APPLICATION FOR APPOINTMENT OF INTERNAL MODERATORS, CHIEF EXAMINERS AND EXAMINERS FOR THE NATIONAL SENIOR CERTIFICATE (NSC)

  1. INTRODUCTION

1.1The National Curriculum Statements for the further education and training (FET) band have been implemented in Grade 10 in 2006, and the first National Senior Certificate Examination for Grade 12 will take place in 2008.

1.2The National Department of Education (DoE) will be responsible for the setting of examination question papers in November each year. In 2008 exemplar papers for Grade 12 will be given to schools, as the case was with Grade 10 in 2006 and Grade 11 in 2007.

1.3As mid-year examinations in grades 10, 11 and 12 are compulsory and part of the CASS mark, the Gauteng Department of Education (GDE) has decided that preparatory examination papers for Grade 12 will be set in some subjects and given to schools. A provincial timetable will have to be followed.

1.4This programme could in future be extended and some common papers could be made available in future to Grades 10 and 11 in the same format, if required.

1.5To be able to provide such papers the Examinations and Assessment Directorate has to appoint examination panels to perform this function.

1.6The examination panel will also form the core of the senior marking team during the marking process and be part of the selection panel for the selection of marking officials.

2.LEGISLATIVE FRAMEWORK

2.1South African Schools Act, 1996 (Act no. 84 of 1996): Regulations for the Conduct, Administration and Management of Assessment for the Senior Certificate as published in Government Gazette, Volume 484, No. 28156 of 21 October 2005.

2.2The National Policy Education Act, 1996 (Act. no. 27 of 1996) and the South African Schools Act, 1996 (Act no. 84 of 1996) as amended by national policy regarding further education and training programmes: Approval of the Draft Policy document, National Policy on the Conduct, Administration and Management of the Assessment of the Senior Certificate as National Education Policy as published in Government Gazette, Volume 471, No. 26789 of 17 September 2004.

2.3Personnel Administration Measures (PAM) determined by the Minister of Education in terms of the Employment of Educators Act (Act no.76 of 1998) and the regulations made in terms of the Act (Chapter E).

3.APPLICANTS

3.1Subject experts (i.e. educators, subject advisors, curriculum developers, examiners and moderators) with the necessary knowledge, skills and experience in the field of assessment in the FET band are invited to apply to serve on a panel of examiners and internal moderators for the following subjects:

3.2Non-official Second Additional Languages, i.e. French, Portuguese, Hindi, etc. will be handled by the IEB.

3.3This circular is not applicable to LSEN schools. If required, appointments of examiners will be handled separately.

4.REQUIREMENTS

The following criteria will be used in order to appoint the respective examination panels:

4.1Academic Qualifications

4.1.1An acknowledged B degree (or higher) and a teacher’s diploma, or a four year teacher’s diploma, or a national technical diploma.

4.1.2The relevant subject must have been studied at least on the equivalent level of a third year course at a university.

4.2Experience

4.2.1Knowledge of the National Curriculum Statements for the FET band, and outcomes-based assessment will be a prerequisite.

4.2.2Extensive knowledge and experience of teaching, learning and assessment at the FET level. Afacilitator at FET level must have attended all relevant OBE / NCS training and / or, taught the NCS within the last three (3) years.

4.2.3Experience as an internal moderator/ examiner/ chief marker / senior marker could be an advantage.

5.DUTIES AND OBLIGATIONS

5.1Internal Moderator

  • Adhere to security and confidentiality measures.
  • Provide an objective and critical review of the question papers in terms of coverage of the syllabus and the overall standard.
  • Undergo a training programme.
  • Moderate draft question papers and memoranda.
  • Verify syllabus content, standards and clarity of questions.
  • Submit a report to the chief examiner.
  • Submit a report with the submission of the papers.
  • Moderate standards in subjects with a practical component.
  • Liaise with the relevant chief examiners.
  • Act as a convenor of the selection panel for the selection of marking officials.
  • Moderate the standard of marking of the relevant subject in the marking centres.
  • Represent the department at memorandum discussions and other discussions with Umalusi.
  • Adhere to all contractual obligations with the Gauteng Department of Education.
  • Compile a report (with the chief examiner) after moderating the examination scripts. These are used by Umalusi at the standardisation meetings.
  • Compile a relevant report to be distribute to schools in the following year. The subject report is intended to offer both commentary and guidelines, which will assist educators in efforts to prepare learners for the final examination.
  • Attend examiners' information meetings and training sessions as required on instruction from the Examinations and Assessment Directorate.
  • Attend and chair meetings with educators (Roadshows) if and when required.
  • Assist with reviewing of portfolio documents and moderation of continuous assessment components.

