WHEREAS, in the 2009 Regular Session, Representative Gordon Dove (District 52) and Senators Reggie Dupre (District 20) and Dan Morrish (District 25) co-authored and introduced House Bill 833 relative to organizing and codifying the organization of the Coastal Protection and Restoration Authority and its implementation arm, the Office of Coastal Protection and Restoration, and providing for related matters; and

WHEREAS, this Council believes support of House Bill 833 is in the best interest of the citizens of New Orleans and therefore requests the Orleans Parish Legislative Delegation support this effort. Our neighbors, the Jefferson Parish Council has also request their legislative delegation support House Bill 833; and

WHEREAS, changes occurred in July 2008 by Office of Coastal Protection and Restoration by moving nearly one hundred and fifty employees (150) from the Louisiana Department of Natural Resources, the Louisiana Department of Transportation and Development and the Governor’s Office of Coastal Activities to serve as staff to the Coastal Protection and Restoration Authority and work on implementation of the Integrated Ecosystem Restoration and Hurricane Protection: Louisiana’s Comprehensive Master Plan for a Sustainable Coast. House Bill 833 officially formalizes these changes; and

WHEREAS, House Bill 833 creates a new Office in the Office of the Governor to consolidate functions relative to hurricane protection, flood control, and coastal restoration under the authority of that office; provides relative to the powers, duties, functions, and responsibilities of that office; and provides for the inter-relation between the new Office, the Governor’s Office of Coastal activities, the Coastal Protection Restoration and Conservation; now therefore

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NEW ORLEANS that this Council stands firmly in support of House Bill 833, and asks that the Orleans Parish Legislative Delegation support House Bill 833 relative to organizing and codifying the organization of the Coastal Protection and Restoration Authority and its implementation arm, the Office of Coastal Protection and Restoration.
