Completion Fluids / Solids– (Calcium Bromide)

Before you begin
Description
/ Fluid used to complete the well prior to first flow.
Category
/ E&P exempt if used downhole.
Analysis
/ To discharge subject to the water discharge permit, the following tests are required:
  • Daily, during discharge – free oil static sheen test.
  • Monthly – oil & grease test. Cannot exceed 29 mg/liter.
  • Priority pollutants may be discharged only in trace amounts. Verify that no priority pollutants are present in the products used by:
  1. Checking the manufacturer’s information, or
  2. Testing effluent before discharge.
A list of priority pollutants is in the glossary of these procedures.
Accumulation
/ Fluids that pass all tests above may be discharged
Fluids that do not pass all tests above must be contained in portable tanks, cuttings boxes or drums and sent to a E & P waste disposal facility
Waste Reduction
/ Minimize wasteful usage practices. Avoid use with priority pollutants.
Can be discharged (if it does not sheen)under NPDES permit.
Disposal
/
  • Return to vendor for credit.
  • If used downhole liquids may be disposed of through the completion fluids discharge under the NPDES Permit. Slurried particles used in hydraulic fracturing, the accumulation of formation sands, and scale particles generated during production must be handled as produced sand [and solids].
  • Last choice, dispose of at a state permitted E&P waste facility. Identify waste as 04 Completion Fluids.

  • For shipments to shorebases in Louisiana, prepare Non-hazardous Oilfield Waste Shipping Control Ticket Form UIC-28 (See Example).
DO NOT SIGN THIS CONTROL TICKET. It is required to be signed in the presence of the truck driver. Dock personnel must sign.
  • For shipments to shorebases in Alabama, prepare the State Oil and Gas Board of Alabama Waste Liquids Manifest.
  • For shipments to shorebasesinTexas, or Mississippi no state documents are required.
  • Complete entry in General Cargo Section [Section II] of the Apache Shipping Manifest. (See example)
  • Maintain a copy of manifest records at offshore and onshore facilities while active. Send original manifests with shipment.
  • Retain records for three years.

a.No labels required by DOT.

5.Prepare shipping papers:

a.Complete entry in General Cargo Section [Section II] of the Shipping Manifest. (See example).

  1. For shipments to shorebases in Louisiana, Prepare Non-hazardous Oilfield Waste Shipping Control Ticket Form UIC-28 in Louisiana (See Example). DO NOT SIGN THIS CONTROL TICKET. Sign the ticket in the presence of the truck driver. Dock personnel must sign.
  2. For shipments to shorebases in Alabama, Prepare State Oil and Gas Board of Alabama Waste Liquids Manifest.
  3. For shipments to shorebases in Texas, or Mississippi no state documents are required.

INSTRUCTIONS

Read Carefully and Comply Fully

  1. Every shipment of wastes liquids shall be accompanied by this form.
  1. At the time of transport, the operator shall initiate the manifest by completing and signing Part I. The operator shall assign a sequential manifest number in the upper right corner. The number should be preceded by the operator code number provided by the State Oil and Gas Board.
  1. The transporter shall complete and sign Part II.
  1. The operator shall copy form and mail to the Board within ten (10) days.
  2. The original shall accompany the wastes shipment.
  3. Upon receipt of the wastes, the disposer shall complete and sign Part III.
  4. The transporter shall retain a copy.
  5. The disposer shall retain a copy and mail a copy to the operator and the original to the Board within ten (10) days.
