for debate.

L.1.g.Bylaw No. 11185 - To Amend Bylaw No. 9076, as amended, being the Edmonton Municipal Development Plan; for a site located at 16003 Meridian Street NE, Rural Northeast South Sturgeon.

PURPOSE

To change the designation from Agricultural and Environmental RDA to Suburban for the subject site.

L.2.a.Bylaw No. 11100 -To Amend the Land Use Bylaw from AG (Agricultural) District (M. D. of Sturgeon) to DC5 (Site Specific Development Control) District; for a site located south of 167 Avenue and east of Meridian Street, Rural Northeast South Sturgeon.

PURPOSE

To accommodate development of single-detached residential dwellings in the area adjacent to the top-of-the-bank for the North Saskatchewan River Valley.

K. MacKenzie, MacKenzie Associates; G. Blackburn; W. Bokenfohr, J. McManus; T. Young (in favour); and M. Athanasopoulos, H. Voogd, and J. Visser, TOP SOIL. (in opposition) were in attendance to speak to the passing of Bylaw Nos. 11185 and 11100.

L.1.h.Bylaw No. 11126 - To Close Portions of 110 Street and 103 Avenue in Plan B; located west of 109 Street and south of 104 Avenue, Downtown.

PURPOSE

Once closed, the area will facilitate a civic space corridor running from Jasper Avenue and just beyond 103 Avenue keeping with the Council-approved CP Downtown Lands Master Plan.

F. Vaillancourt was in attendance to speak in favour of the passing of Bylaw No. 11126.

L.1.g.Bylaw No. 11185 - to amend Bylaw No. 9076, as amended, being the Edmonton Municipal Development Plan; for a site located at 16003 Meridian Street NE, Rural Northeast South Sturgeon.

L.2.a.Bylaw No. 11100 -To Amend the Land Use Bylaw from AG (Agricultural) District (M. D. of Sturgeon) to DC5 (Site Specific Development Control) District; for a site located south of 167 Avenue and east of Meridian Street, Rural Northeast South Sturgeon.

G. Blackburn made a presentation, submitted a petition containing 312 signatures in favour of the passing of Bylaw Nos. 11185 and 11100 and answered Council's questions.

M. Athanasopoulos made a presentation, submitted a petition containing 84 signatures in opposition to the passing of Bylaw Nos. 11185 and 11100, and answered Council's questions.
