Burscough Annual Parish Council 2015 Assembly

Held at The Grove on the 27th May 2015 at 7pm

The meeting started at 7.15pm

Present:

Councillor A Bullen(PC), Councillor D Hardisty(PC), Councillor J Atherton(PC), Councillor G Warrilow(PC), Councillor J Davis(WLBC), N Smith, S.Lamb, T Heath.

Councillor A Bullen chaired the meeting and the minutes were taken by Councillor D Hardisty.

The following documents were circulated:

a)  Burscough Parish Council Annual Report dated 13th Mat 2015.

b)  Clerks Report to the Parish Assembly 2015

c)  Minutes of the Burscough Parish Council Annual Report for 2014

d)  Report of a vacancy on the Parish Council due to the resignation of Councillor S Ashton.

The chairman opened the meeting and expressed his disappointment at the low turnout but thanked those who did attend. He stated that by law the Parish Council had to convene an Assembly so that those who lived in the council’s boundaries could bring up and vote on any matter they felt needed addressing.

The first item on the agenda to be discussed was the minutes of the meeting held in 2014 and it was moved by Councillor Bullen and seconded by Sue Lamb that these were an accurate account of the meeting. The only matter to be raised was that the Parish Council had not received a report from the organic vegetable club as promised but Sue Lamb stated that she was under the impression this was on its way. In regard to the Thomas Galvin Sports Ground, Councillor Hardisty stated that Burscough FC Juniors were on the point of receiving the outstanding grant from the FA to complete the work needed. Other items that had been raised at that meeting would appear to have been addressed and to some degree resolved.

The Chairman then asked for items to be raised that were of concern to the residents present.

(1)  One of the residents raised concerns over the lay bye near Blyth Hall and the Ring o’Bells Pub complaining that the rubbish bin was constantly full to overflowing and that the rubbish getting worse and leading to the drains being blocked. Large items were being left which was not only unsightly but dangerous. Borough Councillor J Davis agreed to raise this matter with the Borough Council as a matter of urgency.

(2)  The second item raised was the ground work being carried out opposite the Bull and Dog Pub which consisted of a huge excavation of the site down to a depth of approximately 30 feet. Councillor Bullen informed the meeting that he together with Councillor Hardisty and District Councillor Hodson had visited the site and spoke to the owner. He stated that it was proposed to build 85 homes on the site. When asked why the excavation was taking place he said that he had to dig out old tobacco that had been used in the tannery works in Litherland and buried over 40 years ago and this was still giving off methane gas and this had to be alleviated. He was asked what was to be done with the tobacco waste and he said that one it had been exposed to the air it could be used to spread on the site as top soil. The site also consisted of huge amounts of concrete and bricks that had been dug out. This site had in the past been a crushing plant for the purpose of making hard core. County Councillor Dereli is approaching the County Council to find out what input and information they have on the site. Councillor Warrilow had knowledge of the owner and informed the meeting.

(3)  Discussion took place over the erection of solar panels on the industrial estate and it was stated that discussion were ongoing.

(4)  It was raised that the toilets in Lord Street had been reported as being in need on refurbishment as they were not up to standard. This will be reported to the Borough Council and

(5)  The drainage grids opposite the Stanley Institute are permanently blocked as are the ones at the bottom of the canal bridge on the A59 and the one in Mill Dam Lane. This will be reported to the County Council.

It was agreed by those present that these matters needed addressing as a matter of urgency.

There were no other items raised by the electors of Burscough Parish.

The chairman then announced the vacancy on the parish council in the Red Cat Ward due to the resignation of Councillor S Ashton and urged that those interested in the future of Burscough consider standing.

The meeting closed at 8.30pm.
