CASE STUDY – 1(Development Process of Safety Regulations)

Your country (or any embarking country) is desirous of establishing regulations for the safety of NPP design in Phase-2. By using the knowledge and understanding developed from the presentations delivered, please draw a three column table including:

  1. essential needs or inputs (supporting elements) required at different steps of process for developing safety regulations
  2. major steps of the development process
  3. timeline for the activities involved in the development process upto the issuance of the regulations

SOLUTION

CASE STUDY-2

1SCENARIO

The regulatory body of a State was assigned a task for the development of process and prioritization of regulations and regulatory Guides in Phase-2 and Phase-3. The major challenge for the regulatory was to prioritize all regulatory activities in such a way that regulatory requirements for a specific activity should be available well before the initiation of the activity. The regulatory body received an activity plan from operating organization showing different activities along with time line. The Office responsible for development of regulations and regulatory guides (ONR) derived the following sequential information on the activities performed during Phase-2 and Phase-3.

Phase-2: (3 – 7 years)

1)Issuance of National Policy & Nuclear Law.

2)Starting bidding process and preparation of bidding document.

Phase-3(7-10 years)

1)Evaluation of bid

2)Finalization of contract

3)Preparation of Supplier qualification requirements.

4)Application for construction licence.

5)Issuance of Construction Licence

6)Construction & manufacturing

7)Commissioning ( requirements)

8)Fuel delivery on site.

2TASK

Suppose you are senior member of ONR and by using above mentioned information and background knowledge and experience list the regulations and regulatory guides needed by the applicant in Phase-2 and phase-3 from the regulatory body well before the initiation of the activity.

* Note we may ask the participants to fill-up the middle column of the table given below
