1.RESPONSIBLE GAMBLING FUND

The Responsible Gambling Fund (RGF) draws its income from a two percent levy paid by the operator of the Sydney casino which funds a range of programs, services, activities and projects which promote responsible gambling, including a network of gambling help services across NSW.

The Minister for Tourism, Major Events, Hospitality and Racing is responsible for approving expenditure from the RGF following recommendations made by the RGF Trustees.

2. TELEPHONE-VIDEO CONFERENCING program

2.1Background

The program was developed asa key workforce development initiative and is supported by the 2012 Needs Analysis of the NSW Problem Gambling Counselling and Support Services Program conducted by Schottler Consulting Pty Ltd. The analysisrecommendedthe use of a range of technologyto increaseon-line clientcounselling including through after-hours delivery, and supported the use of on-linegroup accredited clinical supervision.

2.2aim and OUTCOMES

The aim of the program is to provide telephone and video conferencingsoftware to support andenhanceon-line service delivery for funded Gambling Help services. The Program’s expected outcomesare to increase delivery of on-line client counselling including through after-hours counselling, and to support regular on-line group accredited clinical supervision.

2.3 STAGE ONE TRIAL

A four-month trial was conducted in late 2013 to investigate the use of video conferencing in the Gambling Help counselling sector, as an alternate way to provide on-line client counselling and to complement existing face to face client engagement.

Ten regional services took part in the trial. Theresults of the trial indicate that eight of the ten services were able to provideclientswith on-line after-hours counselling services and engage in on-line group clinical supervision. Some services also used the trialfor peer group supervision and training.

2.4 STAGE TWO TRIAL

To further extend the trial, the second stage of this program will run from June 2014 to end February 2014.Ten regional and remote Gambling Help services will each be provided with a Citrix licenceand HelpDesk facilities along with GoToMeetings software for 100 minutes of video conferencing time and data usage per month.

3. STAGE TWO TRIAL APPLICATIONPROCESS

3.1assessment

Funded Gambling Help servicesthat wish to participate in stage two of the trial must complete an Expression of Interest (EOI) applicationby answering the selection criteria as outlined in item 3.2.

A panel comprising officers from OLGR will assess the applications received. Applicants will be notified in writing of the outcome of their application.

Applicants may only appeal a decision on the basis of probity. Such appeals will be considered by the Director, Strategic Engagement and Development.

3.2PROGRAM REQUIREMENTS

Applicant’s must address the following selection criteria by demonstrating an ability to:

(a)use the licence and software to undertake on-line client counselling, including after-hours counselling;and

(b) support on-line group accredited clinical supervision, where applicable.

Further supporting information must be addressed as outlined in Section C.

Note that priority will be given to services that can demonstrate a demand for on-line video counselling.

3.3REPORTING REQUIREMENTS

The ten services selected to move to stage two of the trialwill be required to report monthly on the use of the program via Survey Monkey. At the end of the program, an evaluation will be conducted to determine the success of the program and to assess future needs.Selected services will be required to take part in this survey.

  1. TRAINING AND SUPPORT

For services requiring preliminary assistance to configure, set up and use GoToMeetings, a dedicated Citrix contact can be allocated.

CitrixGoToMeetingswill be contracted to provide on-going support throughout the program.

Access to support will be primarily through the Citrix Help Desk 24/7 Support Service - .