5.2Chief Examiner

  • Adhere to security and confidentiality measures.
  • Liaisebetween the internal moderator and examiners.
  • Guide and assist the examiners with the setting of the papers.
  • Work as a panel in a team.
  • Set up regular meetings with the examiners to ensure that the process is on track and deadlines are met.
  • Check progress telephonically.
  • Liaise with the internal moderator and report back to the examiners.
  • Submit minutes of meetings held with examiners, after every meeting, to the Assessment MaterialsUnit (AMU).
  • Report any delays or problems encountered immediately to the AMU.
  • Submit a report to the internal moderator regarding the progress of the papers.
  • Submit the neatly typed and formatted paper on or before the due date.
  • Be a member of the selection panel for the selection of marking officials.
  • Be the chief marker at the marking centre during the marking session.
  • Chair the memorandum discussion meeting.
  • Provide in-service training for the novice markers in the marking centres during the marking sessions of the relevant examination papers.
  • Attend examiners’ information meetings and training sessions as required on instruction from the Examinations and Assessment Directorate
  • Attend meetings with educators (Roadshows) if and when required.

5.3Examiners

  • Adhere to security and confidentiality measures.
  • Work as a panel in a team.
  • Set a specific original examination question paper and memorandum (including translation where applicable) in a specific subject for the National Senior Certificate Grade 12 Preparatory Examination and the Grade 11 Common Examinations for 2008 to 2010 in certain subjects as required. (All papers set must be the original work of the examiner adhering to the NCS assessment guidelines and Curriculum Statements.)
  • Supply appropriate illustrations, diagrams, tables, maps, sketches, etc. for printing purposes. (Pictures or sketches must be in black and white. )
  • Proofread and correct the typed version of the examination paper.
  • Act as the senior marker and remain for the full duration of the marking session, which is COMPULSORY!
  • Form part of the panel for the selection of markers.
  • Compile a report on the candidates' responses to the relevant examination and suggest appropriate remedial measures.
  • Present the curricular concerns at the Curriculum Information Forum meetings for the relevant subject.
  • Attend examiners’ information meetings and training sessions as required on instruction from the Examinations and Assessment Directorate
  • Attend and chair meetings with educators (Roadshows) if and when required.

5.4Note: If an applicant has family members/relatives who will be writing the National Senior Certificate Examination (FET) in a year(s) included in the envisaged contract period, the applicant must declare this by informing the department in writing when applying. The department reserves the right to exclude any applicant from appointment for a particular year.

6.APPLICATION PROCEDURES

6.1Application form GDE 430/3 (Annexure A) must be completed in full. The following documents must be included:

  • A recent passport-sized photograph of the applicant.
  • A certified copy of the applicant’s identity document.
  • A certified copy of the applicant’s salary advice slip.
  • A certified copy of the applicant’s driver’s licence.
  • Certified copies of the applicant’s academic qualifications, including a transcript of subjects passed.
  • Certified copies of OBE qualifications,workshops attended, assessors’ training, etc.
  • A letter of recommendation from an appropriate referee, such as a teaching and learning facilitator, school principal, dean, or head of department.
  • Certified copies of internal examination papers set for Grade 10 and / or 11 new NCS/FET phase.

6.2Present internal moderators and examiners must re-submit all of the above documents.

6.3An applicant must clearly indicate on the application form:

  • the position applied for e.g. internal moderator/ chief examiner / examiner;
  • the subject applied for; and
  • the specific paper i.e. Paper 1/2/3.

6.4The closing date for applications is, Wednesday, 8 August 2007 at 16:00.

7.SELECTION PROCEDURES

7.1Applications will be initially submitted to an evaluation / screening committee, consisting of representatives from Head Office and district offices (Curriculum and Examinations).

7.2After evaluation, this committee will compile a shortlist of internal moderators / chief examiners / examiners who meet specific quantifiable criteria. The shortlist will be forwarded to a Specialist Selection Committee.

7.3The Specialist Selection Committee will consist of specialists from the Learning Area Committee/CIF Focus Groups from Head Office and the districts, as well as representatives from the unions.

7.4Interviews will be held with the selected candidates.

7.5The Specialist Selection Committee will then make recommendations to the Head of Department, who will make the final appointments.

7.6Applicants will be notified of the results in August/September 2007.

7.7A databank of suitable applicants will be created, should a need arise to replace an examiner, chief examiner and / or internal moderator.

8.REMUNERATION

8.1Internal moderators, chief examiners and examiners are remunerated according to standard tariffs determined by the National Department of Education, as laid out in the PAM document and negotiated within the Education Labour relations Council (ELRC) and applied throughout South Africa.

8.2Tariffs are determined according to the length of the relevant examination sitting.

8.3Chief examiners, responsible for the in-service training of novice markers, will be remunerated at the same rate as the chief markers.

8.4Internal moderators, chief examiners and examiners may claim transport expenses. (Details to be given to appointed members at a later stage.)

9.CONTRACTUAL OBLIGATIONS (Summary of Main Points)

9.1The successful applicants will be required to sign a contract for a minimum period of two years, which will be subject to a performance evaluation and the compliance to deadlines and other requirements

9.2Relocating beyond the borders of Gauteng will result in the cancellation of the appointment.

9.3Successful applicants have an obligation to provide in-service training to markers in order to build capacity will be required.

9.4Adherence to all security and confidentiality requirements will be required.

10.DEADLINES

10.1Internal moderators, chief examiners, examiners will have to commit themselves to the following deadlines and dates:
