PURPOSE/BACKGROUND

This bulletin provides school districts current information to support statewide educator evaluation implementation, including:

  • Administrator Training Fund (iGrant 773) 2017–18
  • School Employee Evaluation Data (SEES)

TPEP ADMINISTRATOR TRAINING FUNDS 2017–18

The 2017 Legislature appropriated funds for the Teacher Principal Evaluation Program (TPEP) implementation during the 2017–18 school year. These funds support professional learning, research, program development, and maintenance.

1.FUNDING:A portion of the TPEP program funding is being set aside for administrator training for TPEP. School districts will apply for their allocation through iGrants Form Package 773. This grant funds TPEP administrator training activities from July 1, 2017 through June 30, 2018.

This year, rather than distributing allotments to all districts, funding will be granted to districts based on three tiers of need:

Tier I:Tier I funds will be granted to districts to support the foundational (Stage I and, if applicable, Stage II) training for principals/assistant principals and principal evaluators who are new to their roles and/or new to the district’s chosen framework. Funds may be requested for travel, purchased services, salaries, benefits, and supplies.

Tier II:Tier II funds will be granted to districts to support professional learning to develop rater agreement, and/or feedback conversations for professional growth (Learning-Focused Supervision). Funds may be requested for travel, purchased services, salaries, benefits, and supplies.

Tier III:Tier III funds, as available, will be granted to districts to support other professional learning activities in support of TPEP. Funds may be requested for travel, purchased services, salaries, benefits, and supplies.

Note: Claims for allowable expenses will not be paid until a school district’s plan for administrator learning has been approved by the Office of Superintendent of Public Instruction (OSPI) through the iGrants Form Package 773.

2. REIMBURSEMENT OF EXPENSES: Districts will claim reimbursement for TPEP teacher training expenses via the iGrants claiming system, in accordance with OSPI’s current grants management process. Documentation for expenses should remain in district files for audit purposes. See the TPEP website for allowable and excluded expenses.

EDUCATOR EVALUATION DATA (Action Required)

All school districts must submit educator performance data from 2016–17 to OSPI by October 16. The collection is required annually as a result of E2SSB 6696 (2010), ESSB 5895 (2012), and by the U.S. Department of Education as part of the EDFacts requirements for file N166 andRCW 28A.150.230(2)(a).

Data is submitted through OSPI’s Education Data System (EDS) titled School Employee Evaluation Survey (SEES). Each district will provide 2016–17 evaluation data for all educator categories (superintendent, classified staff, administrators, teachers, and other certificated staff) and summarize by the applicable performance rating. Teacher data is aggregated by school and rating; others are aggregated by district and rating. A small number of teachers may have been evaluated on a two-tier system (Satisfactory/Unsatisfactory); those educators will be aggregated separately from teachers and principals evaluated using the four-tier rating system (Distinguished/Proficient/Basic/Unsatisfactory).

Districts will be asked to separate data for teachers and principals in their first five years of experience from those with more than five years,and to separate data from teachers and principals on Focused evaluations from those on Comprehensive evaluations.In response to Engrossed House Bill 2242, Section 902, districts will also be asked to indicate the ways they assist struggling teachers.

The survey will open September 7 and close October 16. Each school district’s Data Security Manager assigns the SEES survey task. Human Resource Directors should assure that the task is assigned to an employee with access to the appropriate information. Districts that collect evaluation data in eVAL may use the “District EOY Principal Report” and “District EOY Teacher Report” to generate teacher and principal data. These reports can be accessed by the eVAL district administrator. They will not differentiate between years of experience; that task will have to be done separately.
