  1. PURPOSE OF POST:

Under the general guidance of the Deputy Representative, the incumbent will provide a 6-month support to UNICEF Madagascar, in a context of restructuring and change management. The incumbent will be accountable for the design, planning, implementing, monitoring and evaluation of Education programme(s) in the context of a new country programme (2015-2019), and will ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives.

The support of the incumbent will be required in five major areas:

  1. Manage the transition: The Madagascar CO is in the process of finalizing its new CPD 2015-2019, which will come into effect the 1 March 2015. In this process, the Education Section, due to a reduction in funds, will be downsizing from 45 to 20 staff. This is thus a critical period for the section and is a process which is extremely delicate and which will require firm but delicate management to ensure a smooth transition of a complex human resource issue. The downsizing includes a process of several posts being abolished as well as several being created and thus much of the incumbent’s time will be spent managing this recruitment process and supporting affected staff. The major downsizing is with the ATRs and the incumbent will be required, in consultation with the section and the other sectors to redefine the new role of the ATR.
  1. Reposition Education in an evolving Political context: Madagascar has recently come out of a 5 year ‘crisis’ with a transition government. The sector has a new Minister with new directors at a central and decentralized level. This provides an important opportunity to move the education agenda forward together with the Ministry, especially as the government prepares the Education Sector Plan. The incumbent will therefore be required to coordinate this work and ensure that UNICEF’s mandate is coherently reflected in the Plan and that any major adjustments are made.
  1. Strengthen UNICEF role as coordinating agency: UNICEF is the coordinating agency for the financial and Technical Partners (PTF) and the co-lead with the Ministry of Education for the Local Education Group (LEG). UNICEF has assumed this role and has maintained a certain stature which has also been linked to the significant funds that it has previously managed (FTI, EU etc). Under the current context, UNICEF is no longer the financial powerhouse but it is important that it maintains its relevance as a reliable and neutral leader within the sector.
  1. Closing of system and financial audit of the 22 DRENs and UAT: In 2013/14 UNICEF commissioned, using the remaining FTI funds which it was managing, a system and financial audit of the 22 DRENs and the UAT, for the period of the 2012 community teacher payments. The final reports of the audit will be completed by the end of November 2014 and the incumbent will be required to lead the process of determining the eligibility of certain amounts, indicated by the audit firm as needing further investigation and exploration by UNICEF. Following this, the incumbent will be required to manage the communication of the outcome with the GPE, donors, government and internally within UNICEF.
  1. Fundraising and grant management: The Education section is likely to have a $25 million funding gap, at the beginning of the new country programme (2015 – 2019). The incumbent is expected to support the section in developing fundraising material; strategy; and effective donor relationships, in order to mobilize future funds. Tied to this is the provision of support for the closing of the current Norway grant and the securing of the new one.
  1. KEY END RESULTS:
  1. CPAP completed and sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the defined programme strategies and approaches.
  2. Additional funds mobilised and in particular Norwegian funds secured
  3. Timely management of the recruitment process for all new posts that will be created as well as the establishing of a new team spirit with all understanding the new objectives of the programme and with each staff member being clear of his/her role within the section.
  4. New role of ATRs within the new CPAP is defines
  5. Annual Report completed with input from all staff working on the three axes of the IESP.
  6. The DREN and UAT audit process is completed and communication with GPE, donors, government and UNICEF is deemed sufficient
  7. Representation of UNICEF and the Sector at all Technical and Financial partner meetings as well as with the government for all Local Education Group consultations. UNICEF’s global goals effectively promoted through advocacy and policy dialogue in the Education sector.
  8. Rights-based Education programming effectively promoted, and coherence, synergy and value added to programme management process through results-based management.
  9. Programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
  10. Proper and timely UNICEF and Government accountability ensured regarding supply and non-supply assistance as well as disbursement of programme funds for the Education sector.
  11. Effective communication and networking achieved through partnership and collaboration.
  12. Effective fundraising ensured through proposal development and relationship building with donors.
  13. ACCOUNTABILITIES and DUTIES & TASKS

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

  1. Programme Planning, Development and Management.

Enhance effective programme, sectoral or inter-sectoral planning, development and management by leading, guiding, coordinating and supporting the section for the commencing of the new CPAP. Effective management of the implementation of the new CPMP with support to the newly defined ATR role.

  1. Knowledge Management.

Further promote knowledge management. Ensure exchange of knowledge, information, experience or lessons learned; provides solid technical recommendations on major programme directions and on introduction of new initiatives in the country, especially at the start of the new CPD/CPAP.

  1. Rights-Based Projects through Results-Based Approach.

Promote the quality of rights-based Education programming through participation in the formulation of programme goals, strategies and approaches. Bring coherence, synergy and added value to sectoral or programme management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation.

  1. Programme Delivery, Evaluation and Reporting.

Ensure programme, sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to evaluation. Participation and leadership in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Ensure the preparation of annual Education sector status reports.

  1. Promotion of UNICEF’s Global Goals

Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes. Ensure leadership in evidence-based advocacy at the national level with the Ministry of Education and technical and financial partners.

  1. UNICEF and Government Accountability.

Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies disbursements of funds, monitors and submits financial status reports to management in compliance with the regulations and guidelines.

  1. Communication, Collaboration, Networking and Partnership.
  • Ensure effective communication with the GPE, donors, government and UNICEF regarding the 22 DREN and UAT audits
  • Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve Education programme requirements and objectives.
  • Collaborate with Communication and Programme Communication groups to ensure development of effective communication materials and strategies to support advocacy and social mobilization efforts.
  • Overall coordination with Regional Advisers and HQ Officers. Collaborate with other Project or Programme Officers to ensure the integration of the project/sectoral programme with other sectors.
  • Collaborate with the Operations and Supply Sections and Government authorities to establish and maintain sound internal controls supportive of Education project or sectoral planning and implementation, to coordinate financial and supply management requirements as well as to ensure accountability.
  • Interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of Education programme/project implementation to follow up on agreements and recommendations and to fundraise and leverage funding for the education programme and sector, paying special attention to the Norwegian government collaboration. Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve Education programme goals.
  1. QUALIFICATIONS AND COMPETENCIES:

a) Education:

Advanced university degree in one or more of the disciplines relevant to the following areas:

Education; Primary Education, or Social Sciences fields relevant to international development assistance.

b) Work Experience:

  • Ten years of progressively professional work experience at national and international levels in fields relevant to management of Education programmes.
  • Experience working in the UN or other international development organization an asset.
  • Background/familiarity with Emergency will be an added advantage.

Fluency in French and English is required
